IHSS San Luis Obispo County: phone numbers, offices and the $21.40 provider wage
In San Luis Obispo County, In-Home Supportive Services (IHSS) sits within the Department of Social Services, and a Public Authority inside that department enrolls caregivers, handles background screening and keeps a caregiver registry. Below are the San Luis Obispo County IHSS phone numbers, the four ways to apply, the six Social Services offices, and the $21.40 provider wage, the fourth highest of California's 58 counties. We confirmed each item against slocounty.ca.gov and CDSS on October 15, 2026.

IHSS eligibility in San Luis Obispo County
According to the county, IHSS pays for services for aged, blind or disabled people who cannot stay safely at home without help, keeping them out of nursing homes and board-and-care placements. Among the tasks it can cover: cleaning the house, cooking, laundry and grocery runs; hands-on personal care (bathing, grooming, help with bowel and bladder needs); paramedical services; company on trips to the doctor; and supervision to protect a person with a mental impairment.
To be eligible you must:
- be 65 or over, blind, or disabled (a child can be eligible too);
- be unable to live safely at home without assistance and meet the financial need requirement;
- have full-scope Medi-Cal;
- submit a completed Health Care Certification;
- reside in California and be physically present in the U.S.;
- live at home: the county does not treat a hospital or licensed residential facility as home.
Depending on income, Medi-Cal may come with a share of cost: an amount you pay each month before Medi-Cal pays for benefits. The county adds that anyone who sees a person needing help at home may make a referral.
San Luis Obispo County IHSS phone numbers and the four ways to apply
The county's "4 Ways to Apply" sheet, for county residents only:
- Online: the Online IHSS Referral E-Form on the county IHSS page.
- Phone: the Atascadero office on (805) 461-6110 or the Arroyo Grande office on (805) 474-2103, 8 a.m. to 5 p.m. on business days
- Walk in: any Department of Social Services office, no appointment needed.
- Fax or mail: print, sign and date the IHSS application, form SOC 295, then fax it to (805) 461-6100 or post it to 9630 El Camino Real, Atascadero, CA 93422, marked for the attention of the IHSS Supervisor.
After that, the steps follow state rules. Your doctor or another licensed professional fills in form SOC 873, the Health Care Certification; no hours can be authorized until the county receives it. A county social worker interviews you at home and sets the services and hours for each task. You then receive a notice: hours per month for each approved service or, if you are turned down, why. Should a disagreement with your social worker or a supervisor stay unresolved, you can request a fair hearing.

Hiring a caregiver after approval
Once approved, the recipient hires the provider and becomes that person's employer, which makes recruiting, training, directing and dismissing the caregiver your job. Many people hire a relative or friend. Without a candidate, your IHSS social worker can send a referral to the IHSS Public Authority Caregiver Registry. The Public Authority then sends you a list of providers who are able and available to work in your area; everyone on it has completed state-mandated enrollment. The registry application reminds caregivers that it does not guarantee them work and that the recipient alone hires, supervises and ends the job.
Timesheets are approved by the recipient online (ESP) or by phone (TTS). A federal Electronic Visit Verification rule has applied since July 1, 2023: a provider who lives elsewhere records the start and end of every workday, with location. The county links CDSS fact sheets on interviewing, setting boundaries and when to fire a provider; our guide on hiring a private caregiver has a fuller interview checklist.
IHSS pay in San Luis Obispo County: $21.40 an hour
On the state wage spreadsheet's October 2026 tab, San Luis Obispo County providers are listed at $21.40 an hour, effective January 1, 2026. Sorted by wage, only San Francisco ($25.00), Alameda ($22.10) and San Mateo ($21.70) pay more. Nearby counties from the same table: Monterey $21.04, Ventura $20.97, Santa Barbara $20.07 and Kern $17.90.
| Wage floor | Hourly | Source |
|---|---|---|
| IHSS provider, San Luis Obispo County | $21.40 | CDSS workbook (Jan 1, 2026) |
| Registry provider covering through BUPS | $23.40 | $21.40 + the county's $2.00 differential (our arithmetic) |
| California minimum wage | $16.90 | DIR, from Jan 1, 2026 |
That puts the IHSS rate $4.50 over the state minimum (illustrative arithmetic). The Labor Center at UC Berkeley tracks local minimum wage ordinances, and its July 2026 California list contains nothing in this county, so $16.90 is the floor for private hours.
Back-Up Provider System (BUPS). Approved registry providers can enroll in BUPS and earn an extra $2.00 an hour when they step in for short-term IHSS work because a client's usual provider is unexpectedly unavailable.
Weekly hours and overtime. Your maximum weekly hours are the recipient's monthly authorized hours divided by four, shown on form SOC 2271. Overtime, travel time and wait time can be paid under federal labor rules in effect since February 1, 2016, but a provider serving two or more recipients may not exceed 66 hours a week. Payroll clerks in Arroyo Grande (805-474-2103) and Atascadero (805-461-6110) can help with the arithmetic.
Sick leave. The state allowance for 2026/27 comes to 40 hours. It starts July 1, 2026 for anyone with 100 hours of IHSS work behind them; it can be used after 60 days or 200 more hours, whichever comes first, and any balance lapses at the end of June. Use form SOC 2302 or the online portal.
Getting paid. Direct deposit has been required since July 1, 2022: set it up in the portal, through the Service Desk at 866-376-7066, or on form SOC 829, one for each recipient. If you live with the person you care for, form SOC 2298 may let you leave those wages out of federal and state income tax. Rates for all 58 counties are in our list of IHSS wages for every county.

Adding private hours to IHSS
When the Notice of Action's monthly hours fall short, for example overnight help, weekend cover or a stretch after surgery, families can pay for extra care privately. That job sits outside IHSS and the family is the household employer.
Posting that job on CaregiverConnect is free for families. Interested caregivers apply directly; the family picks whom to interview and whom to hire. No commission comes out of caregiver pay. Background checks are not something we run, though caregivers can upload proof of a check they have completed. Extra features are in optional paid plans. For what private care costs, read in-home care costs in California. IHSS providers with open hours can set up a free caregiver profile.
