IHSS Calaveras County: phone number, San Andreas Public Authority and $17.89 pay

In Calaveras County, the Health and Human Services Agency in San Andreas assesses and approves In-Home Supportive Services (IHSS), and an IHSS Public Authority based in the same agency enrolls caregivers, trains them and keeps a registry. Below are the IHSS Calaveras County phone numbers, how to start a referral, the $17.89 provider wage, the enrollment checklist, Live Scan and timesheet details, and the abuse reporting line, each confirmed against official county and state sources on October 16, 2026.

Who can receive IHSS in Calaveras County

IHSS is a state program under the California Department of Social Services (CDSS). According to the Calaveras County Public Authority, it assists aged, blind or disabled residents who would otherwise be unable to remain safely in their homes, so they can stay put instead of entering a nursing home or a residential board-and-care home. The county says its IHSS program is staffed by social workers trained to assess what help each person needs with daily living.

The county's eligibility list follows the CDSS rules:

  • you are physically in the United States and a California resident;
  • Medi-Cal has determined your eligibility;
  • your home is your own or one you chose, and not in an acute-care hospital, a nursing or other long-term care facility, or a community care home with a state license;
  • a physician has completed the Health Care Certification authorizing services.

Applicants must also be aged 65+, blind, or disabled, and disabled children can be eligible. Hours can go to household jobs (cleaning, cooking, laundry, food shopping), to hands-on help (bathing, grooming, bowel and bladder care), paramedical care, to accompaniment on trips to the doctor, and to protective supervision when someone has a mental impairment.

The Public Authority's FAQ adds that a person receiving SSI/SSP who has at least one personal care or paramedical need, and a disability expected to last 12 months or longer, is eligible. Someone whose income is above the SSI/SSP standard may be asked to pay a share of cost.

How to apply: the IHSS Calaveras County phone number

To apply, the county says to dial (209) 754-6448, the Calaveras County Health and Human Services line, and say you want to start an IHSS referral. The agency's main office is at 509 East St. Charles Street, San Andreas, CA 95249, open weekdays, 8 am to 5 pm. Its toll-free line is (800) 464-4079 and its fax is (209) 754-9049.

CDSS describes what follows. The county must receive a Health Care Certification (SOC 873) before any service is authorized. A social worker assesses the person at home, and a notice then lists the approved services and monthly hours, or gives the reason for a denial. The state application form is the SOC 295, posted by CDSS in Spanish and several other languages.

Applying away from San Andreas

The agency runs outstation offices where residents can apply for IHSS, apply or reapply for Medi-Cal, CalWORKs and CalFresh, and drop off paperwork for a worker. The schedules below were posted in December 2022, so call ahead before you go.

  • Arnold: 2182 Highway 4 (Mark Twain Medical Clinic), (209) 768-7588. Tuesdays, 9 am to 3 pm, closed noon to 1 pm.
  • Copperopolis: 3505 Spangler Lane, Suite 105 (Sheriff's Office substation), (209) 768-7540. Tuesdays, 10 am to 3 pm, closed noon to 1 pm.

  • West Point: 429 Main Street #3, (209) 293-4200. Tuesdays and Thursdays, 9 am to 3 pm, closed noon to 1 pm.
  • Mountain Ranch: listed as closed until further notice.

Once approved, the recipient is the provider's employer. The Public Authority's FAQ puts it as selecting, hiring, supervising, training and, if necessary, ending the employment of the provider. Our private caregiver hiring guide suggests what to ask at interview.

IHSS pay in Calaveras County: $17.89 an hour

We downloaded the CDSS wage table on October 16, 2026; on its "IP Effective 10-1-2026" sheet, Calaveras County is listed at $17.89 an hour, effective January 1, 2026. That is 99 cents above the state minimum wage. Of the other 57 counties, 45 pay more and 12 pay less.

Calaveras County IHSS providers are covered by a memorandum of understanding between the Calaveras County IHSS Public Authority and SEIU Local 2015, effective February 27, 2024 through June 30, 2027; the Public Authority posts a signed copy online. The agreement pays providers a supplement on top of the state minimum base wage. It also lowers the hours needed to qualify for and keep benefits from 70 to 60, and sets aside $7,500 a fiscal year for provider training. It does not list the benefits themselves, so ask the Public Authority what is offered and how the hours are counted.

The rate goes with the recipient's county. A San Andreas provider with a client whose case is in Stanislaus or San Joaquin County is paid that county's wage. CDSS issues IHSS paychecks and, for providers who qualify, withholds disability insurance and Social Security.

The UC Berkeley Labor Center tracks local minimum wage laws, and its list (updated September 30, 2026) has no entry for Calaveras County or any place in it, which leaves the state's $16.90 as the lowest legal pay for a private care job here. See every county side by side in IHSS pay by county.

The Calaveras County IHSS Public Authority and registry

  • Physical address: CalWorks Building, 509 East Saint Charles St, San Andreas, CA 95249
  • Mailing address: 891 Mountain Ranch Road, San Andreas, CA 95249
  • Phone: (209) 754-6544; fax (209) 754-9714
  • Hours: Monday to Friday, 8 am to 4:30 pm, closed weekends and holidays

The registry is a list of background-checked, qualified care providers whom the Public Authority matches to recipients by need. Recipients still interview and hire their own provider, and anyone who wants help with that can call (209) 754-6544. The MOU adds that the registry can be used for short-term respite and emergency cover when a recipient's provider is suddenly unavailable, depending on who is free to take the work.

To join the registry, a caregiver needs:

  1. a registry application with every section completed;
  2. completion of the required online training and the enrollment process;
  3. an in-person interview, held by the Public Authority's program coordinator;
  4. at least two work references and one personal reference;
  5. at the interview, a valid driver's license or photo ID, proof of citizenship or another document showing you may work in the United States, and a Social Security card.

A provider who already works in IHSS and wants to be added to the registry can call the same number.

How to become an IHSS provider in Calaveras County

Under state law, the county explains, IHSS payments to a provider cannot begin until enrollment is finished and a background check has cleared. The Public Authority asks you to read all five online steps before starting:

  1. Open an account on the enrollment site. Keep a note of the username, password and security answers, all of them case sensitive.
  2. Watch the mandatory videos; you will need the security questions to open them.
  3. Attend the SEIU presentation by Zoom.
  4. Review and e-sign the documents online.
  5. Book an enrollment completion appointment on the same site.

After that you sign the SOC 426 and the SOC 846, and your recipient signs the SOC 426A. At the appointment, show a government photo ID (a valid driver's license works) and your Social Security card, with the same name on each.

The Live Scan form is part of the online documents. Book a fingerprint appointment, take the form, and keep your copy and receipt. The Attorney General's list shows one Live Scan site in the county: the Calaveras County Sheriff's Office, 1045 Jeff Tuttle Drive, San Andreas, (209) 754-6500, weekdays 8 am to 4 pm by appointment only, with a $28.00 rolling fee plus any other fees that apply.

The Public Authority says Department of Justice results usually arrive within five business days. Delays can come from having lived in several states, any criminal history, prints that are hard to read, or several names or aliases. Timesheets are issued only once enrollment, a clear background check and the recipient's SOC 426A are all done. No computer or smartphone? The county suggests a public library or a job training center that offers computer access.

Our statewide IHSS provider guide covers what is common to all counties, and paid care for a relative covers family members who become providers.

Timesheets and payroll for Calaveras County providers

  • Online timesheets. Recipients and providers register for the Electronic Services Portal at www.etimesheets.ihss.ca.gov. The county lists what you need: name, date of birth, 9-digit provider ID, 7-digit case number, the last four digits of your Social Security number and a valid email address.
  • Help lines. For the portal, call the help line on (866) 376-7066, option 4. For payroll or direct deposit questions, call IHSS payroll in Calaveras County on (209) 754-6439.
  • Changes. Report a new address, phone number or provider status to the Public Authority, online or on (209) 754-6544.
  • Weekly limit. Across all your IHSS recipients, state statute allows no more than 66 hours in one workweek.
  • Sick leave. The 2026/27 allowance from CDSS is 40 hours, usable from July 1, 2026 by providers who have completed 100 hours of authorized work. Request it on the portal or with the paper SOC 2302; any balance left on June 30 lapses.

IHSS in San Andreas, Copperopolis and the rest of the county

The Public Authority, the agency's main office, APS and the county's only Live Scan site listed by the Attorney General are all in San Andreas. Copperopolis has an outstation on Spangler Lane where residents can apply for IHSS on Tuesdays.

About 9.0% of San Andreas's labor force was unemployed, on average, between August 2025 and August 2026, according to EDD estimates, and the Copperopolis figure was about 7.7%. Calaveras County as a whole was at 6.2%, against 5.3% for California. Because EDD derives numbers for small places like these from county totals, read the two town rates as approximate. In that setting, IHSS hours at the county's $17.89 are steady local work, and joining the registry is one route to them.

If your client's case is held in a neighboring county, that county's office and wage apply: see IHSS in San Joaquin County, IHSS in Stanislaus County or IHSS in El Dorado County.

Mandated reporters also complete the state SOC 341 and mail or fax it within two working days to Adult Protective Services, 509 E. St Charles St, San Andreas, CA 95249, fax (209) 754-3293. Care the IHSS hours do not cover

The hours on an IHSS notice are a monthly ceiling. Overnight help, a recovery period after surgery or relief while the regular provider is away can need more. Anything outside the authorized hours is private work, paid at a rate the family and the caregiver agree.

On CaregiverConnect, posting that kind of job costs a Calaveras County family nothing. Interested caregivers respond, and the family chooses, interviews and employs its caregiver directly; caregivers pay no fee or commission on what they earn. We do no background screening, but a caregiver may show proof of a check obtained independently. Optional paid plans add features. Typical prices are covered in what in-home care costs in California. Anyone already working in IHSS with room in their week can build a free caregiver profile, and the postings on the Calaveras County pages update as families publish them.
