IHSS Orange County: phone numbers, pay rate, provider enrollment and the Public Authority

In-Home Supportive Services (IHSS) in Orange County is split between two offices in the same Santa Ana building: the County of Orange Social Services Agency takes applications and assesses need, and the IHSS Public Authority of Orange County enrolls providers and runs the caregiver registry. This guide gives the IHSS Orange County phone numbers, the provider pay rate, the steps an Orange County IHSS provider goes through, and how the registry works for families and caregivers. Everything here was checked on county, Public Authority and state pages on October 14, 2026.

What IHSS covers in Orange County and who can get it

IHSS is California's program for keeping aged, blind and disabled people at home rather than in out-of-home care. CDSS sets the basic tests. You need California residency and a Medi-Cal eligibility decision, you must live in their own home or another residence they choose (a hospital ward, nursing facility or licensed care home does not qualify), and a health professional must fill in the SOC 873 health care certification, and the county must have that form before it authorizes any services.

In Orange County a social worker then meets the applicant face to face at home. The county's needs assessment page says the worker applies CDSS guidelines and looks at the medical condition, the living arrangement and the help already coming from family, friends or community services, and may consult the applicant's doctor. Hours are set task by task, with time allowed for each and with help from other household members taken into account.

Recipients with higher incomes may still qualify by paying a monthly share of cost to their provider while the State pays the rest. Either way, the recipient hires and supervises the provider and is the employer; the State of California issues the provider's pay directly.

Orange County IHSS provider pay rate: $18.90

Orange County pays individual IHSS providers $18.90 an hour from January 1, 2026, per the Orange row of the state's county wage workbook, which we downloaded from CDSS on October 14, 2026. The statewide minimum, $16.90 since January 1, 2026, is $2.00 lower. IHSS wages are set county by county, so the same $18.90 applies in Anaheim, Santa Ana, Irvine and every other Orange County city; the IHSS pay by county guide lines it up against neighboring counties.

The ceiling that matters most is the recipient's own authorization. Overtime, travel and regular hours all count against the monthly hours on the Notice of Action, so a provider's IHSS income depends on that number. If more hours are needed, the recipient has to ask their IHSS social worker.

Sick leave can be used once you have worked another 200 hours or 60 calendar days after accruing it, whichever is first; any balance left on June 30 expires. Claim it on form SOC 2302 or through the state portal.

How to apply for IHSS in Orange County

The Social Services Agency takes the application, form SOC 295L, in English, Spanish, Chinese or Armenian. You can:

  • Call 714-825-3000 (TTY 714-834-4400), Monday to Friday, 8 am to 5 pm, and apply by phone;
  • Email the completed form to IHSSapplications@ssa.ocgov.com;
  • Fax it to 714-825-3001;
  • Mail it to P.O. Box 22006, Santa Ana, CA 92702;
  • Drop it off in the secured box outside the front doors of the IHSS office at 2020 W. Walnut St., Santa Ana, CA 92703, where paper copies of the SOC 295 are also available.

Documents for a case that is already pending can be uploaded through the county's SSA Submit page. The authorized hours end up on the recipient's Notice of Action, which the Public Authority tells providers to check with the recipient, so keep it to hand. The county does not publish a standard decision time on its IHSS pages, so ask on 714-825-3000 if you are waiting.

How to become an Orange County IHSS provider

Enrollment runs through the IHSS Public Authority, and much of it is online. Its enrollment page sets out four stages:

  1. Online enrollment. Create an account (keep the user ID, password and five security answers; if you lose them you start over), enter your details, watch the orientation videos, e-sign the Provider Enrollment Form (SOC 426) and the Provider Enrollment Agreement (SOC 846), and book an in-person appointment.
  2. In-person verification. Allow about two hours. Bring your original Social Security card (plus a work permit or immigration document if the card carries a work restriction) and a government-issued photo ID; copies, photos and receipts are refused, and the name must match on every document. Also bring form SOC 426A, which designates you as the provider, with your start date and the recipient's signature, and a copy of your Live Scan form. Leave children, recipients and other guests at home.
  3. Live Scan. Fingerprints are taken before the appointment, not at it, at any Orange County Live Scan site, using the Public Authority's own form (ORI AA504, Mail Code 11855). Using a different form means paying to be fingerprinted again. If you are being fingerprinted outside Orange County or outside California, call 714-825-3174 first. A Tier 1 or Tier 2 conviction within the past 10 years can affect eligibility.
  4. Eligibility. Your Social Security number is verified, the Public Authority receives your cleared background check, and the recipient's IHSS case must be eligible before you start, or the hours will not be paid.

Practical points from the Public Authority's FAQs: you have 90 days from your appointment to finish; a background check from a previous job cannot be reused; if Live Scan has not cleared within eight weeks, call 714-825-3174; first timesheets can take up to eight weeks from the appointment; and a provider with no payroll activity for over a year is made inactive and must enroll again, fingerprints included. You only enroll once, however many recipients you work for. The county adds that providers must show they are legally authorized to work in the US. If you have no printer, call 714-825-3195 and the forms can be mailed.

The IHSS Public Authority of Orange County and its registry

The Orange County Board of Supervisors created the Public Authority by ordinance on February 5, 2002. It runs a Homecare Registry, processes provider enrollment, trains recipients and providers, and acts as employer of record for providers in wage bargaining with the union, which it names as United Domestic Workers of America (UDW). You will find it at 2020 W. Walnut St., Santa Ana, CA 92703, with weekday hours of 8 AM to 5 PM.

Joining the registry as a caregiver

Prior homecare experience is not required, though the Public Authority says dependability, honesty and trustworthiness are. The application process has seven parts: a complete application; a current government photo ID and Social Security card for verification; professional references; a phone interview; paying for and passing the Department of Justice Live Scan check; a Registry Recruitment Orientation (covering the provider role, how the registry works and employment tips); and the separate Provider Enrollment Orientation. Contact the registry on 714-825-3202 or OCPARegistry@ssa.ocgov.com.

Finding a provider through the registry

An IHSS recipient, or an authorized representative, calls 714-825-3202. A Registry Training Specialist completes an intake to establish what the recipient needs, and the registry supplies prescreened providers, with help on hiring, supervision, timesheets and, if necessary, ending the arrangement.

Training

The Public Authority posts self-study material for providers, including fall prevention, body mechanics, medication management, personal care, Alzheimer's disease and recognizing and reporting elder and dependent adult abuse, and links to training from Trualta and the UCI School of Nursing. For health benefits, its FAQs direct providers to their union representative.

Timesheets, direct deposit and payroll help

Orange County providers and recipients must enroll in one of two state systems to handle timesheets: the Electronic Timesheet System at etimesheets.ihss.ca.gov (you need your provider or recipient number, Social Security number and an email address) or the Telephonic Timesheet System on 1-833-342-5388 (a registration code instead of email). SOC 846 sets the deadline: submit no later than two weeks after each pay period ends, and an accurate timesheet should be paid within 10 days of receipt.

Direct deposit is requested after your first timesheets arrive, with a separate form for each recipient, sent to the state in West Sacramento rather than the county office. It takes about 30 days, and paper checks keep coming in the meantime. General payroll questions go to the Orange County IHSS Accounting Call Center, 714-825-3251; password resets and portal problems go to 1-866-376-7066, option 4.

IHSS in Anaheim, Santa Ana, Irvine and the rest of Orange County

Orange County IHSS has one application line, one wage and one Public Authority for every city, and the county IHSS pages we checked list a single office, on West Walnut Street in Santa Ana. Caregiver and family pages by area:

When IHSS hours are not enough

The hours on a Notice of Action are a ceiling, and families in Orange County often need cover the county will not pay for, such as overnight stays, weekend shifts or a break for the relative who already serves as the IHSS provider. Those hours are arranged privately. On CaregiverConnect, an Orange County family lists those shifts for free and caregivers reply to the listing themselves. Whoever the family chooses works for the household, which becomes the employer and agrees the hourly pay, never below the minimum wage. We charge no commission and run no background checks, but a caregiver can attach proof of a check they arranged. Some extra features come with optional paid plans.

For an IHSS provider with spare hours, a free caregiver profile puts you in front of Orange County families looking for private help. The California in-home care cost guide explains private and agency pricing, and the guide to becoming an IHSS provider covers the state rules behind the steps above.
