How to find an in-home caregiver in Youngstown
Youngstown is a city in Mahoning County, where Direction Home of Eastern Ohio has its offices. The Census Bureau puts the city at 58,832 people as of July 1, 2025; its April 2020 estimates base was 60,049. In the 2020–2024 American Community Survey, Youngstown has 10,806 residents 65 and over (18.2%), including 2,642 aged 75 to 84 and 1,432 aged 85 or older. Women outnumber men in that age group, with 73 men for every 100 women. A third of Youngstown's 24,982 households (33.2%) include someone aged 65-plus; 2,803 of them are an older woman who lives alone and 1,604 an older man who does. ACS records a disability for 40.9% of the city's residents aged 65-plus.
Those numbers shape what you should write in a post. Spell out the visits you want (say, three weekday mornings for a shower, breakfast and a pill organizer, or evenings to cook and settle someone into bed) and the hourly rate you plan to offer. The caregiver list above puts people closest to the Youngstown ZIP codes first and refreshes whenever someone new joins. Niles, in Trumbull County, lies roughly 8 straight-line miles from Youngstown and has a separate Niles caregiver page; raising the search radius brings in the rest of the Mahoning Valley. If a parent's money is tight, phone Direction Home of Eastern Ohio before you settle on private hours, because it handles both the Mahoning County Senior Levy program, for people who do not qualify for Medicaid, and the PASSPORT waiver for those who do.

Evaluating caregivers in Youngstown
CaregiverConnect does not vet the people who create profiles; that step belongs to you. In Ohio, civilian criminal checks go through the Attorney General's Bureau of Criminal Investigation, which compares submitted fingerprints with its criminal fingerprint database. Fingerprints have to reach BCI electronically, through WebCheck or a card scan, at one of the WebCheck sites the Attorney General lists; questions go to 877-224-0043. A reasonable request is that a finalist gets a current BCI check and shows you the result before the first paid shift.
Ask for two references from families, and ask those families concrete questions: what the caregiver did when a dose was skipped, when a parent refused a bath, or when a parent wandered at night. Meet once in the home where the care will happen. Roughly 39% of the city's housing went up in 1939 or earlier, so walk the candidate through the stairs, the bathroom and the laundry before agreeing on duties. Then pay for a short trial period, one or two weeks, ahead of any standing schedule.
Questions families here ask at interview
- Are you willing to have a BCI fingerprint check done at a WebCheck site this week and show us the report?
- If Dad is approved for PASSPORT, would you apply for Department of Aging certification so he could hire you through participant direction?
- Mom rides WRTA All-Access to appointments. Can you meet her at home afterward, or would you rather drive her yourself?
- Our old house has a steep staircase. How do you help an unsteady person on stairs?
- Do you speak Spanish? My grandmother is more comfortable in it.
- What is your hourly rate for weekday visits, and what do you charge for overnights or weekends?
What in-home care costs in Youngstown: hourly rates and schedules
Posts with a clear routine are easiest to answer: a morning block for washing, dressing and breakfast; a supper visit with evening medicines; a ride or escort to St. Elizabeth or a doctor's office once a week; or a few hours on Sunday to give the relative carrying most of the load a break. ACS reports that 16.8% of Youngstown households have no vehicle, so say whether the job involves driving. Spanish is the home language for 7.7% of Youngstown residents aged five and up, per ACS; mention it if that is what your parent is most at ease speaking.

| Ohio minimum wage | $11.00 | effective January 1, 2026 |
Who is the employer. When you hire a caregiver directly, you are the employer. The Ohio minimum wage is $11.00 an hour (effective January 1, 2026); the federal minimum of $7.25 and federal overtime rules apply to directly employed caregivers unless the work is exempt companionship under the FLSA. Source: US Department of Labor, direct care workers; the state source is listed at the end of this page.
In May 2025 the Youngstown-Warren metro employed 3,840 home health and personal care aides (one occupation group), says the Bureau of Labor Statistics, at a median of $15.06 an hour and a mean of $15.62; Ohio's statewide median for the same job is $16.57, and Youngstown-Warren nursing assistants earned a median $17.81. For 2026 the U.S. Department of Labor's state table shows Ohio at $11.00 an hour for employers with gross receipts of $405,000 or more and $7.25 for smaller ones. Ohio's poster exempts a live-in companion to a sick, convalescing or elderly person whose principal duties exclude housekeeping.
No agency tracks private rates. A caregiver you hire directly will usually expect more than the employed-aide median and less than an agency rate; every caregiver on this site lists an hourly rate on their profile, and the hiring guide covers taxes and overtime.

Hiring safely in Youngstown
Before the first shift, write down schedule, hourly pay, overtime, duties, who holds the grocery and pharmacy cash and how receipts are kept, and the advance warning either of you owes before stopping. Sign weekly time sheets together. Ohio's minimum wage poster tells employers to keep each worker's name, address, rate of pay, pay per period and daily and weekly hours for at least three years. Under federal rules, the Department of Labor limits the companionship exemption to work in which personal care such as bathing is capped at one-fifth of the worker's weekly hours, and only the family or household itself, never a staffing agency, can claim it. If you suspect someone 60 or older is being abused, neglected or exploited, call 855-644-6277. Household payroll and tax duties are covered in our private hire walkthrough, and other Ohio towns are on the Ohio page.

Hiring a caregiver in Youngstown: frequently asked questions
Can my mother get in-home help in Youngstown if she does not qualify for Medicaid?
Possibly. The Mahoning County Senior Levy, run through Direction Home of Eastern Ohio, serves county residents 60 and older who have a functional impairment, are current on property taxes and do not qualify for the Medicaid waiver. A care manager can arrange services such as homemaking, personal care or adult day services. Call 330-505-2300 to start the phone screening.
Who qualifies for PASSPORT in Mahoning County?
Direction Home sets out three tests: the person is at least 60, has a qualifying functional impairment (its examples are help with bathing or with meals), and meets Medicaid waiver eligibility, which it describes as a low-income household. After a phone screening it schedules a free in-home assessment, and a care manager builds the care plan for anyone found eligible.
Can PASSPORT pay a grandson or a family friend to look after Grandpa?
Ohio's Department of Aging lets a PASSPORT enrollee using participant direction hire anyone over 18 who meets its certification rules and passes a background check, family members, friends and neighbors included. Hiring a spouse, or a relative who holds a legal representative designation, depends on Ohio Administrative Code 5160-44-32, so talk it over with the case manager. The person enrolled is the employer of record, and a state-contracted financial management service handles payroll and taxes.
Can a PASSPORT-paid worker drive Dad to appointments?
Only under Choices Home Care Attendant Service, where the worker shows a valid license and vehicle liability insurance. Consumer-Directed Personal Care Service excludes transport.
How much does a private caregiver charge in Youngstown?
Each caregiver sets a rate and shows it on the profile. For comparison, aides in the Youngstown-Warren metro had a May 2025 median wage of $15.06, compared with $16.57 statewide, and Ohio's 2026 minimum wage for larger employers is $11.00.
