How to find an in-home caregiver in Waterford
Waterford is an incorporated city of 9,261 people (California Department of Finance, January 2026), governed by a city council and city manager from City Hall at 101 E Street. When we checked the state licensing files in October 2026, the in-home care options inside the city were few: CDSS licenses one home care organization with a Waterford address, Luxury Touch Home Care on Reid Court, and no elderly residential care home. CDPH lists no home health agency or nursing home in the city. Most families therefore pay a caregiver directly, enroll a relative as an IHSS provider, or use agencies based elsewhere in the county.
Households here are large, averaging 3.57 people in ACS 2020–2024, and 294 grandparents live with their own grandchildren, so the person who needs care often shares a home with working adults and children. Spanish is spoken at home by 37.0% of residents five and older, and about 1,694 of them speak English less than very well. When Spanish is what your parent prefers, say so in the first line of the post, along with the tasks, the days and ZIP 95386. Caregivers appear above in order of distance, and the list changes as new people join.

Evaluating caregivers in Waterford
Before anyone starts, find out which credential the applicant actually holds and look it up. A certified nursing assistant or certified home health aide can be confirmed on CDPH's license lookup. Anyone employed by a licensed agency, including Luxury Touch Home Care, needs a listing on the state's Home Care Aide Registry, run by CDSS. For IHSS, Stanislaus County providers complete enrollment and a Live Scan fingerprint check, and StanLink2Care's registry specialist interviews providers before sending recipients their names. Call two former employers, meet the applicant in your relative's home rather than a café, and try one paid shift together first. CaregiverConnect does not check backgrounds or vet anyone who joins. Any background report has to come from you, ordered after the applicant signs a consent form.
Questions families here ask at interview
- Do you live in Waterford or Hickman, or will you drive in from Modesto or Oakdale each day?
- My mother sees her doctor at the clinic on Bentley Street; can you take her and sit in on the visit if she wants you to?
- Could you pick up refills at the pharmacy on Bentley Street and keep a log of her medications?
- Our house has three generations living together; how would you work around the children's school schedule?
- Have you helped someone move safely from bed to wheelchair or into the shower?
- If my father has a bad day and refuses help, what would you try first?
- Have you already enrolled with Stanislaus County IHSS, and if not, are you open to doing the paperwork and Live Scan?
What in-home care costs in Waterford: hourly rates and schedules
Waterford workers average 27.5 minutes to their jobs (ACS), so many families need cover for the working day: a morning visit to help with washing, dressing and breakfast, then a check before the children come home from school. Some ask for a few hours twice a week to take a parent to the clinic, the library or the grocery store. Others want overnight help after a hospital stay, or a Saturday shift that gives the main family carer a day off.
| Reference point | Hourly | Source |
|---|---|---|
| Employed aides, Modesto, CA metro (Stanislaus County) | $16.50 median | BLS OEWS, May 2025 |
| IHSS provider wage, Stanislaus County | $18.75 | CDSS; effective July 1, 2026 |
| California minimum wage | $16.90 | effective January 1, 2026 |
| Agency non-medical home care, California median (CareScout 2025) | $40.00 | CareScout Cost of Care Survey 2025 |
Who is the employer. When you hire a caregiver directly, you are a household employer under California's Domestic Worker Bill of Rights. The state minimum wage ($16.90 an hour from 1 January 2026; some cities set more, for example $17.75 in the City of San Diego) is the legal floor, and a personal attendant earns overtime at 1.5× after 9 hours in a day or 45 in a week. The main exceptions are IHSS recipients and an employer's own parent, spouse or child. Source: California DIR, Domestic Worker Bill of Rights FAQ.
Waterford has no local minimum wage on the UC Berkeley Labor Center inventory, so the state floor of $16.90 an hour applies to a caregiver you hire. $16.50 was the May 2025 median wage of Modesto-metro home health and personal care aides, IHSS providers in Stanislaus County are paid $18.75 from July 1, 2026, and agency care across California runs at a $40 median in CareScout's survey. ACS finds 11.0% of Waterford residents 65 and older living below the poverty line. IHSS may pay for some hours when your relative is blind, disabled or at least 65, needs help to remain safely at home, and meets the financial test (anyone on SSI/SSP does); a relative can be the paid provider. Overtime is owed to a personal attendant you hire yourself for work beyond 9 hours in one day or 45 in one week.
No agency tracks private rates. A caregiver you hire directly will usually expect more than the employed-aide median and less than an agency rate; every caregiver on this site lists an hourly rate on their profile, and the hiring guide covers taxes and overtime.

Hiring a caregiver in Waterford: frequently asked questions
Can I hire through an agency based in Waterford?
One agency qualifies: Luxury Touch Home Care holds the only CDSS home care organization license at a Waterford address and is listed among the city's local businesses. Ask about its rates and minimum visit length, and compare it with hiring an independent caregiver here.
Are there assisted living or board and care homes in Waterford?
Not according to the CDSS licensing file we checked, which shows no licensed elderly residential care home in the city. IHSS can also help someone return home from a hospital, nursing home or board and care, so ask about it before a discharge.
Which clinics in Waterford can my father use?
CDPH lists four primary care clinics in Waterford, among them Lumira Healthcare's Bentley Street center and the Waterford Community Health Center on Yosemite Boulevard. A caregiver can drive him there or ride route 50 with him.
Can a grandchild or other relative be paid to care for a Waterford grandparent?
Yes, if the grandparent qualifies for IHSS. Stanislaus County allows a recipient to choose a relative or friend; the provider enrolls, passes Live Scan and is paid $18.75 an hour for the hours the county authorizes.
Is there a senior lunch program in Waterford?
Not on the county's current luncheon list. Oakdale and Modesto have weekday sites, and homebound residents 60 or older can call (209) 558-8698, the Senior Information Line, to ask about weekly frozen meals delivered to the door.
