IHSS Santa Rosa: the Westwind Blvd office, phone numbers, $20.25 pay and how to apply
If you live in Santa Rosa, In-Home Supportive Services (IHSS) is handled from the Sonoma County Adult and Aging Division lobby at 3725 Westwind Blvd, the same address the IHSS Public Authority prints on its caregiver registry application. This page is for Santa Rosa households and caregivers: which door to use, how to start an application without leaving home, where in the city to get fingerprinted, how to reach the office by bus or paratransit, and which local services can help. Each detail was read on county, transit, state or nonprofit pages on October 16, 2026. For how IHSS works across the whole county, read our Sonoma County IHSS guide.

The IHSS office that serves Santa Rosa: 3725 Westwind Blvd
Sonoma County does not split IHSS cases by ZIP code on its public pages. It lists two walk-in lobbies for the Adult and Aging Division, and the one inside Santa Rosa is:
- Address: 3725 Westwind Blvd, 1st Floor, Santa Rosa, CA 95403.
- Lobby hours: weekdays from 8:00 a.m. until 5:00 p.m.
- Phone: (707) 565-5900. California Relay users dial 711.
The other lobby is in Petaluma, at 5350 Old Redwood Hwy N #100, so a Santa Rosa resident in the 95401, 95403, 95404, 95405, 95407 or 95409 ZIP codes will usually find Westwind the practical choice. Both use the same phone number.
Two Westwind addresses. The Human Services Department also uses 3600 Westwind Boulevard, which its Area Agency on Aging page gives as the place to visit for civil rights complaints. For IHSS paperwork, the address on the county's In Home Care pages is 3725, first floor.
The Public Authority shares the building. The registry application lists the Sonoma County IHSS Public Authority at 3725 Westwind Blvd, with a mailing address of P.O. Box 1949, Santa Rosa, California 95402, phone 707-565-5700 and fax 707-565-5720. That makes Westwind the one stop for both the client side and the caregiver side of IHSS in the city.
Applying for IHSS from Santa Rosa
You do not have to visit Westwind to begin. The county's "I Need a Caregiver" page sends new applicants to Information and Assistance:
- Phone: (707) 565-INFO, which is (707) 565-4636, staffed 8 a.m. to 5 p.m. on weekdays.
- Email: send your contact details to IHSSintake@sonomacounty-hsd.gov.
- Chat: the county's Information and Assistance page has a chat window; social workers answer as soon as possible during weekday hours.
A short version of what follows: you speak with IHSS staff, a licensed health care professional completes the Health Care Certification, the county assesses the need at home and then sends a notice of the hours approved. You must receive Medi-Cal or be eligible for it. Our Sonoma County guide walks through those steps in full, so this page does not repeat them.
Tips for a Santa Rosa caller. Have the client's Medi-Cal details and the name of the doctor who will sign the certification ready before you ring 565-INFO. If the person you are calling about is in hospital and expects to go home soon, say so, because the in-home assessment cannot happen until they are back at their own address. Eligibility questions that come up later go to the Westwind line, (707) 565-5900.
Caregivers in Santa Rosa: the registry areas, orientation and Live Scan
If a Santa Rosa client has already chosen you, you only need state provider enrollment. If you want the Public Authority to give your name to clients who are still looking, you also apply to its registry. The printable application is linked from the county's paid-caregiver enrollment page, and help is on (707) 565-5700 or IHSS-PA@sonomacounty-hsd.gov.
Picking Santa Rosa on the form. The application groups the county into Central, North, South, East and West areas. Under Central County it lists six Santa Rosa boxes, numbered 01, 03, 04, 05, 07 and 09. Those numbers line up with the last two digits of the city's ZIP codes, 95401 through 95409 (our reading of the form). Tick only the Santa Rosa areas you can get to dependably; the same form asks whether you will use your own car for clients' errands.
What the Public Authority says happens next. According to the application, the best qualified applicants get a call or letter inviting them to a registry information meeting, after which personal and work references are checked. Anyone not yet enrolled with the state then completes a DOJ background check (the form puts the cost at about $55.00), a New Provider Orientation that is separate from the registry meeting, an in-person check and photocopy of photo ID and Social Security card, the required forms, and state verification of the Social Security number. The application file is dated 2018, so confirm the fee and the orientation date and room when you call 565-5700; the county's live pages do not publish an orientation location.
Live Scan in Santa Rosa. The Attorney General's list for Sonoma County includes these sites in the city, each with its own rolling fee on top of the state's charges:
| Site | Address | Rolling fee | Hours (AG list) |
|---|---|---|---|
| Whitestar Group, Inc. | 50 Old Courthouse Square, Suite 200, 95404 | $28 | Weekdays 9 to 5, walk-ins and appointments |
| Airport Medical Clinic | 3775 Brickway Blvd, Suite 110, 95403 | $30 | Weekdays 10 to 12 and 2 to 5, walk-ins |
| AMERIPRINTS | 2675 Cleveland Avenue, Suite 7, 95403 | $30 | Weekdays 9 to 5, appointment only |
| The UPS Store #2189 | 122 Calistoga Road, 95409 | $30 | Weekdays 8 to 6, Saturday 9 to 5 |
| Gil's Business Tax Services | 1534 Sebastopol Road, 95407 | $35 | Weekdays 9 to 7, Saturday 9 to 5, Sunday by appointment |
The AG page warns that extra fees may apply and that sites set their own payment rules, so phone ahead. Bring the Live Scan request form the Public Authority gives you, not a generic one. The statewide steps are explained in our IHSS provider enrollment guide.
What IHSS pays a Santa Rosa provider
In the state's IHSS wage spreadsheet (the "IP Effective 10-1-2026" tab, which we opened on October 16, 2026), the Sonoma County row reads $20.25 an hour, in force since March 1, 2026. The IHSS rate follows the county the client lives in, so caring for a parent in Bennett Valley or Roseland pays the same as anywhere else in Sonoma County, and a Santa Rosa caregiver working for a client in another county is paid that county's rate.
| Floor | Hourly | Source |
|---|---|---|
| IHSS hourly rate for a Sonoma County client | $20.25 | CDSS spreadsheet, since March 1, 2026 |
| Santa Rosa city minimum (private jobs) | $18.21 | Labor Center inventory, since January 1, 2026 |
The IHSS figure is $2.04 above the city minimum (our arithmetic). That gap is worth knowing when a Santa Rosa family asks you to add private hours on top of an IHSS authorization. Payroll questions go to Sonoma County IHSS Payroll on 707-565-2852 or ihsspay@sonomacounty-hsd.gov. The county's medical and dental eligibility rule, union contact and the full county comparison are in the county guide and the IHSS pay by county table.
Getting to Westwind by bus or paratransit
CityBus. The CityBus site lists 15 routes, from 1 Mendocino Ave to 18 East Circulator. Its August 10, 2025 timetable shows timed stops such as Coddingtown, Airway Dr at Hopper Ave and Piner at Industrial Drive, but it does not name a Westwind stop, so call CityBus on 707-543-3333 or use the trip planner on srcitybus.org to find the stop closest to 3725 Westwind Blvd before you travel. Riders 65 and over, people with a qualifying disability ID and Medicare card holders pay a $0.75 half fare; paratransit ID holders ride fixed routes free.
Santa Rosa Paratransit. For a client who cannot use the bus because of a disability or health condition, the city's ADA paratransit service is the door-to-door alternative:
- It runs curb to curb on the same days and hours as CityBus, picking up and dropping off within 3/4 of a mile of bus service.
- Each one-way trip costs $3.00. MV Transportation schedules and drives the trips under contract.
- Book on (707) 546-1999 (TTY 711) from 8 a.m. until 5 p.m. Monday through Saturday, or 9 a.m. until 3 p.m. on Sundays, one to seven days ahead. Give the full street address, including "1st Floor" for Westwind, and the time you expect to be ready to return.
- You must be found eligible first. The application is shared with Sonoma County Transit and Petaluma Transit, and CityBus says you will hear back within 21 days.
Volunteer drivers. The county's Transportation page lists Catholic Charities Caring Rides, (707) 308-4811, for free rides by trained volunteers throughout the Santa Rosa area, and points to the Sonoma Senior Access website for other options.
Help in Santa Rosa beyond the IHSS office

Redwood Caregiver Resource Center, 1140 Sonoma Avenue, Suite 1B, Santa Rosa, CA 95405, (707) 542-0282 or (800) 834-1636, has worked with family caregivers since 1985 and covers Del Norte, Humboldt, Mendocino, Lake, Sonoma, Napa and Solano counties. It offers consultations, support groups, workshops and a free online course.
- Area Agency on Aging. 707-565-5238 or AAA@SonomaCounty-HSD.gov, for questions about aging services in the county.
- Aging and Disability Resource Hub. The county runs it with the Disability Services & Legal Center; specialists answer on 707-565-INFO.
- Adult Protective Services. To report suspected abuse, neglect or self-neglect, call (707) 565-5940 or (800) 667-0404, both 24 hours, or use the APS web intake form. Mandated reporters, which includes paid caregivers, can call and fax form SOC 341 to 707-565-5969 or file online. Call 911 if a life-threatening situation is happening now.
- Care homes and nursing facilities. For concerns inside a long-term care facility, the county points to the Long-Term Care Ombudsman, (707) 526-4108, with a 24-hour crisis line at 1-800-231-4024.
