IHSS Lassen County: Adult Services phone number, provider registry and $17.55 pay
In Lassen County, one office runs In-Home Supportive Services (IHSS), the IHSS Public Authority registry and Adult Protective Services: Lassen County Adult Services on Chestnut Street in Susanville. This guide covers the IHSS Lassen County phone number, how intake and the home visit work, the $17.55 provider wage, how caregivers get onto the registry, and where to get fingerprinted. Everything was checked on October 16, 2026 against the county's own pages and state sources.

Who can get IHSS in Lassen County
Lassen County describes IHSS as a state and federally funded program that lets elderly, blind or disabled people who qualify stay in their homes with help from a care provider, as an alternative to out-of-home care. The county lists three conditions:
- the applicant must have current Medi-Cal eligibility;
- the applicant must have a disabling condition causing a functional impairment that is expected to last at least twelve consecutive months, or that is expected to result in death;
- the applicant must be unable to remain safely in their own home without in-home care.
State rules from CDSS frame the same program for aged, blind and disabled Californians. Care has to happen where the person lives by choice, which in CDSS terms cannot be a licensed care facility, a long-term care facility or an acute hospital. Before any hours are approved, the county must have the SOC 873 Health Care Certification back, signed off by the person's own licensed health care professional.
The county lists the kinds of help IHSS can pay for. Domestic and related services cover housekeeping, laundry, shopping and errands, and meal preparation and clean-up. Personal care includes bathing, dressing, feeding, bowel and bladder care, help moving in and out of bed, range-of-motion exercises and going with the recipient to medical appointments. Paramedical services such as injections or wound care need verification of medical need, and protective supervision can be authorized in special cases.

Adult Services is the parent office for IHSS, the Public Authority and APS, and the same main line appears on all three county pages. The county explains the path from first call to approved hours like this:
- Referral. Most people refer themselves. Family, friends, medical staff and other agencies can also refer someone, and some referrals arrive anonymously.
- Intake. The intake is done in person or by telephone.
- Application by mail. After intake, the county mails the applicant an application. CDSS publishes the state IHSS application as the SOC 295.
- Home visit. Once the application comes back to the IHSS office, a social worker schedules a visit to assess the need for services.
- Hours. The number of hours depends on how well the person can care for themselves, their living arrangements and the community resources already available or in use. The county consults the recipient's medical providers as part of the assessment.
After approval, IHSS and Quality Assurance social workers make periodic home visits to check that needs are being met and the home is being looked after. Between visits, recipients can phone the IHSS office to talk to a social worker. CDSS treats the recipient as the provider's employer, so choosing, instructing, overseeing and if need be dismissing the provider all fall to the recipient. People taking on that role for the first time can use our private caregiver hiring guide.
Lassen County IHSS wage: $17.55 an hour
On the state's county-by-county wage list, the October 2026 sheet (we pulled it on October 16, 2026) gives Lassen County individual providers $17.55 an hour, a rate that started on January 1, 2026. Lake County has the same rate. Of the other 56 counties, 49 pay more and 7 pay less.
| County | IHSS rate per hour | Since |
|---|---|---|
| Lassen | $17.55 | Jan. 2026 |
| Lake (same rate) | $17.55 | Jan. 2026 |
| Modoc | $17.75 | Jan. 2026 |
| Butte | $17.90 | Jan. 2026 |
| Plumas | $18.50 | Jan. 2026 |
An IHSS paycheck follows the recipient's county, not the provider's address. If you live in Susanville but care for someone whose case is in Plumas County, you are paid the Plumas rate. CDSS notes that wages vary because each county's employer of record bargains separately with the union, and the state issues the paychecks. In the CDSS collective bargaining workbook, Lassen County's most recent negotiated wage increase is dated January 1, 2023, its agreement expiration is listed as December 31, 2025, and its status entry says the MOU "has not expired". The county pages we read do not name the union, so ask Adult Services who represents providers.
Steady work counts here: about 6.7% of Lassen County's labor force was unemployed, on average, between August 2025 and August 2026, according to EDD estimates, while the state averaged 5.3%. Berkeley's Labor Center, whose city and county minimum wage list was last revised on September 30, 2026, shows no ordinance for Lassen County or Susanville, leaving private caregivers with California's $16.90 minimum (DIR). Every county's rate sits side by side in our county IHSS pay table.
The Lassen County IHSS Public Authority provider registry
Lassen County runs its Public Authority registry from the Adult Services office. The registry is a list of providers who are eligible for referral and available for work. To be listed, a provider has completed a registry application (with proof of identification, personal and professional references, and preferences about the work and where it is) and finished the state provider enrollment process. Any IHSS recipient who needs a provider can ask for the names and phone numbers of available registry providers.
The county describes the registry route for caregivers in these steps:
- Fill out a registry application and hand it in to the Lassen County IHSS/IHSS Public Authority Registry office.
- The county checks your references and tells you by mail whether you can continue.
- If you are eligible, you are interviewed. A successful interview moves you on to the standard provider enrollment steps.
- Once enrolled, your name goes on the registry and you are sent a SOC 848 confirming that you have been accepted, along with the registry rules.
- When a recipient hires you, the recipient gets a SOC 854 letter and a SOC 426A to complete and return to the IHSS office, confirming your acceptance and start date.
- You are entered into CMIPS, the state payroll system. When your Social Security number is verified, care agreements are issued and timesheets are ordered.
Monthly check-in. Registry providers phone the IHSS office no later than the 5th of every month or drop off the registry. The call is when you confirm your current address and phone number and ask to appear on that month's "Available Provider" list.
The county adds a caution: registry providers are screened by IHSS, but the recipient, as the employer, is still expected to interview and screen them.
How to become an IHSS provider in Lassen County
The Lassen County pages refer to a standard enrollment process for providers who are not joining the registry, for example a relative or friend the recipient has already chosen, but the steps themselves are not set out on the current pages. CDSS describes the statewide requirements that every county applies:
- complete the SOC 426 provider enrollment form;
- attend the provider orientation, which is given by the county, not by CDSS (the state also posts the orientation videos online);
- sign the SOC 846 provider enrollment agreement;
- clear a state Department of Justice background check, done by Live Scan fingerprinting.
Call Adult Services on (530) 251-8158 to ask how to book orientation and what identification to bring. The Attorney General lists two Live Scan sites in Lassen County, both by appointment:
| Live Scan site | Days and hours | Rolling fee |
|---|---|---|
| Lassen County Office of Education, 472-013 Johnstonville Rd. N, Susanville, (530) 257-2196 | Tuesday to Thursday, 9:00 am to 3:30 pm | $10.00 |
| Lassen County Sheriff's Department, 1405 Sheriff Cady Lane, Susanville, (530) 251-5245 | Monday and Wednesday 1:00 to 3:00 pm; Tuesday and Thursday 10:00 am to 12:00 pm | $5.00 (cash) |
The DOJ says further fees can apply beyond the rolling fee, so check the total before the appointment. Family members hoping to be paid for the care they give can start with getting paid as a family caregiver, and our IHSS provider walkthrough covers the statewide rules.
Timesheets, sick leave and weekly limits
- Electronic Services Portal. Timesheets go in online through the state portal (ESP), where the recipient then signs off on them or sends them back. Providers can also check what they have been paid, manage direct deposit and request sick leave there. Registration trouble goes to the ESP Service Desk on (866) 376-7066, open 8 to 5 on weekdays, major holidays excepted.
- Timesheets after hiring. For registry hires, the county says timesheets are ordered once you are in CMIPS and your Social Security number has been verified.
- Weekly maximum. CDSS caps combined paid hours at 66 a week for a provider who works for more than one recipient.
- Paid sick leave. For fiscal 2026/27, a provider may use up to 40 hours, which CDSS released on July 1, 2026. A newly hired provider has to work 100 authorized hours before using any of it; claims are made online or with the paper SOC 2302, and the balance does not carry past June 30.
We did not find any mention of health or dental coverage for providers on the Lassen County pages, so ask Adult Services whether any benefit is offered.
Adult Protective Services in Lassen County
Lassen County's APS program, also part of Adult Services, includes:
- emergency response in person, at any hour and on any day, when a referral involves an immediate threat to life or a crisis;
- case management;
- information and referrals to community resources;
- emergency shelter or in-home protection when resources allow.

Approved IHSS hours are a cap. Nights, weekends when the usual provider is away, or a few weeks of extra help after a hospital stay have to be arranged privately, with pay agreed by the two sides. A Lassen County family pays nothing to put that job up on CaregiverConnect. Interested caregivers respond, and the family runs its own interviews and becomes the employer of whoever it chooses. Caregivers keep their whole pay, with no commission. CaregiverConnect does not carry out background checks, although caregivers can attach proof of their own, and some features come with optional paid plans. The postings on the Lassen County pages update as families publish them. Neighboring counties have their own guides: IHSS in Plumas County, IHSS in Modoc County and IHSS in Butte County.
