IHSS Inyo County: Bishop offices, phone numbers, the provider registry and $17.65 pay
Inyo County Health and Human Services handles In-Home Supportive Services (IHSS) from its Bishop office on North Main Street, with a second Aging and Social Services office in Lone Pine. A nonprofit, Community Service Solutions, oversees the provider registry from its own office on West Line Street in Bishop. Here you will find the IHSS Inyo County phone numbers, the eligibility rules the county states, what a provider is paid, how enrollment and fingerprinting work, where to get help as an unpaid family caregiver, and how to report abuse. Our checks against Inyo County, CSS and state websites were made on October 16, 2026.

IHSS eligibility in Inyo County
On its Social and Placement Services page, Inyo County says the IHSS program helps pay for services so that you can stay safely in your home. By the county page, a person who is past 65, blind or disabled can be eligible, and adds that disabled children can sometimes qualify. The county sees the program as an alternative to placement outside the home, for example moving into a nursing facility or board-and-care home.
Statewide conditions set by CDSS, the state social services department, also apply:
- you must live in California and have a Medi-Cal eligibility determination;
- your home can be your own or one you choose; CDSS excludes hospitals and licensed care facilities;
- services wait until the county receives a completed SOC 873, the Health Care Certification.
The Eastern Sierra IHSS website, which Community Service Solutions maintains, repeats the state list: housework, meals, laundry and shopping; personal care, bathing and grooming among it; paramedical help; someone to go with them to the doctor; and protective supervision for people whose mental impairment puts them at risk.
How to apply: the IHSS Inyo County phone number and Bishop office
The county lists a dedicated Senior Services/IHSS line, 760-873-6364. General Aging and Social Services offices are:
- Bishop: 1360 N Main St., Bishop, CA 93514; (760) 872-1394; fax (760) 872-4950; weekdays 8 am to 5 pm.
- Lone Pine: 310 N Jackson St, Lone Pine, CA 93545; (760) 876-5545; fax (760) 876-5127.
The Social and Placement Services page links the forms you need from CDSS: the SOC 295 IHSS application, the SOC 310 and the SOC 873 health care certification. Community Service Solutions lists 760-872-1727 as the Inyo County Health and Human Services number for social services questions.
- Call or visit. Ring 760-873-6364, or go to the Bishop or Lone Pine office, and ask to start an IHSS application.
- Send the forms. Return the SOC 295 and have a licensed health care professional complete the SOC 873.
- Home visit. CDSS says a county social worker visits you at home, settles eligibility and hours, and may factor in what relatives, friends or your doctor say.
- Hire your provider. Once approved, you are the employer: you choose the provider, show them the job, oversee the work and end the arrangement if it fails.
No provider lined up? The registry described below can suggest available people. For interview questions and a written work agreement, see our step-by-step hiring guide.
IHSS pay in Inyo County: $17.65 an hour
Inyo's entry on the CDSS workbook tab "IP Effective 10-1-2026", saved on October 16, 2026, is $17.65 an hour, a rate that took effect on January 1, 2026. That puts Inyo in the lower part of the state: 48 counties pay more and 9 pay less.
| Wage reference | Hourly | Effective |
|---|---|---|
| Fresno (IHSS) | $18.75 | January 2026 |
| Mono (IHSS) | $17.95 | January 2026 |
| Kern (IHSS) | $17.90 | July 2026 |
| Inyo (IHSS) | $17.65 | January 2026 |
| Tulare (IHSS) | $17.50 | January 2026 |
| State minimum wage (DIR) | $16.90 | January 2026 |
CDSS puts the differences down to separate union talks in each county. The county holding the recipient's case sets the rate, so an Inyo provider working for someone whose case is in Mono County earns the Mono rate. The State pays providers directly and withholds disability insurance and Social Security when the provider qualifies. None of the Inyo County or Community Service Solutions pages we read names a union for Inyo providers.
About 4.5% of Inyo County's labor force was unemployed, on average, between August 2025 and August 2026, according to EDD estimates, which is less than California's 5.3%. EDD's separate estimate for the city of Bishop comes from a small-area method and is not reliable, so we use the county figure. The Labor Center at UC Berkeley, whose local wage ordinance list was last modified September 30, 2026, shows no Inyo County ordinance, so private care jobs fall back on the state's $16.90. The Inyo County IHSS registry: Community Service Solutions in Bishop
Inyo County's own page introduces Community Service Solutions (CSS) as an Eastern Sierra 501(c)(3) set up in April 2002 to help counties carry out the IHSS program. CSS took over the Inyo County IHSS Provider Registry in October 2021; it has run Mono County's since 2002 and began helping Alpine County in November 2022.
The CSS Inyo County office is at 407 W. Line Street #3, Bishop, CA 93514, phone 760-872-2121. Hours are 8 am to 4:30 pm on weekdays, with walk-ins from 8:00 am to noon and appointments only from 1:00 to 4:30 pm.
What the registry does, according to CSS:
- matches older and disabled residents with qualified home care providers through a referral system;
- screens providers with DOJ background checks, to guard against abuse and neglect;
- trains providers in caring for seniors at home, in helping people who live with dementia or have trouble walking, in errands and appointments, and in state IHSS rules;
- sponsors community health fairs.
Two practical notes from CSS: family members living elsewhere who cannot find local help can call and ask for a registry search, and recipients whose provider falls ill should phone right away so a back-up provider can be arranged. CSS adds that it is working to set up an IHSS Advisory Committee for Inyo County.
How to become an IHSS provider in Inyo County
The county links the provider enrollment form, the SOC 426, from its IHSS section. The Eastern Sierra IHSS provider page then sets the clock: you must complete all the steps on the SOC 426 within 90 days, and you should call CSS with questions. The CDSS orientation page lists those steps:
- Book an orientation. CDSS leaves orientations to local agencies, so ask CSS or the county when the next one is. CDSS also posts the orientation video in English, Spanish and Chinese.
- Complete the SOC 426 and hand it in locally; CDSS says the state office does not take it.
- Sign the SOC 846 provider enrollment agreement, which binds every provider to the program rules.
- Clear the Department of Justice criminal records check, using Live Scan fingerprints.
Once enrolled, you can work for several recipients. The Eastern Sierra IHSS FAQ caps total work at 66 hours a week, and providers serving more than one recipient can be paid for travel time between homes. Steps that apply everywhere are in our IHSS provider enrollment guide, and a relative who wants to be paid should read pay for relatives who give care.

Timesheets and sick leave for Inyo County IHSS providers
- Online timesheets. Register at www.etimesheets.ihss.ca.gov by choosing "Register Here", then "I am a Provider" or "I am a Recipient". Providers enter hours and recipients approve them on the same site, which also shows payment history and handles direct deposit.
- By phone. The Eastern Sierra IHSS site links the state Telephone Timesheet System instructions in English and Spanish.
- Service Desk. For timesheet problems call (866) 376-7066 on weekdays between 8 and 5.
- Sick leave. CDSS gives providers 40 sick hours in fiscal 2026/27, from July 1, 2026; a new provider becomes eligible after working 100 authorized hours, and claims are made online or on the SOC 2302. Any balance is lost on June 30.
Health or dental benefits for providers are not mentioned on the county or CSS pages, so ask CSS whether any exist.
Senior services and help for unpaid family caregivers
ESAAA, the Eastern Sierra Area Agency on Aging, serves Inyo and Mono counties. It answers to the Inyo County Board of Supervisors, Inyo Health and Human Services runs it, and in Inyo County, HHS staff serve seniors directly. The California Department of Aging lists ESAAA's office as Suite 201, 1360 North Main Street, Bishop, phone (760) 873-3305.
- Family Caregiver Support Program: assessments, support, counseling and respite for unpaid caregivers of people over 60, or of anyone, whatever their age, living with Alzheimer's or a similar condition. Call 760-873-6364.
- Meals: congregate and home-delivered meals for people 60 and over, at no charge; the county says each meal costs it $8.25 to $8.75 and suggests a $5.00 donation. Senior centers are in Bishop (682 Spruce St, 760-873-5240), Big Pine (150 Dewey St), Lone Pine (138 Jackson St, 760-876-5518) and Tecopa (405 Tecopa Hot Springs Rd, 760-852-4264).
- Assisted transportation: mainly used to reach medical care outside the area; as an example, the county prices a Bishop-to-Reno trip at about $387.00 and suggests donating half.
- Medicare counseling: there is no local HICAP volunteer at present, so the county refers residents to the regional HICAP line, 909 256-8369.
Donations are voluntary, and the county says no one is refused service for being unable to give.
