IHSS Santa Barbara County: applying, the Public Authority and the $20.07 wage

In-Home Supportive Services (IHSS) in Santa Barbara County is run by the county Department of Social Services, while a separate IHSS Public Authority recruits, trains and pays the caregivers. This guide covers how to request IHSS in Santa Barbara County, the provider wage of $20.07 an hour, what the January 2026 union contract adds for registry caregivers, and which phone lines we could confirm. We checked every figure against county, Board of Supervisors and CDSS documents on October 15, 2026.

Who runs IHSS in Santa Barbara County

Two bodies share the work. The Department of Social Services lists IHSS under its Adult Services, next to Adult Protective Services, and describes the program as caregiving that lets elderly or disabled adults keep living safely at home. Social workers in that department take requests, assess need and authorize hours.

The caregiver side belongs to the Santa Barbara County IHSS Public Authority. The department's own summary is short: the Public Authority recruits, trains and pays IHSS caregivers. Its 2026 union contract adds two details worth knowing. The Public Authority is an independent legal entity, separate from the County of Santa Barbara, and the county Board of Supervisors sits as its governing body. That is why wage deals for IHSS providers appear on the supervisors' agenda.

Neither body is the caregiver's boss. Under the contract, the person receiving care (the consumer) has the right to recruit, hire, reject, train and supervise a provider, and can end the arrangement without cause or notice.

Who qualifies for IHSS

IHSS rules are statewide, so the county applies the same tests as everywhere else in California. According to CDSS, the program serves people who are aged, blind or disabled and pays for help so people can avoid moving into residential care. To qualify you must:

  • be living somewhere you count as home; under CDSS rules, hospitals and licensed care facilities do not qualify;
  • have the Health Care Certification, form SOC 873, completed and returned;
  • be assessed at home by a county social worker, who works out the tasks and the monthly hours the county will pay for.

The social worker may also gather information from your family, friends, physician or other licensed health care professional. Hours are reviewed again at annual reassessments, and you can ask for a new assessment at any time if your needs change.

How to apply for IHSS in Santa Barbara County

The county's Social Services "How Do I" page has a Request IHSS services link that explains the application. The same page says supporting documents can be uploaded through the department's secure Octopus tool, or mailed, faxed or dropped off at the nearest office.

  1. Ask for services. CDSS directs applicants to submit an application to their county IHSS office.
  2. Return the SOC 873. A licensed health care professional completes it. Until the county has this certification in hand, CDSS rules say no hours can be approved, so chase it early.
  3. Home assessment. A county social worker visits and ranks your ability to do each task safely.
  4. Decision. You are told whether IHSS is approved. An approval lists the services and monthly hours; a denial gives the reason.
  5. Hire a provider. CDSS treats you as the employer: hiring, training, supervising and firing are your responsibility.

Clinics and doctors may not charge you to fill in IHSS eligibility forms, under Health and Safety Code section 123114, which CDSS cites on its IHSS page.

IHSS pay in Santa Barbara County: $20.07 an hour

Santa Barbara County providers earn $20.07 an hour. In the state's county wage spreadsheet, on the tab dated October 1, 2026, that rate carries a start date of April 1, 2026. It comes from the memorandum of understanding between the Public Authority and United Domestic Workers of America (UDW), AFSCME Local 3930, which the supervisors approved on January 13, 2026 and which runs to June 30, 2028.

The contract ties pay to the state minimum wage. The base is the state minimum ($16.90 since January 1, 2026, per DIR), plus a county supplement that rose from $2.17 to $3.17 an hour: $16.90 + $3.17 = $20.07. On July 1, 2027 the supplement grows by another 33 cents to $3.50 above whatever the state minimum is then.

Hours and sick leave. Anyone caring for more than one IHSS client is limited by state rules to 66 hours across all of them in a workweek. Sick leave for 2026/27 (July 1, 2026 to June 30, 2027) is 40 hours. You earn it once you have logged 100 IHSS hours, it becomes usable once 200 further hours or 60 days have passed, whichever is first,, and forfeit what is left at the end of June. File the SOC 2302 form or use the online portal.

What the 2026-2028 contract adds for caregivers

  • Replacement caregiver stipend. A registry provider who agrees to fill in for a consumer and reports to the home within two hours of the registry's call receives $25 on top of normal pay. Stipends are capped at 216 per fiscal year across the program.
  • Dental and vision. The Public Authority pays 20 cents per paid hour into the UDW health trust, which automatically enrolls providers who qualify.
  • Life insurance. A further 3 cents per paid hour funds a life policy through the same trust, covering eligible providers and their household family members.
  • Training money. $5,000 a year goes to the union's training fund for low- or no-cost classes such as First Aid, CPR and caregiving essentials.
  • Supplies. Up to $20,000 a year of gloves, wipes, masks, hand sanitizer and other supplies, free to providers for use with consumers, available at both the union and Public Authority offices.

Union dues are voluntary and are deducted only if the provider joins UDW. The contract also says dues are not taken when they would leave net pay at $15 or less.

IHSS Public Authority Santa Barbara: enrollment and the registry

The county says IHSS caregivers are screened, trained and paid through the Public Authority; its "Become an IHSS care provider" link points to the Public Authority page. Statewide, CDSS sets out the enrollment steps every county follows:

  1. attend a provider orientation run by the county or Public Authority (CDSS itself does not run them);
  2. complete and return the Provider Enrollment Form, SOC 426, to the county or Public Authority, not to CDSS;
  3. sign the Provider Enrollment Agreement, SOC 846;
  4. give fingerprints so the state Department of Justice can run a criminal record check.

UDW may give a presentation of up to 30 minutes at the start of the mandatory orientation, under the contract. New providers who want to join the registry (the Public Authority service that refers providers to consumers) must attend orientation training. The Public Authority keeps the exclusive right to list, refer, suspend or remove registry providers; a provider who is suspended or removed gets written notice and can appeal to the Director within ten calendar days.

If you are caring for a relative, the same steps apply. Family caregivers should also read paid family caregiving in California, which covers what differs for relatives, and how to become an IHSS provider explains the background check tiers.

IHSS in Santa Maria, Santa Barbara, Lompoc and Goleta

IHSS rules, the $20.07 wage and the Public Authority are the same across the county. The UC Berkeley Labor Center's list of California cities and counties with their own minimum wage (July 2026 edition) includes none of them, so for private hours the state minimum of $16.90 is the floor.

Care beyond your authorized hours

Authorized IHSS hours rarely cover everything. Families often add paid help for nights, weekends, the weeks after a hospital discharge, or while the regular provider takes sick leave. Those hours are a private job, separate from IHSS, with the family as the household employer.

On CaregiverConnect, posting that job is free. Caregivers apply to the post themselves, and the family interviews and hires directly. We take no commission from caregivers' pay. Screening is up to the family: CaregiverConnect does not run background checks, although caregivers can add documentation of any screening they obtained on their own. Optional paid plans add features. For private rates in the state, see in-home care costs in California; the private caregiver hiring guide walks through interviews.
