IHSS in Tulare County and Visalia: pay rate, how to apply and how to enroll as a provider

In-Home Supportive Services (IHSS) in Tulare County is run by the county Health and Human Services Agency from an office in Visalia, and it pays providers a county wage of $17.50 an hour. This guide sets out who qualifies, how a recipient in Visalia, Tulare, Porterville or Dinuba applies, how a caregiver enrolls as a provider, and which contact details we could and could not confirm. The county website blocked our fetches, so local details are taken from archived copies of its official pages and dated.

What IHSS is and who qualifies in Tulare County

IHSS is a state program, run locally by each county, that pays for in-home help so that people who are aged, blind or disabled can stay at home instead of moving into out-of-home care. The California Department of Social Services (CDSS) lists four conditions for a recipient: you live in California, you have a Medi-Cal eligibility determination, you live in your own home or one you have chosen, and you return a completed Health Care Certification form.

Tulare County's own IHSS page (archived copy dated 30 August 2025) describes the services in practical terms: household chores such as cooking, cleaning and laundry; shopping and errands; personal care such as dressing, bathing and feeding; accompaniment to medical appointments when needed; and supervision of people who cannot direct their own care. A county social worker visits the home and authorises a number of hours based on what the person can and cannot do.

The recipient then chooses and hires the provider. CDSS is explicit that the recipient is the provider's employer and is responsible for hiring, training, supervising and, if necessary, firing them, while the wages are paid by IHSS rather than out of the family's pocket.

IHSS Visalia pay rate: $17.50 an hour in Tulare County

CDSS states that provider rates are set by each county. In the CDSS county wage workbook (sheet "IP Effective 10-1-2026", downloaded 14 October 2026), Tulare County's individual provider wage is $17.50 an hour, effective 1 January 2026. The wage is set for the whole county, so it is the same in Visalia, Tulare, Porterville, Dinuba and the rural areas.

The IHSS wage sits $0.60 above the state minimum wage (illustrative calculation from the two cited figures). Other counties pay more; the IHSS pay by county guide has the full table, and the Kern County IHSS guide covers the neighbouring county.

Overtime, hour limits and sick leave

  • Overtime. The Provider Enrollment Agreement (SOC 846) says IHSS providers are paid one and a half times their regular rate for hours over 40 in a workweek, which runs from 12:00 a.m. Sunday to 11:59 p.m. Saturday.
  • Weekly maximum. A recipient's weekly hours are their monthly authorised hours divided by four. A provider working for more than one recipient may claim no more than 66 hours a week in total, and travel time between recipients is capped at seven hours a week.
  • Violations. Going over these limits without county approval leads to violations; a third brings a three-month suspension and a fourth a one-year termination (SOC 846).
  • Sick leave. For the 2026/27 fiscal year, providers receive 40 hours of paid sick leave from 1 July 2026, accrued after 100 hours of IHSS work and usable after a further 200 hours or 60 calendar days. Unused hours expire on 30 June. Claims are made on SOC 2302 or through the Electronic Services Portal (CDSS).

How to apply for IHSS in Tulare County

  1. Medi-Cal first. IHSS requires a Medi-Cal eligibility determination, so if the person needing care is not yet on Medi-Cal, that application comes first.
  2. Submit the IHSS application (SOC 295) to the county IHSS office. CDSS publishes the form in English and in translated versions. In Tulare County that office is part of the Health and Human Services Agency; see the contact table below for the Visalia address and phone numbers from the archived county page.
  3. Home visit. A county social worker interviews the applicant at home to decide eligibility and how many hours of each service are needed.
  4. Health Care Certification (SOC 873). CDSS says the county must receive this completed form before services can be authorised.
  5. Choose a provider. Once approved, the recipient names their provider on the Recipient Designation of Provider form (SOC 426A), one form per provider.

The archived county page also says the agency offers reasonable accommodation to people whose physical, mental or emotional conditions make it hard to apply, and lists a Civil Rights Coordinator at (559) 624-8078.

How to become an IHSS provider in Visalia and the rest of Tulare County

CDSS sets the same four enrollment steps in every county, described in the state notice SOC 847. All four must be completed within 90 days of starting, in any order:

  1. Provider Enrollment Form (SOC 426). Complete it and return it in person to the county IHSS office or Public Authority, with a government-issued photo ID and an original Social Security card.
  2. Fingerprints and a Department of Justice background check. Wait for the county's instructions, then get Live Scan fingerprints. State law makes the provider pay; SOC 847 gives a range of $40 to $90. Certain convictions in the past ten years bar enrollment; some Tier 2 convictions can be cleared by expungement, a recipient waiver (SOC 862) or a general exception (SOC 863). If you have any arrest or conviction in the last ten years, start with this step.
  3. Provider orientation. Tulare County's orientation page (archived copy dated 12 February 2025) links to the state's California IHSS Provider Orientation videos in English, Spanish and Chinese and describes them as the required orientation for payroll enrollment for new and some re-enrolling providers.
  4. Provider Enrollment Agreement (SOC 846). Sign it after the orientation to confirm you understand the timesheet, overtime and hour-limit rules.

After enrollment, register on the state Electronic Services Portal (ESP) to submit timesheets, set up direct deposit and claim sick leave. Pay periods run from the 1st to the 15th and from the 16th to the end of the month, and the IHSS Service Desk is on (866) 376-7066 (CDSS). SOC 846 says a properly completed timesheet is paid within 10 days of receipt.

Union. The archived county IHSS page (30 August 2025) states that Tulare County IHSS providers are automatically represented by SEIU Local 2015 for wages, benefits and certain terms of employment, and gives the union's Member Action Center number, (855) 810-2015. Membership itself is optional.

IHSS by city: Visalia, Tulare, Porterville and Dinuba

Tulare County runs one IHSS program, so the wage, the forms and the application route are the same in every town. What differs is how far you are from the Visalia office and who is nearby to hire or work for.

Family members as IHSS providers

Many Tulare County IHSS providers care for a relative. The state designation form (SOC 426A) asks for the provider's relationship to the recipient and lists parent, child, spouse or domestic partner, conservator, guardian and other, so relatives are designated in the same way as anyone else and must complete the same four enrollment steps. For children, CDSS says a parent cannot be a minor child's provider in the PCSP sub-program, but can be in the CFCO, IPO and IHSS-R sub-programs; choosing a parent affects which sub-program the child is placed in, not eligibility.

The guide to getting paid to care for a family member in California covers the other options, including for people who do not qualify for Medi-Cal.

How IHSS fits with private hiring on CaregiverConnect

IHSS hours are capped by the social worker's assessment, so families often need more help than was authorised, and providers often have hours left in the week. The two can sit side by side as long as the records are kept separate: IHSS hours go on the IHSS timesheet, and private hours are a separate arrangement in which the family is the household employer and pays at least the $16.90 state minimum wage.

On CaregiverConnect, families in Tulare County post a care need for free and caregivers apply directly; caregivers build a free profile and can mention IHSS enrollment and experience. The platform does not employ caregivers, does not run background checks (caregivers may upload proof of one) and takes no commission; optional premium plans are on the pricing page. Families comparing costs can read what in-home care costs in California and how to hire a private caregiver. If the person needing care does not qualify for IHSS, the archived county news page (22 August 2025 copy of an April 2024 article) also describes the Multipurpose Senior Services Program for people aged 65 and over who are eligible for Medi-Cal and certified for nursing-facility placement, reachable on (559) 623-0194 or 1-800-434-0222.
