Finding in-home caregiver jobs in Winters

Care work in Winters is mostly private and small-scale. The state's health facility file (data date October 16, 2026) shows just one licensed health site in the 95694 ZIP code, the Winters Healthcare primary care clinic on East Grant Avenue; the file has no Winters hospital, hospice, home health agency or nursing facility. Community care licensing records from May 2025 list one licensed home care organization, We Care 4 Yolo on West Main Street, one six-bed adult residential home, and one small elder care home whose license was still pending at that date. So most jobs here are arranged with a family directly or paid through Yolo County IHSS.

The town's largest care-related operation is a kitchen. Meals on Wheels Yolo County cooks all of its meals, more than 6,000 a week, at its Meals on Wheels–Sutter Health Senior Nutrition Center in Winters, and it recruits volunteer delivery drivers, kitchen aides and café servers. That kind of volunteering puts you in front of homebound seniors and gives you a local reference. Bilingual? Make Spanish one of the first things a Winters family reads about you. In ACS 2020–2024 terms, 37.0% of Winters residents (age 5 and up) use Spanish in the home, and the city is 46.8% Hispanic or Latino.

Pay

Caregiver pay in Winters: how much caregivers make

Public figures first, then what they mean for private work. Statistics describe employed aides across the Sacramento–Roseville–Folsom, CA metro (includes Yolo County); private rates on CaregiverConnect are agreed between each caregiver and family and are not tracked by any agency.

Who is the employer. A family that hires you directly is your employer under California's Domestic Worker Bill of Rights. The state minimum wage ($16.90 an hour from 1 January 2026; some cities set more, for example $17.75 in the City of San Diego) is the legal floor, and a personal attendant earns overtime at 1.5× after 9 hours in a day or 45 in a week. The main exceptions are IHSS recipients and an employer's own parent, spouse or child. Source: California DIR, Domestic Worker Bill of Rights FAQ.

About 2.9% of Winters's labor force was unemployed, on average, between August 2025 and August 2026, according to EDD estimates, well below Yolo County (5.7%) and California (5.3%). The city's labor force averaged roughly 3,900 people, and monthly figures stayed between 2.5% and 3.2%. For care work, the clearest local benchmark is Yolo County IHSS at $19.05 an hour, which the Public Authority's own provider page confirms; approved back-up hours add $2.00. The Yolo IHSS guide walks through enrollment.

BLS groups Yolo with three other counties in the Sacramento–Roseville–Folsom metro, where the May 2025 survey found aides' pay at $16.50 (median) and $17.20 (mean), a survey month that predates the $16.90 state minimum. UC Berkeley's Labor Center inventory, updated September 30, 2026, has no Winters ordinance, so $16.90 is the floor for private work in town. Clients across the county line are different: an IHSS client in Dixon or Vacaville is a Solano case at $18.10. With a median household income of $122,951 in Winters (ACS), private families can often pay above the floor; and if a Winters household is your direct employer, that household owes the overtime premium from your tenth hour on any one day, and from the 46th hour you log in a single week.

How to enroll as a provider in Yolo County, with the office phone lines and orientation steps, is in the IHSS Yolo County guide. IHSS wages for every county we cover, with effective dates, are in the IHSS pay by county guide.

How the public numbers relate to private rates, and what affects them, is covered in the caregiver pay guide.

Rules

Caregiver requirements in California, applied to Winters

A Winters family paying you for non-medical tasks needs no state license from you. Before an agency such as We Care 4 Yolo assigns you to a home, CDSS must first list you on its aide registry; the registration costs $35 and covers two years. For IHSS, start with the Yolo County IHSS Public Authority, (530) 661-2676: you complete the state orientation and online enrollment, pay for a Department of Justice Live Scan, and bring ID and work authorization to an in-person appointment. The Public Authority's registry adds its own orientation, a regional background check and a negative TB test. Nursing homes and hospitals, none of which are in Winters, hire CDPH-certified nursing assistants. Under WIC §15630, signs that a Winters elder is being harmed must be reported by any caregiver who notices them; Yolo County APS answers (530) 661-2727 around the clock. Read California caregiver requirements for the full rules.
