IHSS in El Centro and Imperial County: pay rate, how to apply and how providers enroll
In-Home Supportive Services (IHSS) in Imperial County is run from two addresses a few numbers apart on South 4th Street in El Centro: the Department of Social Services, which decides who gets care and how many hours, and the IHSS Public Authority, which enrolls providers and keeps the registry. This guide covers both sides for the county: what IHSS pays here, how a family applies, how a caregiver enrolls, and the numbers to call, all checked against the official pages on 14 October 2026. For the statewide version see how to become an IHSS provider.

What IHSS in Imperial County is, and who qualifies
IHSS is a state program, run locally by each county, that pays for help at home so that older, blind and disabled people can avoid moving into a facility. The Imperial County Department of Social Services describes it as serving people aged 65 or older, disabled or blind, and notes that disabled children may also be eligible. The services it can authorise include housecleaning, meal preparation, laundry, grocery shopping, personal care (bathing, grooming, bowel and bladder care, paramedical services), accompaniment to medical appointments, and protective supervision for people with mental or developmental impairments.
The California Department of Social Services (CDSS) sets four conditions for the person receiving care:
- they live in California;
- they have a Medi-Cal eligibility determination;
- they live in a home of their own choosing (a hospital, long-term care facility or licensed community care facility does not count);
- they return a completed Health Care Certification form.
The person receiving care is the employer. They hire, train, supervise and, if necessary, dismiss their provider; the state, not the family, pays the wage.
IHSS Imperial County pay rate: $18.83 an hour
Each county sets its own provider wage; CDSS publishes them in a single workbook. On the sheet in force from 1 October 2026, Imperial County individual providers are paid $18.83 an hour, effective 1 January 2026. That is $1.93 above the California minimum wage of $16.90 that applies from the same date. How Imperial compares with San Diego, Kern and other counties is in the IHSS pay by county guide.
The rules on hours come from the provider agreement every provider signs (SOC 846):
- Overtime is paid at one and a half times the regular rate for hours over 40 in a workweek, which runs from midnight on Sunday to 11:59 pm the following Saturday.
- Weekly hours are the recipient’s monthly authorised hours divided by four. A provider working for more than one recipient may claim no more than 66 hours a week in total.
- Travel time between two recipients on the same day is capped at seven hours a week.
- Timesheets are due within two weeks of the end of each pay period; a correct, on-time timesheet is paid within 10 days of receipt.
Illustrative calculation: SOC 846 uses a recipient authorised 125 hours a month as its example. At the Imperial County rate, 125 × $18.83 = $2,353.75 a month before tax, and an approved overtime hour works out at $18.83 × 1.5 = $28.245 (about $28.25). The hours any real case gets depend on the county’s assessment.
How to apply for IHSS in Imperial County
- Apply. CDSS asks applicants to submit the SOC 295 application to their county IHSS office. Imperial County’s Aging and Disability Services page links applicants to cdss.ca.gov for the application; the Department of Social Services itself is at 2995 S. 4th Street, El Centro, CA 92243, main line (760) 337-6800, open Monday to Friday 8:00 am to 5:00 pm. The county pages we checked do not list a separate IHSS intake number, so start with the main line.
- Health Care Certification. Return the completed Health Care Certification (SOC 873). CDSS says the county must receive it before any services are authorised.
- Home assessment. A county social worker visits the home to confirm eligibility and assess needs, and from that sets the number of hours the county will authorise.
- Choose a provider. Once hours are authorised, the recipient picks who will do the work and signs the designation form (SOC 426A) with the provider’s start date. If no one is available, the social worker can ask the Public Authority registry for a list of matches (see below).
The county’s Adult Protective Services line, (760) 337-7878, takes reports of suspected abuse or neglect 24 hours a day.
Become an IHSS provider in El Centro: the county’s enrollment steps
Imperial County’s written instructions for new providers (published in English and Spanish on the Department of Social Services site) set out the process. Two points come first: you cannot enroll until the person you will care for has been approved for IHSS, and you must finish every step within 90 days or start again.
- Enroll online. Enter your details and your recipient’s name and case number (the system will not continue without them), watch the orientation videos, sign the documents electronically (including the SOC 426 enrollment form) and book an appointment. Keep your ID and password.
- Attend the in-person orientation at your booked time only; plan on about an hour and a half. Seating is limited, so do not bring children, your recipient or anyone else. Bring the SOC 426A signed by your recipient with your start date, your original Social Security card, an original government-issued photo ID (copies are refused), an original work permit if your Social Security card carries a work restriction, and a copy of your Live Scan receipt if you have already been fingerprinted. The name must match on every document.
- Fingerprints. Pass the California Department of Justice criminal background check. The state form SOC 847 says the provider pays for fingerprinting and that costs range from $40 to $90 depending on where it is done; the county pages do not give a local price.
- Sign the SOC 846 provider agreement, which confirms you attended orientation and understand the hours, overtime and timesheet rules.
Questions about these steps go to the IHSS office on (760) 337-3084, the number printed on the county’s instructions. Providers who have not worked for a recipient in the past year may have to repeat fingerprinting and orientation.
Imperial County IHSS Public Authority registry
The Public Authority at 2999 South 4th Street is the employer of record for collective bargaining and keeps a registry of screened providers. For recipients it is a voluntary, no-cost referral service limited to IHSS clients: the social worker passes on the request, the registry produces a list of possible providers, and the family calls, interviews and hires. The registry does not hire anyone or guarantee work.
To join the Imperial County IHSS registry, the Public Authority lists these steps:
- Call (760) 337-7722 to check eligibility and request a Registry Provider Application.
- Complete the application.
- Give four verified references: two non-relative personal references and two employer references.
- Show a current government-issued photo ID.
- Pass the Department of Justice fingerprint check.
- Attend a Public Authority Registry Workshop.
- Complete IHSS enrollment.
The Public Authority says it is continuously recruiting for outlying communities (Andrade, Bard, Bombay Beach, Calipatria, Desert Shores, Fountain of Youth, Niland, Ocotillo, Palo Verde, Salton City, Salton Sea Beaches, Thermal and Winterhaven), for people holding a health certification such as CNA or EMT, and for weekend, holiday and on-call cover.
Once you are enrolled: sick leave, back-up cover, health benefits and the union
- Paid sick leave. CDSS sets 40 hours for the year starting 1 July 2026. You begin accruing after your first 100 hours of authorised work, can use it after a further 200 hours or 60 calendar days (whichever comes first), and unused hours expire on 30 June. Claims go on paper form SOC 2302 or through the state’s Electronic Services Portal (ESP), which needs an account registered at etimesheets.ihss.ca.gov.
- Back-up cover. The Public Authority runs a Sick-Leave Coverage Request line, (760) 337-3084, that recipients can call for a list of possible back-up providers when their regular provider is off.
- Health benefits. Providers paid for 80 or more hours in two consecutive months who have no other health insurance may be invited to enroll in medical and dental cover through SIMNSA, based in Mexicali; the Public Authority lists a $20 monthly premium deducted from the state paycheque.
- Union. The Public Authority’s resources page names UDW, The Home Care Provider Union (AFSCME Local 3930), 144 S. 8th St., (760) 425-4034, as the providers’ union.

IHSS in El Centro, Calexico, Brawley, Imperial and Holtville
There is one IHSS operation for the whole county, and both of its offices are in El Centro, at 2995 and 2999 South 4th Street. We found no separate IHSS office in Calexico, Brawley, Imperial or Holtville on the official sites, so “IHSS Calexico” or “IHSS Brawley” means the same El Centro offices and numbers listed above. Orientation is in person in El Centro, so allow for the drive. The registry matches each recipient’s needs with registry providers, and the Public Authority says it keeps recruiting providers willing to work in the smaller desert communities listed above.
The county publishes its provider enrollment instructions in Spanish as well as English, and the Department of Social Services website has a Spanish-language version.

How IHSS fits with private care on CaregiverConnect
IHSS pays only for the hours the county authorises. Families often need more than that, or need care before the assessment is done, and some relatives do not qualify at all. CDSS’s guidance to recipients says the provider can be a family member, a friend or someone from the registry, and suggests word of mouth and local adverts for finding one. CaregiverConnect is one such place: posting a care need and building a caregiver profile are both free, caregivers apply directly, and the family hires directly and becomes the household employer for any private hours. We do not employ caregivers or run background checks; caregivers may upload proof of a check, and families should still verify. Optional premium plans are on the pricing page.
