IHSS provider pay by county in California (October 2026 rates)
In-Home Supportive Services pays its providers a county-set hourly wage, and that wage is the single most quoted number in any California caregiving conversation. It is also hard to find: the state publishes it as a spreadsheet and most pages that repeat it are out of date. This table is taken from the California Department of Social Services wage workbook in force from 1 October 2026, with each county's own effective date.

IHSS individual provider wages, by county
Hourly wage paid to individual providers (the family member, friend or caregiver the recipient hires directly through IHSS). "Effective" is the date the current rate started; counties negotiate increases separately, so dates differ.

How IHSS pay actually works
- The recipient is the employer; the state issues the pay. A Medi-Cal recipient who qualifies for IHSS chooses their provider. The county authorises a number of hours per month based on the recipient's assessed needs, and the provider submits electronic timesheets for those hours. Pay comes from the state payroll system, not from the family.
- Hours are capped by the recipient's assessment, so IHSS income depends on how many hours the recipient was authorised, not on how many the provider is willing to work. Many providers combine one IHSS case with private clients for the evenings and weekends the authorisation does not cover.
- Overtime and travel time are paid under IHSS's own rules (weekly hour limits, with exceptions that the county must approve). Paid sick leave accrues once a provider has worked a qualifying number of hours. The rules are set out on the CDSS provider pages linked below; check them rather than relying on a summary.
- Taxes. IHSS wages are reported on a W-2. Providers who live with the recipient can exclude IHSS wages from federal income tax under IRS Notice 2014-7 by filing form SOC 2298; this is optional and worth discussing with a tax preparer.
Becoming a provider, in brief
Enrolment is through the county IHSS office or Public Authority: attend a provider orientation, complete the enrolment form (SOC 426) and the provider agreement (SOC 846), and pass a Department of Justice fingerprint background check. The recipient then designates you as their provider (SOC 426A). In Imperial County the Public Authority at 2995 S. 4th Street, El Centro ((760) 337-6800) runs the orientation and keeps a registry that recipients can use to find providers; the Imperial County resources guide has the step-by-step version.
No licence or certificate is required to be an IHSS provider, and caring for your own relative counts (spouses and parents of minor children are paid under separate rules). The California requirements guide explains how IHSS enrolment differs from the Home Care Aide registry that agency aides use.
IHSS wage versus private rates
The IHSS wage is the best local reference point for what hands-on care is worth, because it is negotiated county by county and paid at scale. Private families hiring directly are bound by the state minimum wage ($16.90, or a higher city rate such as $17.75 in the City of San Diego) and by overtime after 9 hours in a day or 45 in a week under the Domestic Worker Bill of Rights; above that, the rate is agreed between family and caregiver. On CaregiverConnect the posted rates in our markets have ranged from the IHSS wage to well above it for overnight, dementia and post-surgical work; the pay guide sets the public figures side by side, and each city page (for example El Centro) shows the local table.
For families: an IHSS provider you already know may take private hours too. If your relative does not qualify for IHSS, or needs more hours than were authorised, posting the need on CaregiverConnect reaches caregivers in the same towns; it is free to post and there is no commission.
Frequently asked questions
What is the IHSS pay rate in Imperial County in 2026?
$18.83 an hour for individual providers, effective 1 January 2026, per the CDSS county wage table in force from October 2026.
What is the IHSS pay rate in San Diego County?
$20.40 an hour, effective 1 March 2026.
Why do IHSS wages differ between counties?
Each county (or its Public Authority) bargains with the providers' union and sets its own rate, subject to the state minimum wage and state participation limits. Alameda, Monterey and Ventura are above $20.90; Tulare and Merced are at $17.50.
Is the IHSS wage the minimum a private family must pay?
No. A private family's legal floor is the state or city minimum wage, with overtime after 9 hours a day or 45 a week for a personal attendant. The IHSS wage is a reference point, not a rule, for private arrangements.
Can I be an IHSS provider and take private clients?
Yes. IHSS hours are capped by the recipient's authorisation, so many providers fill the rest of their week with private clients found through family, word of mouth or a profile on CaregiverConnect.
