Who is the employer. A family that hires you directly is your employer under California's Domestic Worker Bill of Rights. The state minimum wage ($16.90 an hour from 1 January 2026; some cities set more, for example $17.75 in the City of San Diego) is the legal floor, and a personal attendant earns overtime at 1.5× after 9 hours in a day or 45 in a week. The main exceptions are IHSS recipients and an employer's own parent, spouse or child. Source: California DIR, Domestic Worker Bill of Rights FAQ.

BLS publishes its wage survey for Plumas only as part of a ten-county nonmetro region, together with Colusa, Glenn, Lassen, Modoc, Nevada, Sierra, Siskiyou, Tehama and Trinity. In May 2025 the region had 5,000 people employed as home health or personal care aides, with a $16.50 median and a $17.00 mean, and nursing assistants had a $22.66 median. Plumas County pays IHSS providers $18.50 an hour from January 1, 2026, $1.60 above the state minimum. No Plumas community appears in UC Berkeley's list of local wage ordinances, which leaves $16.90 as the lowest legal rate for private work, with overtime after nine hours in a day or 45 in a week for personal attendants. Facility pay can be higher: the Plumas District Hospital CNA posting listed a base rate of $23.54 to $33.56 an hour for benefited staff.

About 7.3% of Plumas County's labor force was unemployed, on average, between August 2025 and August 2026, according to EDD estimates, against 5.3% for California. The monthly rate ran from 5.4% to 10.7%. With work that uneven, the hours approved through IHSS in Plumas County give a provider steady income.

How to enroll as a provider in Plumas County, with the office phone lines and orientation steps, is in the IHSS Plumas County guide. IHSS wages for every county we cover, with effective dates, are in the IHSS pay by county guide.

How the public numbers relate to private rates, and what affects them, is covered in the caregiver pay guide.

Rules

Caregiver requirements in California, applied to Plumas County

California sets no license for a caregiver hired directly by a family for non-medical help. Registration with the state Home Care Aide Registry comes into play only when a licensed home care agency is your employer, and none of the home care organizations in CDSS's Community Care Licensing file has a Plumas County address. To work as an IHSS provider, start with Plumas County Social Services at 270 County Hospital Road, Suite 207, Quincy, phone (530) 283-6350, weekdays 8:00 to 5:00. CDSS lays out the order: an SOC 426 form delivered in person with a government photo ID and original Social Security card, a Department of Justice fingerprint review, the county orientation, and last the SOC 846 provider agreement. The county site does not describe a separate Public Authority, so direct every question to Social Services. Skilled nursing jobs generally need a CDPH nurse assistant certificate. Caregivers must report suspected elder abuse. Statewide detail: California caregiver requirements.
