IHSS Mono County: the Mammoth Lakes office, phone numbers, registry and $17.95 pay
In Mono County, In-Home Supportive Services (IHSS) belongs to Health and Human Services, whose main office is on Tavern Road in Mammoth Lakes, with smaller offices in Bridgeport and Walker. The provider registry is run under contract by Community Service Solutions, a nonprofit. This guide lists the IHSS Mono County phone numbers, how to apply, the provider wage, how to get on the registry, where to be fingerprinted, the workweek rules the county stresses, and where to report abuse. We checked each item on October 16, 2026, using Mono County, nonprofit and California state sources.

Who can get IHSS in Mono County
Mono County describes IHSS as a way for eligible older adults and blind or disabled residents to live safely at home instead of in a nursing or board-and-care facility, with the program paying for help in the home. Its IHSS page sets three eligibility tests:
- you are a U.S. citizen or a qualified non-citizen;
- you live at home, in a place you chose, rather than in an acute care, long-term care or licensed community care facility;
- you are eligible for or already receiving Medi-Cal.
The county groups the help IHSS can pay for into four kinds:
- Domestic: house cleaning, preparing meals and cleaning up after them, laundry and grocery shopping.
- Personal care: feeding, bathing, grooming, dressing, toileting, help moving or transferring, and paramedical tasks.
- Protective supervision.
- Ancillary support: going with the recipient to medical visits, to fittings for health devices, or to places where other resources provide care.
Under state Department of Social Services (CDSS) rules, the county authorizes nothing before it has a completed SOC 873 Health Care Certification.
How to apply: the IHSS Mono County phone number and offices
To apply, the county says, you can have an application mailed to you or collect one from any of its offices. For questions, call Social Services on 760-924-1770.
- Mammoth Lakes (main office): Health and Human Services, 1290 Tavern Road, Suite 246, Mammoth Lakes, CA 93546. Mail goes to PO Box 3329, Mammoth Lakes, CA 93546. Fax 760-924-1831.
- Bridgeport: 37 Emigrant Street, Bridgeport, CA 93517; phone 760-932-5580.
- Walker: 107384 Hwy 395, Walker, CA 96107; phone 530-495-1262.
CDSS publishes the application itself, form SOC 295, in English and many other languages. The county also links a short introduction video that walks through eligibility, the home visit, the services covered and how to choose a care provider.
After approval, CDSS treats the recipient as the employer: you pick the provider, train and oversee them, and let them go if needed. If you have no one nearby, Community Service Solutions says it will search its local registry for an available provider; contacts are in the next section. Our private caregiver hiring guide has interview questions and a sample agreement.
IHSS pay in Mono County: $17.95 an hour
Mono County's figure in the CDSS wage workbook, on a sheet named "IP Effective 10-1-2026" that we pulled October 16, 2026, is $17.95 an hour from January 1, 2026. On that sheet 38 counties pay more and 19 pay less.
| Wage reference | Hourly | Effective |
|---|---|---|
| Fresno (IHSS) | $18.75 | January 2026 |
| Mono (IHSS) | $17.95 | January 2026 |
| Tuolumne (IHSS) | $17.90 | January 2026 |
| Madera (IHSS) | $17.90 | July 2026 |
| Alpine (IHSS) | $17.85 | July 2026 |
| Inyo (IHSS) | $17.65 | January 2026 |
| Mariposa (IHSS) | $17.50 | January 2026 |
| State minimum wage (DIR) | $16.90 | January 2026 |
Each county's wage is bargained between the union and that county's employer of record, CDSS says, which is why the figures differ. A provider is paid at the rate of whichever county carries the recipient's case; where the provider lives does not matter. The State issues the checks, withholding disability insurance and Social Security when they apply. We found no union named on the Mono County or Community Service Solutions pages.
About 4.1% of Mono County's labor force was unemployed, on average, between August 2025 and August 2026, according to EDD estimates; the state figure was 5.3%. The UC Berkeley Labor Center tracker of city and county wage ordinances, last revised September 30, 2026, has nothing for Mono County, which leaves private care jobs at the state's $16.90. The Mono County IHSS provider registry and Community Service Solutions
Community Service Solutions (CSS) is a 501(c)(3) nonprofit founded in April 2002 to help counties put IHSS into practice. It has run three IHSS functions in Mono County since 2002: the provider registry, the quality assurance program and the county's IHSS Advisory Committee.
CSS lists these registry services:
- helping older and disabled people find qualified home care providers, and referring providers to recipients;
- screening providers with Department of Justice background checks;
- ongoing training on in-home care for seniors, on helping people with Alzheimer's disease, dementia or difficulty walking, on everyday tasks such as grocery shopping and getting to doctor's appointments, and on state IHSS regulations;
- sponsoring community health fairs.
The CSS Mono County office answers on 775-392-0055, 8:30 to 4:30 on weekdays. Its physical address is 1701 County Road, Suite A, in Minden, Nevada, and its mailing address is P.O. Box 346, Coleville, CA 96107. The county IHSS page gives a separate Public Authority number, 530-495-2700. If one line does not reach the registry, try the other.
CSS also asks recipients to call if their provider is showing signs of illness, so that it can line up a back-up provider quickly.
How to become an IHSS provider in Mono County
Mono County does not post its own step list, so the requirements come from CDSS and the Eastern Sierra IHSS site that CSS runs for Alpine, Mono and Inyo counties. That site gives one firm deadline: every step listed on the SOC 426 must be finished within 90 days.
- Contact CSS or the county. CDSS says each county IHSS office or Public Authority runs its own orientation and tells you how to sign up.
- Attend orientation. You learn the program rules and what is expected of a provider. CDSS has the complete orientation on video in three languages: English, Spanish and Chinese.
- Return the SOC 426. The provider enrollment form is handed in locally and is never sent to CDSS.
- Sign the SOC 846, the enrollment agreement every IHSS provider signs.
- Pass the background check. Get fingerprinted by Live Scan for a California Department of Justice criminal check.
The Eastern Sierra IHSS provider page also links a set of free training videos produced by Homebridge, on topics such as bathing, dressing and grooming, mobility, trauma-informed care and behavioral health. Our statewide guide to becoming an IHSS provider covers what all counties share, and relatives can turn to the family caregiver pay guide.
Live Scan in Bridgeport and Mammoth Lakes
The Attorney General lists two public Live Scan sites in Mono County:

Bring a valid photo ID; the Department of Justice warns that an expired one will be turned away. Extra service fees can apply on top of the rolling fee, so phone the site and confirm the full cost before you go.
Workweek rules, timesheets and sick leave for Mono County providers
The county IHSS page carries a notice about the overtime and workweek rules in force since May 1, 2016. A provider can be cited for a violation for:
- working more than 40 hours in a week for a recipient whose weekly maximum is 40 hours or less, without county approval;
- going over a recipient's maximum weekly or overtime hours without county approval;
- working more than 66 hours in a week across two or more recipients.
To plan around those limits, the county posts an IHSS Workweek Calculator spreadsheet. It reminds you to enter times with a colon and to count hours worked in the last week of the previous pay period. Providers who serve more than one recipient can also be paid for travel time between their homes, the Eastern Sierra IHSS FAQ notes.
- Timesheets: submit them on the state portal, www.etimesheets.ihss.ca.gov, where recipients approve or reject them. A Telephone Timesheet System is available in English and Spanish.
- Help: the IHSS Service Desk, (866) 376-7066, weekdays from 8 to 5.
- Sick leave: 40 paid hours for fiscal 2026/27, from July 1, 2026, earned after a new provider's first 100 hours of authorized work; claim it on the portal or with the SOC 2302. Unused hours lapse on June 30.
Neither the county nor CSS pages mention health or dental benefits for providers, so ask CSS directly.
Eastern Sierra Area Agency on Aging and family caregiver support
The California Department of Aging lists the Eastern Sierra Area Agency on Aging (ESAAA) for Mono County, phone (760) 873-3305; its listed address is Suite 201, 1360 North Main Street in Bishop. Inyo County's aging services page explains the arrangement: ESAAA covers both Inyo and Mono, the Inyo County Board of Supervisors governs it, and Inyo Health and Human Services holds a contract with Mono County under which Mono County employees serve Mono County seniors.
For a relative caring without pay, the Family Caregiver Support Program offers caregiver assessments, counseling and respite. It serves caregivers in both counties who look after someone over 60, or someone of any age diagnosed with Alzheimer's or a related brain disorder; call 760-873-6364. The Antelope Valley Senior Center, 399 Mule Deer Rd, Walker, (530) 495-2323, is open weekdays from 7:00 am to 3:30 pm.

Reports can be anonymous. Mandated reporters, a group that includes IHSS providers under Welfare and Institutions Code section 15630, call the hotline first and then fax a completed SOC 341 to 760-924-1721. The county defines an elder as anyone 60 or older and a dependent adult as someone aged 18 to 59 whose physical or mental condition makes self-care hard, and says APS help is free whatever a person's income. CDSS also runs 1-833-401-0832, a statewide line that routes callers by ZIP code, day or night.
