IHSS Tuolumne County: the Sonora office, phone numbers, orientation and $17.90 pay

In Tuolumne County, the Department of Social Services, one part of the county's Health and Human Services Agency on Cedar Road North in Sonora, is in charge of In-Home Supportive Services (IHSS). That one department assesses people who apply, signs up independent providers and hosts a monthly orientation. Below are the IHSS Tuolumne County phone numbers, the application route, the $17.90 provider wage, orientation and fingerprinting, timesheets and abuse reporting, with each item re-checked at its source on October 16, 2026.

Who qualifies for IHSS in Tuolumne County

Tuolumne County's IHSS page explains that the program, which the California Department of Social Services (CDSS) oversees statewide, assists qualifying aged, blind and disabled residents who would be unsafe at home without help. The county's aim is to keep people out of residential settings such as nursing homes and board and care homes. Its own social workers are trained to work out how much help each applicant needs with activities of daily living.

According to the county, to qualify:

  • you live in California;
  • you are aged 65 or over, or blind, or disabled;
  • Medi-Cal has made an eligibility determination for you;
  • your home is your own or an abode you have chosen;
  • a filled-in Health Care Certification form reaches the county;
  • your income falls within SSI/SSP standards, or, if it is above them, you accept a share of cost.

Services follow an assessment of individual need. The county lists personal care such as bathing, feeding, grooming and transferring, paramedical services under a doctor's orders, cooking, chores, shopping and laundry, medication set-up and rides to medical appointments. Protective supervision can be authorized after a social worker assesses the person's cognitive functioning, with input from their primary care physician.

How to apply: the IHSS Tuolumne County phone number and address

Phone the IHSS program at the Department of Social Services on (209) 533-5711, or complete the state's SOC 295 application yourself. Post it to the address the county gives:

Tuolumne County Department of Social Services, ATTN: IHSS PROGRAM, 20075 Cedar Road North, Sonora, CA 95370

Faxing works too, on (209) 533-5714. Translated versions of the SOC 295 are on the CDSS website, including Spanish, Chinese, Vietnamese and Tagalog.

  1. Home visit. An IHSS social worker arranges to see you at home. The county lists what the visit covers: eligibility, how safe home is for you, if the need should last 12 consecutive months or more, your health and living arrangement, how well you manage day-to-day tasks, and any referrals to other local resources.
  2. Health form. CDSS will not let the county authorize hours before the SOC 873 Health Care Certification arrives.
  3. Hours. Authorized time is set separately for each task. Relatives, friends and your doctor may all feed into the assessment, CDSS says.

Later on, requests for extra hours go to the social worker who carries your case, and the county FAQ says each increase is linked to a particular daily activity such as bathing. The FAQ also covers Medi-Cal share of cost: the recipient pays for IHSS hours until that monthly amount is met, and IHSS covers the balance. Often, it adds, the share of cost exceeds the value of the hours, and then the person is not eligible.

IHSS pay in Tuolumne County: $17.90 an hour

CDSS publishes provider pay for all counties in a single workbook. On the tab named "IP Effective 10-1-2026", fetched October 16, 2026, it gives Tuolumne County $17.90 for each hour, starting January 1, 2026. Five more counties, Butte, Glenn, Kern, Madera and Sutter, share that rate; 39 pay above it and 13 below.

HourlyWhere it appliesStarting
$19.40IHSS cases in Amador CountyAugust 2026
$18.75IHSS cases in Stanislaus CountyJuly 2026
$17.90IHSS cases in Tuolumne CountyJanuary 2026

$17.85IHSS cases in Alpine CountyJuly 2026
$17.50IHSS cases in Mariposa CountyJanuary 2026
$16.90Any job in California (state minimum)January 2026

Why the spread? CDSS says unions bargain county by county with the local employer of record. The rate attaches to the recipient's case, not the provider's address, so caring for a Calaveras or Stanislaus County client means being paid at Calaveras or Stanislaus rates. The state cuts every paycheck and takes out Social Security and disability insurance for providers who qualify.

Tuolumne County's labor force averaged about 5.4% unemployment between August 2025 and August 2026, according to EDD's Local Area Unemployment Statistics; California's average was 5.3%. Neither Tuolumne County nor its towns appear on the UC Berkeley Labor Center's roster of local wage floors (modified September 30, 2026), so private care pay starts from California's $16.90. Our IHSS pay by county table covers the full list.

Finding an IHSS provider in Tuolumne County

With hours approved, the recipient chooses who does the work. The county FAQ names a relative, neighbor, roommate or friend as possible independent care providers. Without anyone in mind, a recipient can request referrals and interview the candidates, and the FAQ says the Department of Social Services may be able to help on request.

Employer duties sit with the recipient. Tuolumne County spells out that the recipient interviews, hires and schedules the provider, and that providers do not become county employees.

In the county pages we read, every provider goes through the Department of Social Services, with no separate Public Authority, registry, union contact or provider health plan described. Ask the IHSS provider line, 209-533-7352, about any of those. If you are taking on someone new, our private caregiver hiring guide covers interviews and written agreements, and family members doing the caring can read paid family caregiving in California.

Becoming an IHSS provider in Tuolumne County: orientation and Live Scan

As the county's orientation letter (revised 2024) puts it, state law changed in 2009 so that providers must go to orientation and clear a criminal background check before IHSS pays them. Until the paperwork, the session and the check are complete, no hours are paid. Here is how it works locally:

  1. Go to orientation. Sessions take place on the second Tuesday of each month, 9:00 am to noon, in the Public Health Department Central Conference Room at 20111 Cedar Road North, Sonora, CA 95370. In a November where Veterans Day is the second Tuesday, the session shifts to the third Tuesday. Arrive a quarter of an hour early: doors close to latecomers at 9:00 am.
  2. Take your documents. Carry your Social Security card plus a valid photo ID. The county FAQ says originals must be shown in person.
  3. Fill in the paperwork on the day. All forms are supplied at the session, including the SOC 426 to enroll and the SOC 846 agreement, which CDSS asks every provider to sign.
  4. Do the Live Scan. The fingerprint form is handed out at orientation. The Department of Justice check searches for child abuse, elder abuse or Medi-Cal fraud convictions in the past ten years; any one of them bars you from IHSS pay. The cost is yours.
  5. Watch for the notice. According to the FAQ, a notice confirms that enrollment is complete. Timesheets start once you are assigned to a recipient.

One point from the letter worth knowing: when your background check clears, you may qualify for back pay, reaching back to your original application date, for authorized services already provided. Orientation and enrollment questions go to 209-533-7352. CDSS has the orientation video online in English, Spanish and Chinese for anyone who wants a preview.

Timesheets, pay dates and sick leave for Tuolumne County providers

  • Mail paper timesheets to Chico. The county gives the state Timesheet Processing Facility address as PO Box 2380, Chico, CA 95927-2380. Sending timecards to the Sonora office instead delays payment, the FAQ warns; after hours are processed, state payroll has 10 days to pay.
  • Or file online. The Electronic Services Portal, www.etimesheets.ihss.ca.gov, is open to recipients and providers in every California county. Providers enter hours, check payment history and arrange direct deposit there; recipients approve or reject what is submitted. For registration problems, phone the IHSS Service Desk, (866) 376-7066, open weekdays 8 am to 5 pm.
  • Disputed hours. Recipients sign as the employer to confirm the work. Where a recipient will not sign because they say the hours were not worked, the county FAQ directs the provider to file a claim with the state Department of Industrial Relations.
  • Hours beyond the authorization. IHSS will not pay them, and the FAQ places them on the recipient.
  • 66 hours a week. That is the CDSS ceiling for one provider across all recipients combined, with a few narrow exemptions.
  • Paid sick leave. In fiscal 2026/27 each provider gets 40 hours, available from July 1, 2026, once you have logged 100 hours of authorized work. Claims go in online or on the SOC 2302 form, and unused hours expire on June 30.

IHSS for Sonora, Jamestown and the rest of Tuolumne County

Each IHSS contact the county lists is on the Cedar Road North campus in Sonora, and assessments happen at home, so families in Jamestown and other communities begin with the same call. The Sheriff's Live Scan site is in Jamestown.

About 8.3% of Sonora's labor force was unemployed, on average, between August 2025 and August 2026, according to EDD estimates. Jamestown's figure, about 3.0%, sits below the county's 5.4% and the state's 5.3%. EDD builds its estimate for a small place like Jamestown out of county totals, so read it as approximate. Wherever the recipient lives in the county, IHSS pays the same $17.90.

Clients whose cases belong to a different county are handled by that county's office at its own rate. Our guides cover Calaveras County IHSS, Mariposa County IHSS, Amador County IHSS and Stanislaus County IHSS.

The county's APS unit covers elders, defined as anyone 60 or older, and dependent adults from 18 through 64 whose physical or mental limitations restrict ordinary activities. Its aim is to stop or correct physical, sexual, financial and mental abuse, neglect, self-neglect, isolation and abandonment. Services are voluntary and free, and clients can turn them down. Mandated reporters must follow up with the SOC 341 form, which may be faxed in confidence to 209-533-7355. In a life-threatening emergency, dial 911 instead of an office number.

When the authorized IHSS hours run out

Nights, the weeks after a hospital discharge, or a stand-in when the regular provider takes time off may not fit inside the authorized hours. Those hours are a private job, and the family and caregiver settle pay and hours between them.

On CaregiverConnect, a Tuolumne County family can post such a job at no charge. Interested caregivers send applications; the family picks, interviews and hires directly, becoming the employer. No commission comes out of caregivers' pay. Background checks are not something CaregiverConnect performs, though a caregiver can show one they obtained on their profile. A few features are reserved for optional paid plans. For planning, read our California home care cost guide. Providers with room in their week can set up a caregiver profile free, and the Tuolumne County job pages update as families publish new postings.
