IHSS Sutter County: intake phone number, provider enrollment and $17.90 pay
In Sutter County, In-Home Supportive Services (IHSS) is run by the Adult Social Services side of the Health and Human Services department, and a separate IHSS Public Authority in Yuba City enrolls providers and keeps a caregiver registry. This guide sets out the IHSS Sutter County phone numbers, what the county asks of applicants, what a provider is paid, and each step between being hired and receiving a first timesheet. We checked every detail against county and state pages on October 15, 2026.

Who qualifies for IHSS in Sutter County
Sutter County describes IHSS as help for people who are aged, blind or disabled, who cannot manage activities of daily living, and who could not stay safely in their own homes without that help. The tasks it lists are bathing, dressing, cooking, cleaning, grooming and feeding.
The county's eligibility list has four points. An applicant must:
- be a California resident living in their own home;
- be 65 or older, blind or disabled;
- be receiving Medi-Cal;
- have a low income measured against SSI/SSP standards. If income is above that line, the county notes there may be a share of cost.
You do not have to be the person who needs care to start the process. The county says anyone who sees that someone needs help at home may refer them. A social worker then assesses the need, looking at the applicant's medical condition, living arrangement and the resources already available to them.
How to apply: the IHSS Sutter County intake phone number
Applications begin with a phone call to IHSS Intake on (530) 822-5990. The same number is printed in the contact block for IHSS recipients, whose office is at 1445 Veterans Memorial Cir., Yuba City, CA 95993.
- Call intake and explain the situation. Have the applicant's Medi-Cal status to hand, since the county lists Medi-Cal as a condition.
- Health Care Certification. Statewide, CDSS says a completed SOC 873 must reach the county before any services can be authorized. A doctor or other licensed health professional completes it.
- Home assessment. The Sutter County social worker reviews medical condition, living arrangement and existing support, as described above.
- Notice. CDSS explains that you are told in writing whether IHSS is approved or denied; an approval lists the services and the monthly hours, and a denial gives the reason.
After approval, the recipient is the employer. CDSS puts it plainly: hiring, training, supervising and firing the provider is the recipient's responsibility. In Sutter County that employer can choose a relative or friend, or ask the Public Authority for names from its registry; the county then arranges the provider's pay once the recipient supervises the work and signs off on time. Families hiring for the first time can borrow interview questions and a written agreement template from our private caregiver hiring guide.
IHSS pay in Sutter County: $17.90 an hour
The CDSS county wage workbook (sheet "IP Effective 10-1-2026", downloaded October 15, 2026) lists Sutter County individual providers at $17.90 an hour, effective January 1, 2026. Five other counties share exactly that rate (Butte, Glenn, Kern, Madera and Tuolumne), and 39 of the 58 counties pay more.
| Wage reference | Hourly | Effective |
|---|---|---|
| Placer County IHSS | $19.38 | Sep 1, 2026 |
| Sacramento County IHSS | $19.15 | Jan 1, 2026 |
| Yuba County IHSS (Marysville side of the river) | $18.78 | Jan 1, 2026 |
| Sutter County IHSS | $17.90 | Jan 1, 2026 |
| Colusa County IHSS | $17.40 | Jan 1, 2026 |
| California minimum wage | $16.90 | Jan 1, 2026 (DIR) |
The comparison that matters most locally is Yuba County. Yuba City and Marysville face each other across the Feather River, but they sit in different counties with different IHSS offices and pay scales. A provider whose client lives in Marysville is paid the Yuba rate, $0.88 an hour more than the Sutter rate (our arithmetic). Your pay follows the county where the recipient's case is held, not where you live.
For a wider view of the job market, the Bureau of Labor Statistics counted 3,120 home health and personal care aides in the Yuba City metro area (Sutter and Yuba counties together) in May 2025, with a median of $16.50 and a mean of $16.89 an hour. The location quotient of 2.21 means these jobs make up about twice the share of local employment that they do nationally. The UC Berkeley Labor Center's list of local minimum wage ordinances has no entry for Yuba City, Live Oak or unincorporated Sutter County, so the state's $16.90 is the floor for privately arranged work. The IHSS pay by county guide has the full table.
How to become an IHSS provider in Sutter County
The county's provider page sets two conditions before you may even begin enrolling. First, the person you will care for must have received notice that IHSS is approved. Second, that person must call the Public Authority on 530-822-7619 to say you have been hired and give your start date.
After that, enrollment runs in four parts:
- Online enrollment. From the "Start Enrollment" link on the county page you create an account, watch the required videos, look over the documents you will sign later, and book your appointment with Public Authority staff. Write down your username, password and security questions; you need the security answers to play the videos.
- DOJ fingerprinting. Print the Live Scan form from the enrollment system (or ask the Public Authority for one) and take it to a fingerprinting site. The county estimates the fee at about $57, which you pay, and links to the Attorney General's list of locations. Keep your copy of the form in case the Public Authority needs to chase a missing record with DOJ.
- Enrollment appointment. Bring a valid California driver's license, ID card or other US government photo ID, and your original Social Security card. Copies are refused, and the name must match on both. If you will drive the client, bring proof of car insurance. The county asks you not to bring children or companions because the waiting area is small and has no public restroom; a translator may come with you.
- First timesheets. The recipient must return the SOC 426A and IHSS Agreement to the Public Authority. The county suggests allowing four to five weeks after your appointment before you call about your status, and says it can take longer.
On the state side, CDSS names the forms every provider signs: the SOC 426 enrollment form and the SOC 846 provider agreement, alongside orientation and the Department of Justice background check. The Sutter FAQ adds that a background check done for another employer does not count, and that if you cannot find your Social Security card you should get a replacement before booking the appointment. Enrollment happens once, however many clients you later work for. Our statewide walk-through, how to become an IHSS provider, covers the parts that are the same in every county.
Timesheets, hours and sick leave for Sutter County providers
- Electronic timesheets. The county requires providers to enroll in the state's Electronic Services Portal to reach their timesheets online. For help signing up, call 530-822-7619 or email IHSS@sutter.gov.
- Payroll questions. The Sutter FAQ routes questions about paychecks and timesheets to the same Public Authority number.
- Weekly ceiling. If you work for two or more recipients, CDSS limits you to 66 hours a week across all of them, apart from a few exemptions the state defines.
- Sick leave. For the 2026/27 fiscal year the CDSS allowance is 40 hours, which started July 1, 2026. You accrue it after 100 hours of IHSS work and claim it through the portal; the IHSS Service Desk on (866) 376-7066 answers balance questions.
- Coming back after a gap. If more than a year has passed since your last IHSS paycheck, the county asks you to call Public Authority enrollment on (530) 822-7619 to find out whether you must enroll again.
The Sutter FAQ page refers providers to the Public Authority for training and provider medical benefits, but none of the county pages we read set out who qualifies for coverage or what it costs. Ask the Public Authority directly.
IHSS for Yuba City, Live Oak and the rest of Sutter County
Every Sutter County IHSS address the county lists is in Yuba City, so residents of Live Oak, the town of Sutter and the rural parts of the county use the same intake line and the same Public Authority. Because intake and enrollment booking happen by phone and online, a long drive is not needed to get started.
Across the river, Marysville, Olivehurst, Linda and Wheatland belong to Yuba County, which has its own intake number, enrollment office in Marysville and higher wage; read IHSS in Yuba County if the client lives there. To the south, IHSS in Sacramento County and IHSS in Placer County cover the neighboring counties, and IHSS in Butte County covers the area to the north.

When you need care beyond the authorized hours
An IHSS authorization is a monthly number, and it rarely stretches to cover overnight supervision, a stretch of recovery after surgery, or the week a regular provider is on vacation. Hours outside the authorization are a private arrangement: the family and the caregiver agree the rate and the schedule between themselves.
CaregiverConnect lets a Sutter County family post that kind of job for free; caregivers apply, and the family interviews, chooses and employs whoever it hires. Caregivers keep their full pay because we charge them no commission. We do not run background checks; a caregiver can upload proof of one to their profile. Some extra features come with optional paid plans. Our California in-home care cost guide helps with budgeting, and an IHSS provider with spare hours can create a free caregiver profile.
