For families and caregivers

IHSS Glenn County: phone numbers, Public Authority registry and $17.90 provider pay

In Glenn County, the Adult Services unit of the Health and Human Services Agency takes IHSS referrals and sends a social worker to the applicant's home, and a separate Glenn County IHSS Public Authority runs the provider registry and training. Here you will find the IHSS Glenn County phone numbers, how the referral and home visit work, what providers are paid, how to enroll, and where to report abuse. On October 16, 2026 the county website returned only a bot-check screen to us, so the county facts below rely on Internet Archive captures of Glenn County's pages, each with its date, while the state facts were confirmed that day.

What IHSS covers in Glenn County and who is eligible

According to the county's Adult Services page (archived February 13, 2026), IHSS lets aged, blind and disabled residents who qualify for Medi-Cal remain safely at home rather than move into out-of-home care. It separates two kinds of help:

  • Household services: housekeeping, laundry, cooking and cleaning up after meals, grocery shopping and other errands.
  • Personal care services (PCSP): bladder and bowel care, respiration, bed baths, feeding, dressing, getting in and out of bed, moving around, bathing, oral hygiene and grooming. PCSP may also cover help with medications, travel to medical appointments, paramedical services and protective supervision.

The county is direct about one limit: IHSS is not a 24-hour program. If someone needs care around the clock, the page says they may need a care facility instead.

The statewide tests set by CDSS, the California Department of Social Services, apply on top of that. Applicants must reside in California, have had their Medi-Cal eligibility determined, and live at home or in a residence they picked. CDSS does not treat a stay in an acute hospital, or in a long-term or licensed community care setting, as home.

How to apply: the IHSS Glenn County referral line

The Public Authority's Recipient Resources page (archived April 11, 2026) says the first step is to call Adult Services on 530-865-6164 to start a referral. The county FAQ lists the same number as the IHSS department duty line. Partnership HealthPlan's Glenn County resource sheet, last verified June 24, 2025, places Adult Services at 420 E Laurel Street, Willows, CA 95988.

The county describes what happens after that call:

  1. Referral review. Social workers take the referral and a supervisor reviews it.
  2. Home visit. The assigned social worker arranges a face-to-face visit with the applicant or a relative. A translator from the agency can attend when needed, and so can a friend or family member.
  3. Paperwork at the visit. The IHSS application is completed during the home visit, together with the medical certification, a Universal Release of Information form and any other papers that help show what the applicant needs. At state level that medical form is the SOC 873 Health Care Certification, and CDSS will not let the county authorize services before it arrives.
  4. Hours. If the social worker finds the person eligible, they set the number of IHSS hours per month.

Once services start, CDSS treats the recipient as the provider's boss, responsible for choosing, training and directing them and for ending the arrangement if it fails. Questions to ask at interview, and a sample agreement, are in our checklist for hiring a private caregiver.

Glenn County IHSS provider pay: $17.90 per hour

Glenn County's row in the CDSS wage file (the "IP Effective 10-1-2026" sheet, which we pulled on October 16, 2026) reads $17.90 per hour, in force from January 1, 2026. Butte, Kern, Madera, Sutter and Tuolumne counties match it exactly. Thirteen counties pay less and 39 pay more.

County or referenceHourlyEffective
IHSS, Tehama County$18.40since July 2026
IHSS, Glenn County$17.90since January 2026
IHSS, Butte County$17.90since January 2026
IHSS, Colusa County$17.40since January 2026
State minimum wage (California DIR)$16.90since January 2026

An older Public Authority page, archived in October 2024, still printed $16.75, so rely on the CDSS workbook for the current rate. Pay is set by whichever county holds the recipient's case, so a Glenn County provider whose client is on the Butte or Tehama caseload is paid that county's rate. CDSS notes that rates differ because unions negotiate with each county's employer of record, and that every IHSS paycheck comes from the state, which, for eligible providers, holds back disability insurance and Social Security. In Glenn County the union is SEIU: the Provider Resources page links the Public Authority's MOU with SEIU 2015 for 2023-2026.

California EDD estimates show about 7.1% of Glenn County's labor force unemployed, averaged over August 2025 to August 2026, while the state figure was 5.3%, so steady IHSS hours at a set rate count for a lot here. The UC Berkeley Labor Center's ordinance tracker (page modified September 30, 2026) shows no local wage floor for Glenn County, Willows or Orland, so private care pay here cannot drop under the state's $16.90. Rates for the other 57 counties sit in our IHSS pay by county comparison.

Glenn County IHSS Public Authority: registry lists, hours and contacts

Its stated mission is to look after the well-being of both consumers and providers and supporting good working relationships between them. In practice it does three things for families and caregivers:

  • Registry referrals. A recipient with no relative, friend or acquaintance to hire can call the Public Authority duty line, 530-330-5453, and ask for a list of registry providers.
  • Non-registry providers. If you have already found someone you know, you still contact the Public Authority to tell them you have hired a provider. If that person has never enrolled, they must finish enrollment before they can be paid.
  • Training. It runs provider training, described further down.

According to the FAQ (archived April 14, 2026), the Public Authority office is open from 8 to 5, Monday through Friday, and closed on major holidays. It does not see drop-ins: book an appointment in advance with the Registry staff member you need, or you may not be seen. Besides the duty line, the FAQ lists registry specialist lines (530-865-6148 and 530-865-6151) and a manager line (530-865-6150).

When the Public Authority recruited registry providers (page archived October 2024), it listed flexible schedules, the chance of overtime and travel time under state rules, and EBUPS, the Emergency Back Up Provider Service, which offers short urgent assignments that could be paid at a differential. Registry providers are referred to consumers, paid by the State of California, and hired, trained and supervised by the consumer.

How to become an IHSS provider in Glenn County

The archived Public Authority page set out what a registry applicant needs: valid government-issued identification or a driver's license, a Social Security card, the ability to complete a Live Scan, and no conviction for a crime that could put an IHSS consumer's physical, mental or sexual health, safety or financial security at risk. The page linked a "Continue to Enrollment" button to an online enrollment site.

CDSS describes the statewide steps every new provider completes through the county or Public Authority:

  1. Fill in the IHSS Program Provider Enrollment Form (SOC 426).
  2. Attend the provider orientation. CDSS posts the full orientation video in English, Chinese and Spanish, and the Glenn County Provider Resources page lists the orientation fact sheets every provider is expected to read.
  3. Sign the IHSS Provider Enrollment Agreement (SOC 846).
  4. Be fingerprinted and pass a criminal background check by the California Department of Justice.

Only one Glenn County Live Scan location appears on the Attorney General's list: the Glenn County Sheriff's Department, 141 S. Lassen Street, Willows, (530) 934-6443, weekdays by appointment only, with a $20.00 rolling fee. The DOJ notes that extra charges can be added, so check the full cost with the Public Authority first.

The Glenn County provider enrollment page itself was not readable in any copy we could reach, so confirm the order of local steps with the Public Authority on 530-330-5453. Our statewide IHSS enrollment guide walks through what every county requires, and relatives can find the family rules in IHSS for family caregivers.

IHSS provider training in Glenn County

The Public Authority's training page (archived April 14, 2026) lists three options:

  • CDSS Career Pathways. Open to IHSS and WPCS providers who have finished enrollment. Providers can be paid for the time they spend attending and completing courses.
  • Relias. An online library of caregiving and aging classes; the county names dementia, first aid, mobility and nutrition among the subjects, and a certificate follows each one. There is no charge, but unlike Career Pathways the time is not paid. Register through the Public Authority on 530-330-5453.
  • CPR and first aid. The Public Authority holds two CPR trainings a year under the terms negotiated in its MOU with SEIU. Places are limited, so call to get on the list.

Timesheets, sick leave and changes for Glenn County providers

  • Online timesheets. The Provider Resources page points providers to the CDSS Electronic Services Portal and to videos on inviting a recipient to enroll and on Electronic Visit Verification (EVV), which state and federal rules require of providers living apart from their recipient, who must check in and out.
  • By phone. The county FAQ lists the Telephone Timesheet System on 833-342-5388 and the CDSS help desk on 866-376-7066.
  • Sick leave. Providers get 40 paid sick hours for fiscal 2026/27, starting July 1, 2026; the hours accrue after 100 hours of authorized work. Use the portal or the paper SOC 2302 to take them, and note that any balance lapses on June 30.
  • Address or phone changes. File the SOC 840 or update the portal. For a name change, call the Public Authority on 530-330-5453.
  • Injured at work. Call the IHSS department on 530-865-6164 so the recipient's social worker can collect the details for the workers' compensation administrator.

The Glenn County pages we read do not describe health or dental benefits for providers; the Provider Resources page links CDSS's general sick leave and health benefits material. Ask the Public Authority what the current MOU provides.

IHSS for Willows, Orland and the rest of Glenn County

All of the county's published contacts lead to one Adult Services referral line and the same Public Authority, wherever you live in the county. Because the application is completed during the social worker's home visit, a family in Orland does not have to start with a trip to Willows.

The two cities sit on either side of the state average. EDD estimates show about 7.5% of Willows' labor force was unemployed, on average, between August 2025 and August 2026, above both the county's 7.1% and California's 5.3%. Orland's average was about 4.5%, under the state rate, so the town is not a high-unemployment area; the county's 7.1% gives the wider context.

Where the client's case sits in another county, that county handles it and sets the pay: see IHSS in Butte County, IHSS in Colusa County or IHSS in Tehama County.

IHSS providers are mandated reporters. The county FAQ tells a provider who suspects elder or dependent adult abuse to call APS on 530-865-1178 and also complete form SOC 341, and to call 911 if abuse is happening in front of them. Suspected child abuse goes to Glenn County Child Welfare on 530-934-1429. In October 2024 the county's abuse page accepted a finished SOC 341 by fax (530-865-1697), by mail (Glenn County Adult Protective Services, P.O. Box 611, Willows, CA 95988) or at the Willows HHSA front desk, 420 E. Laurel Street.

Care outside the IHSS hours

Hours beyond those on the recipient's notice are not funded, and the county is clear that IHSS is not round-the-clock care. Evening help, weekend cover or extra hours while a relative is at work are private arrangements whose pay and hours the two sides agree.

A Glenn County family can list that work on CaregiverConnect for free. Caregivers send applications, and the family meets them and hires directly, taking on the employer role. No commission comes out of a caregiver's earnings. We do not screen backgrounds ourselves, though caregivers can display evidence of their own check. Some features need one of our optional paid plans. Budget figures are in our guide to what in-home care costs across California. IHSS providers with room in their week can make a caregiver profile for free; the Glenn County postings update as families publish them.
