IHSS Yuba County: Marysville phone numbers, Live Scan sites and $18.78 provider pay

Yuba County handles In-Home Supportive Services (IHSS) through its Health and Human Services department on Packard Avenue in Marysville, where the IHSS Public Authority also enrolls new providers. This page brings together the IHSS Yuba County phone numbers, how a resident applies, what a provider earns, where to get fingerprinted locally and how timesheets are submitted. Each detail comes from the county and state social services (CDSS) pages we read on October 15, 2026.

Who IHSS serves in Yuba County

On its programs page, Yuba County sums up IHSS as personal and domestic services for people who are aged (over 65), blind or disabled and who need assistance to remain safe in their own home.

The county sets two conditions on applying: you must be eligible for Medi-Cal, and you must complete the IHSS application process. If Medi-Cal is not yet in place, the same Health and Human Services office takes Medi-Cal applications by phone on 1-877-652-0739, online at benefitscal.com, by mail to PO Box 2320, Marysville, CA 95901, or in person, so both can be started together.

The services go to someone living in their own home, whether that is in Marysville, Olivehurst, Linda, Wheatland or near Beale Air Force Base. A relative or friend can make the first phone call for them.

Yuba County IHSS phone number and how to apply

To ask about applying, call Yuba County Health and Human Services on 1-877-652-0739. The department is at 5730 Packard Avenue, Suite 100, Marysville, CA 95901 and is open weekdays from 8 a.m. until 5 p.m.

  1. Make the call. The county asks applicants to phone for details on how to apply. Keep the applicant's Medi-Cal details and the doctor's name next to you.
  2. Doctor's certification. The county posts the SOC 873 and SOC 874 forms on its IHSS panel. CDSS says the county must receive a completed SOC 873 Health Care Certification before it can authorize services, so a slow form means a slow start.
  3. Needs assessment. A county social worker assesses which services are needed and how many hours to authorize. CDSS notes that family, friends and the physician may contribute information.
  4. Decision letter. You are notified of approval or denial. If denied, the notice gives the reason; if approved, it lists the services and hours.

With an approval in hand, the recipient chooses and employs a provider. CDSS spells out what that means: the recipient selects, trains and oversees the provider, and can end the job. Our private caregiver hiring guide includes interview questions and an agreement template that work for an IHSS hire as well.

IHSS pay in Yuba County: $18.78 an hour

The "IP Effective 10-1-2026" tab of the CDSS county wage workbook, which we opened on October 15, 2026, shows Yuba County individual providers at $18.78 an hour, effective January 1, 2026. Ordered from highest to lowest, that places Yuba 28th among the 58 counties.

CountyProvider wageSince
Placer$19.38Sep 1, 2026
Yuba$18.78Jan 1, 2026
Nevada$18.50Jan 1, 2026
Butte$17.90Jan 1, 2026
Sutter$17.90Jan 1, 2026
Statewide minimum, any employer (DIR)$16.90Jan 1, 2026

Marysville versus Yuba City. The two cities share a metro area but not an IHSS program. A provider caring for a recipient whose case is open in Yuba County is paid $18.78; the same work for a client on the Sutter side pays $17.90, a gap of 88 cents an hour (our arithmetic). The recipient's county decides the rate and the office you deal with, wherever the provider lives.

Against the state minimum of $16.90, the Yuba IHSS rate is $1.88 higher (our arithmetic). Neither Marysville nor Wheatland, nor Yuba County itself, shows up on the UC Berkeley Labor Center's July 1, 2026 list of local minimum wages, so private home care there falls under the state figure. BLS May 2025 estimates show 3,120 jobs as home health and personal care aides for the Yuba City metropolitan area (Sutter plus Yuba), paying a $16.50 median and $16.89 mean hourly wage.

Other pay rules. If you work for more than one recipient, the weekly ceiling CDSS sets across all of them is 66 hours, with narrow exemptions. Paid sick leave for 2026/27 is 40 hours, earned after your first 100 IHSS hours; request it with the paper SOC 2302 or in the online portal. Our IHSS pay by county table compares every county.

How to become an IHSS provider in Yuba County

Under state law, no IHSS wages are paid to an independent provider until every enrollment step is done and the fingerprint check has cleared. In Yuba County, the IHSS Public Authority handles this; reach it on (530) 749-6471 or at HHSD_IHSS@yuba.gov.

Online part

The county asks you to read all of its instructions before you begin. You then open an account through the "Start Enrollment" link on the IHSS Provider panel, watch the required videos, look over the forms (anything that cannot be signed electronically is handed to you later), and book your in-person appointment. Yuba holds those appointments every Tuesday. Progress saves, so you can stop and come back; keep a note of your username, password and security answers.

Fingerprints

The Live Scan form is printable from inside the enrollment system; if you cannot print it, ask the Public Authority for one by phone or email. The county puts the fingerprinting fee at $50 to $70, which you pay. Two Yuba County locations are listed:

Live Scan siteAddress and phoneHours
Yuba County Sheriff's Department720 Yuba Street, Marysville, CA 95901; (530) 749-77781st and 3rd Thursdays, 1 p.m.–4 p.m.
API Academy5548 Feather River Blvd., Marysville, CA 95901; (530) 749-0283Monday–Friday, 8 a.m.–4:30 p.m.

Hold on to your copy of the completed form. If the Department of Justice result never arrives, the Public Authority will need the details on it to follow up.

Appointment day

Take a current driver's license (or other photo ID issued by a U.S. government) plus the actual Social Security card; Yuba stopped taking photocopies of either. At the state level, CDSS requires two signed forms from every provider: SOC 426, the enrollment form, and SOC 846, the provider agreement.

Before the first timesheet

Your client must already be approved for IHSS and must return the SOC 426A and the IHSS Agreement to the Public Authority. Those two forms name you as their provider and confirm you understand their authorized services. For the statewide version of these stages, read our IHSS provider enrollment guide.

Common snags for new Yuba County providers

The Public Authority's own question-and-answer list covers the issues that most often hold up an enrollment:

  • Lost Social Security card. Apply for a replacement at the Social Security office first; the county says one is issued within 7 to 14 days. Do not book your Tuesday appointment until the original card is in your hands.
  • A background check from another job. It does not transfer. Every IHSS applicant is fingerprinted using the IHSS forms.
  • A second client. You enroll once, however many recipients you later work for. A provider who is new to Yuba County may still need to complete part of the orientation.
  • Returning after a gap. Providers who have gone over twelve months without an IHSS paycheck should phone (530) 749-6471 and ask whether re-enrollment applies.

Questions that the list does not answer can go to HHSD_IHSS@yuba.gov.

Electronic timesheets, union and overpayments

Timesheets. Yuba County no longer accepts paper timesheets. Providers must be enrolled in Electronic Visit Verification and submit time through the Electronic Services Portal (ESP) or the Telephone Timesheet System (TTS). CDSS adds a third route, the IHSS EVV mobile app, and requires a check-in, a check-out and a location for each visit (the recipient's home or out in the community). If you share a home with the person you care for, CDSS lets you self-certify that on form SOC 2298. Registration help comes from the Public Authority on 530-749-6471, and the state's help desk for portal and timesheet problems is (866) 376-7066, open on weekdays.

Union. Every IHSS provider in Yuba is represented by SEIU Local 2015 on pay, benefits and some job conditions without signing anything, the county explains; becoming a dues-paying member is a separate choice. The SEIU 2015 Member Action Center number is 855-810-2015.

Paying back an overpayment. If the county finds an IHSS overpayment, it can be repaid online through the Point and Pay service linked from the Health and Human Services page. Point and Pay charges a minimum of $2 or 2.25% per card payment and $2.50 per electronic check.

The Yuba County pages we read do not describe a provider registry or health coverage for providers. If you are a recipient looking for a caregiver, or a provider asking about benefits, put the question to the Public Authority directly.

IHSS for Marysville, Olivehurst and Wheatland

All Yuba County IHSS services listed by the county run from the Packard Avenue building in Marysville. Because applying starts with a phone call and provider booking happens online, people in Olivehurst, Linda, Wheatland or anywhere else in the county go through the same steps as Marysville residents.

If the person who needs care lives in Yuba City or Live Oak, the case belongs to Sutter County, with its own offices and wage: read IHSS Sutter County, and see Yuba City caregiver jobs or caregivers in Yuba City. Other nearby counties have their own guides: IHSS Butte County and IHSS Placer County.

Covering the hours IHSS does not

An IHSS authorization sets a fixed number of hours each month. When a Yuba family needs more, such as overnight supervision, extra help while a spouse recovers, or someone while the usual provider takes time off, those hours are paid privately and agreed directly with the caregiver.

On CaregiverConnect a family can post that job at no cost. Caregivers apply to it, and the family interviews, decides and becomes the employer of the person it hires. Caregivers keep everything the family pays them. CaregiverConnect does not screen or background-check anyone; a caregiver may choose to attach evidence of their own check. Extra tools are part of optional paid plans. Rates and budgeting are covered in the California in-home care cost guide, and Marysville-area IHSS providers looking for extra shifts can join without charge.
