IHSS Placer County: phone numbers, the Auburn and Roseville offices and the $19.38 wage

Placer County delivers In-Home Supportive Services (IHSS) out of two Health and Human Services buildings, one on B Avenue in Auburn and one on Cirby Hills Drive in Roseville, and its IHSS Public Authority shares the same main phone line. Below are the Placer County IHSS phone numbers, how to apply, what a new caregiver goes through to get paid, how the Public Authority registry works and what the job pays. Every figure was checked on October 15, 2026, against placer.ca.gov and California's Department of Social Services (CDSS).

Who qualifies for IHSS in Placer County

In Placer County's words, IHSS helps pay for services that let you stay safely in your own home; the county sees it as a substitute for moving into nursing or board and care homes. Applicants need to be over 65, disabled or blind; children with a disability may also qualify.

The county's eligibility FAQ lists the conditions every applicant and recipient must meet:

  • you physically reside in the United States and are a California resident;
  • a Medi-Cal eligibility determination is on file for you;
  • you live at home or in an abode of your own choosing (the FAQ says hospitals and licensed care facilities, whether long-term or community care, do not count as your own home);
  • you turn in a completed Health Care Certification form.

Services the county can authorize include going with you to medical appointments, grocery shopping, housecleaning, laundry, meal preparation, personal care, which the county says can include bathing, grooming, paramedical services and bowel and bladder care, and protective supervision for someone who is mentally impaired.

Medi-Cal first. IHSS is funded through Medi-Cal, and the county warns that losing Medi-Cal means losing IHSS. If you do not have it yet, the FAQ gives the Medi-Cal application lines 916-784-6000 and 1-888-385-5160, plus three offices that accept applications: 11519 B Avenue in Auburn, 5225 N Lake Boulevard in Carnelian Bay (North Lake Tahoe) and 1000 Sunset Boulevard in Rocklin. People who receive SSI/SSP get Medi-Cal set up through Social Security and do not need to apply separately.

Placer County IHSS phone number and how to apply

The intake route runs through the county's Adult Intake line, 916-787-8860, or toll free 888-886-5401. The FAQ says Adult Intake takes some basic details, mails you an IHSS application packet and sets your protected start date. You have the right to a written decision within 30 to 45 days of applying.

You can also start on paper. The IHSS page links two PDFs:

  1. the Application for Social Services, which you fill in;
  2. the Health Care Certification, where you complete page one and your licensed health care professional completes page two.

Fax both to 916-787-8922, ATTN: IHSS Intake, then phone Adult Intake so they know the paperwork is coming. General IHSS paperwork can also be mailed to 101 Cirby Hills Drive, Roseville, CA 95678, faxed to 916-787-8922 or 530-886-3690, or emailed to IHSS@placer.ca.gov.

The home visit. A county social worker comes to your home to judge how safely you manage daily tasks and to set the services and monthly hours. The social worker may also hear from family, friends or your doctor. CDSS and the county both say services cannot be approved until the certification (form SOC 873) has been received. You then get a written approval or denial; a denial includes the reason.

You become the employer. Once approved, you hire your own individual provider: you choose them, train and supervise them, and can dismiss them. For interviewing tips and a written agreement you can adapt, see how to hire a private caregiver; the same approach works when the job is paid by IHSS.

Becoming an IHSS provider in Placer County

Placer separates two kinds of caregiver. If you already have someone to work for, such as a parent, spouse or friend who is (or soon will be) an IHSS recipient, you go through provider enrollment. If you have no recipient yet and want work, the county tells you to stop and apply to the Public Authority registry instead (covered in the next section).

Worked IHSS before? Anyone who has been an IHSS provider in the past, even in another county, should call Provider Enrollment and Support at 916-787-8859 before starting; the county says it may be able to speed up enrollment.

The county FAQ says a provider can begin enrolling while the recipient's application is still being processed. Enrollment runs through Placer's Registration, Enrollment, Video and Appointment website, known as REVA. After registering there, the provider:

  1. watches the orientation videos;
  2. books an in-person appointment;
  3. signs the required provider enrollment forms;
  4. receives directions for Department of Justice fingerprinting and the background check.

When enrollment is complete and the background check is cleared, the provider can get timesheets issued by the state. Questions during the process go to the IHSS call center on 530-889-7115. For the statewide version of these steps, read how to become an IHSS provider; the Placer pages we read do not list a Live Scan fee, so ask Provider Enrollment what it costs and what to bring.

IHSS pay in Placer County: $19.38 an hour

CDSS publishes county wages in a workbook; on its October 2026 sheet, which we opened on October 15, 2026, Placer County individual providers earn $19.38 an hour, effective September 1, 2026. That puts Placer 20th of the 58 county rows. Pay changes noticeably at the county lines around it:

County or floorHourlyEffective
Amador County IHSS$19.40Aug 1, 2026
Placer County IHSS$19.38Sep 1, 2026
Sacramento County IHSS$19.15Jan 1, 2026
Yolo County IHSS$19.05Jan 1, 2026
Nevada County IHSS$18.50Jan 1, 2026
Sutter County IHSS$17.90Jan 1, 2026
El Dorado County IHSS$17.40Jan 1, 2026
California minimum wage$16.90Jan 1, 2026 (DIR)

County IHSS figures come from the CDSS workbook. Neither Roseville, Rocklin, Lincoln, Auburn nor unincorporated Placer shows up in the July 1, 2026 table of the city and county minimum wage inventory published by UC Berkeley's Labor Center, so the state rate is the local floor; the Placer IHSS wage sits $2.48 above it (our subtraction, shown for illustration). The wage applies to the provider's hours wherever in the county the recipient lives, because it is set county by county.

Weekly hour cap. State law limits paid hours to 66 a week for anyone serving more than one recipient, counting all of them together, with limited CDSS exemptions. Those providers sign form SOC 2255, the workweek and travel time agreement.

Paid sick leave. Each provider is due 40 hours of paid sick leave in the state fiscal year that started July 1, 2026. The 40 hours are earned once you have worked 100 authorized hours; they become usable after 200 further hours of work or 60 calendar days, whichever arrives first; anything unused is lost at the end of June. Requests go in on the SOC 2302 paper form or online in the portal. For every county side by side, see IHSS pay by county in California.

IHSS Public Authority Placer County and the provider registry

The Placer County IHSS Public Authority describes itself as the employer of record for more than 5,000 providers in the county. Its listed services are acting as employer of record, recruiting and screening providers, keeping a registry of screened and trained providers, matching recipients with them, and offering education for providers.

Getting a provider from the registry

A recipient who has no family member or friend to hire can ask the Public Authority registry for referrals on 530-889-7115; Registry Support has its own line, 916-787-8836. The county notes that you may also hire a relative or friend, or advertise for someone, and that spouses and parents of minor children can be paid in some cases, decided case by case.

Joining the registry to find IHSS work

The online Registry Provider Application at placer.ca.gov/PA-apply is for people who want referrals to recipients they do not yet know. Applicants must be 18 or older and submit one application only. The form collects your preferences, availability, location, personal references and work references; the registry then refers providers based on authorized hours, availability, location and the level of care needed. Questions or updates go to RegRecruitment@placer.ca.gov or (916) 872-6541. The form states plainly that it is not the route for enrolling to work for a friend or relative.

Union and advisory committee

The Public Authority's contact list gives the United Domestic Workers union on 916-751-2450. Recipients and providers can also apply to sit on the IHSS Advisory Committee, which advises the Board of Supervisors and the Public Authority on program changes. It usually meets in Auburn on the afternoon of the third Thursday of odd-numbered months; call 530-886-3683 for an application. The same number reaches the Public Authority's workers' compensation liaison.

  • ESP Help Desk, toll free 866-376-7066, weekdays from 8 a.m. until 5 p.m. except major holidays.
  • Placer IHSS Payroll, 530-889-7135 or ihsspayroll@placer.ca.gov, for timesheet problems, payroll questions and employment verification.
  • Employment-related requests go to IHSS Payroll, 11434 B Avenue, Auburn, CA 95603 (fax 530-886-3690). Payments and tax forms go to IHSS Payroll, 101 Cirby Hills Drive, Roseville, CA 95678.

The county's tip: most payroll forms are processed by the state, so always mail a form to the address printed on it. Sending it to the county payroll office can delay your pay.

Hours that IHSS does not pay for

An IHSS authorization covers set tasks for a set number of hours each month. Placer families often want help beyond it, for instance a night shift after a hospital discharge, weekend help, or a substitute during the regular provider's vacation. IHSS does not pay for that time; the family and caregiver agree on it privately.

A Placer family can list such a job on CaregiverConnect at no charge, and caregivers respond with their own applications. Interviewing, choosing and hiring stay with the family, which becomes the employer; CaregiverConnect charges caregivers no commission. We leave screening to the family: there are no CaregiverConnect background checks, although a caregiver may upload evidence of a check they paid for. There are optional paid plans. Our in-home care cost guide covers private rates in California, and IHSS providers looking to fill spare hours can join as a caregiver without paying.
