How to find an in-home caregiver in Johnstown

Johnstown is a city in Cambria County. Census Bureau estimates show 17,654 people living in the city at mid-2025 (July 1), against an estimates base of 18,410 for April 2020, while the county as a whole is estimated at 128,968. In the ACS 2020–2024 profile the city's median age is 44.0, and 3,665 residents (20.3%) are 65 or older: 1,974 women and 1,691 men. Of those, 951 are between 75 and 84 and another 442 are 85 or over. The same survey counts half of the older group, 1,813 people or 49.5%, as living with a disability.

Many older Johnstown residents keep house by themselves. Of 8,953 households, 2,961 (33.1%) include someone aged 65 or more, and the ACS finds 940 women and 811 men of that age who live entirely alone. If that describes your parent, a few regular visits a week often matter more than long shifts, so say in your post which days are hardest. The list above puts caregivers closest to the city first; raise the radius to bring in more of Cambria County. Pennsylvania families can also look at our page for Bedford, PA.

Choosing well

Evaluating caregivers in Johnstown

CaregiverConnect does not vet, license or check references for anyone listed here, so the checks are in your hands. A Pennsylvania State Police PATCH request is one place to start: the PSP says a record check can be requested on a potential hire, costs $22 (notarizing adds $5) and covers records held by Pennsylvania law enforcement agencies only, not federal files. If the status reads Request Under Review, the State Police note that this does not mean a record exists; the request is simply waiting its turn. Questions go to 1-888-783-7972, weekdays 8 a.m. to 4 p.m.

The city's housing deserves its own look. The ACS reports that 47.7% of Johnstown homes date from 1939 or before and another 13.4% from the 1940s, and that 17.9% are attached single-family houses. If your parent lives in one of these older homes, walk the caregiver through it on the first visit: the stairs, the bathroom, the laundry. Ask how they would move your parent safely there. A quarter of households (25.8%, or 2,314) have no vehicle, so check whether the applicant drives, has a car and is insured to carry a passenger.

Questions families here ask at interview

  • Will you request a Pennsylvania State Police PATCH check on yourself and bring the certificate to our first meeting?
  • Mom has a CamTran senior pass. Could you ride with her on Reserve-A-Ride to Conemaugh Memorial, or would you drive her yourself?
  • Our row house has a steep inside staircase and the only bathroom is upstairs. How would you help Dad up and down each day?
  • If Dad later enrolls in Community HealthChoices and chooses to direct his own care, would you sign up with Tempus so he could keep you as his worker?
  • What do you do when a client living alone does not answer the door at the usual visit time?
  • Which tasks are you comfortable with: bathing, dressing, medication reminders, cooking, light housework, or company only?
  • If you decided to stop working for us, how much warning would you give, and who could cover a visit when you are sick?
Schedules and cost

What in-home care costs in Johnstown: hourly rates and schedules

Common Johnstown requests are short and specific: an early visit for getting up, washing and breakfast; a late afternoon visit for supper and pills; a weekly grocery and pharmacy trip; or two or three hours of company and supervision so a working son or daughter can stay at the job. If your parent also gets services through the area agency, an adult day program or a Reserve-A-Ride booking, put those times in the post so the private hours fill the open slots.

Who is the employer. When you hire a caregiver directly, you are the employer. The Pennsylvania (same as the federal rate) minimum wage is $7.25 an hour (effective July 24, 2009 (federal effective date)); the federal minimum of $7.25 and federal overtime rules apply to directly employed caregivers unless the work is exempt companionship under the FLSA. BLS defines its Johnstown, PA metropolitan area (code 0027780) as Cambria County alone, so the wage figures here are county-wide. In May 2025 the agency estimated 1,740 SOC 31-1120 jobs (the BLS code covering home health and personal care aides) within Cambria County, with a median of $13.91 an hour, a mean of $14.83 and an annual mean of $30,840. That median sits below the Pennsylvania figure of $14.14. Nursing assistants (SOC 31-1131), a separate group, had 440 jobs and an $18.64 median. Pennsylvania's basic minimum is $7.25 an hour, matching the federal rate, and overtime at 1.5 times the regular rate past 40 weekly hours, per the U.S. Labor Department's state table (updated July 1, 2026); state Labor and Industry lists pay below $7.25 as a violation. That department said on September 2, 2026 that roughly 40 percent of Minimum Wage Act complaints in the state come from home care workers. With a city median household income of $37,888, agree the hourly rate in writing before the first shift.

No agency tracks private rates. A caregiver you hire directly will usually expect more than the employed-aide median and less than an agency rate; every caregiver on this site lists an hourly rate on their profile, and the hiring guide covers taxes and overtime.

Caregiver resources for families in Johnstown

  • Cambria Area Agency on Aging110 Franklin Street, Suite 400, Johnstown, PA 15901; (814) 539-5595 (as listed on the City of Johnstown community resources page). The state Department of Aging sends applicants for OPTIONS and the Caregiver Support Program to their local area agency, so this is the office a Johnstown family calls for either.
  • Pennsylvania Caregiver Support ProgramFor the relative doing most of the caregiving: a care manager visits the home, assesses what you need and builds a plan. Neither of you has to be related or share a home when the person cared for is 60 or older or has dementia. There is no income test, but reimbursement for respite, supplies, home modifications and assistive devices follows a sliding scale: full reimbursement for care-receiver households with income up to 200% of the federal poverty guideline, tapering to 10% just under 380%. It is closed to households where the caregiver or the person cared for is enrolled in Medicaid long-term services (Community HealthChoices or LIFE).

Safety

Hiring safely in Johnstown

Put the arrangement on one page that you both sign: days and hours, hourly rate, overtime, the tasks covered, how grocery money and receipts are handled, and how far ahead each of you will warn the other before stopping. Log the hours every week. Federal rules matter for a family that employs someone directly. The Labor Department's Fact Sheet 79A says the companionship exemption from minimum wage and overtime can be claimed only by the household, never by an agency, and only while care tasks such as bathing or meal help take up no more than a fifth of the week's hours. A proposal published July 2, 2025 would return to the 1975 rules; the department's direct care page still describes it as proposed. Pennsylvania's elder abuse line lists warning signs such as isolation, weight loss, unexplained bruises, new confusion, unusual account withdrawals and an older person signing over a home; any of these is reason to call 1-800-490-8505. For payroll and household employer taxes, read our hiring guide.

Questions

Hiring a caregiver in Johnstown: frequently asked questions

Can Pennsylvania Medicaid cover wages for a relative who looks after Mom in Johnstown?

Possibly, through Community HealthChoices. Its long-term services list includes personal assistance services and participant-directed community supports. A participant who self-directs hires direct care workers and uses Tempus Unlimited, the financial management service, which processes timesheets and payments and handles payroll taxes such as FICA. Tempus lists four people who may not be the paid worker: a spouse, a legal guardian, a representative payee, or someone holding power of attorney for the participant. No other relatives appear on that list, but that is our reading, not a promise, so ask the service coordinator or call Tempus (1-844-983-6787).

How does a Johnstown parent get into Community HealthChoices?

DHS says adults 21 or older on Medicaid may enroll if they also have Medicare or need nursing-facility-level care. For long-term services, the Independent Enrollment Broker sets up an assessment wherever the person is, at home, in a hospital or in a nursing facility, and helps send the Medicaid application to the county assistance office. You can pick AmeriHealth Caritas, PA Health & Wellness or UPMC Community HealthChoices and switch plans at any time. The CHC Helpline is 1-844-824-3655; Medicaid applications by phone go to 1-866-550-4355.

Is there in-home help for someone who does not qualify for Medicaid?

The OPTIONS program, run through the Cambria Area Agency on Aging, serves Pennsylvania residents 60 and older who are citizens or legal residents and have unmet needs affecting daily life. The state sets no income limit, though some people pay toward services on a sliding co-payment scale. Call the agency at (814) 539-5595 to ask for an assessment.

What do in-home caregivers charge in Johnstown?

Each profile shows the rate the caregiver is asking. As a benchmark, the midpoint BLS wage for SOC 31-1120 aides around Johnstown (the metro area is Cambria County) was $13.91 an hour in May 2025, against $14.14 statewide. Pennsylvania's minimum wage is $7.25.

Does my parent have to pay to ride CamTran?

Not on the regular buses once they have a senior pass: CamTran lists riders 65 and older as free. For door-to-door Reserve-A-Ride trips, CamTran says seniors with its senior pass ride at no cost; for anyone else, fares vary by area and the CamTran+ office at 1-800-252-3889 quotes the exact amount.

Do Pennsylvania wage rules cover a caregiver we hire ourselves?

The Labor and Industry material we read says state minimum wage and overtime law protects most agency-employed home care workers; it does not address a worker hired straight by a household. For direct hires, the federal companionship rules in the safety section above still apply, so check them before you set hours and overtime.
