IHSS Burbank: the Glenoaks Boulevard office, phone numbers, pay and applying
One of the seven Los Angeles County In-Home Supportive Services (IHSS) offices is in Burbank, on North Glenoaks Boulevard. If you live in Burbank and want IHSS for yourself or a relative, or you want to be paid as an IHSS provider, this page gathers the local pieces: the office and its numbers, how to start an application, where the city fingerprints applicants, the wage, how to reach Glenoaks by bus or senior shuttle, and Burbank's senior centers. The IHSS Los Angeles County guide covers the rules that apply everywhere in the county. We checked each fact on an official page on October 16, 2026.

The same Glenoaks address is home to a second DPSS unit, GAIN Region VII – East San Fernando Valley (DPSS lists both at 3307 N. Glenoaks), so check the signs for IHSS when you arrive.
Is this your office? DPSS does not post a map or ZIP list showing which IHSS office takes which neighborhood. Give its Services Locator the ZIP 91502 and ask for DPSS offices, and it lists the Burbank IHSS office first, 2.5 miles away, and no other IHSS office appears among the first ten results. That is a guide to distance, not a case assignment; the office that has your file is named in county mail, and the Helpline can confirm it.
Starting an IHSS application in Burbank
Applications go to DPSS centrally rather than to the Glenoaks office. You can apply by calling (888) 944-4477 or (213) 744-4477, by posting a paper SOC 295 to the DPSS IHSS mailbox, PO Box 769 in Rosemead (ZIP 91770), or by faxing the printed form to (562) 684-4264.
What DPSS will expect from the applicant: California residency, a home of their own choosing (hospitals and licensed care facilities do not count), a Medi-Cal application if they are not yet enrolled, and a Health Care Certification (SOC 873) signed by the applicant's doctor or another licensed practitioner. A social worker's interview then decides the services and monthly hours. Approval means the recipient hires and supervises their own provider, who can be a family member, friend or neighbor.
Medi-Cal near Burbank. The DPSS office list does not show a general district office in Burbank. The Services Locator's nearest one to ZIP 91502 is Glendale – 02, at 4680 San Fernando Rd., Glendale, CA 91204, which offers Medi-Cal, CalFresh, CalWORKs and General Relief. DPSS also takes applications online through BenefitsCal and by phone on (866) 613-3777.
Becoming an IHSS provider in Burbank, and the city Live Scan site
The county's provider steps are described in full in our Los Angeles County guide. Briefly, you phone the Helpline, complete an orientation in person or online, visit an IHSS office with identification to submit the enrollment forms, and then clear a state criminal background check. PASC, the county's IHSS Public Authority, says orientation is booked through whichever IHSS office is managing the recipient's file, which for a Glenoaks case means the Burbank office.
Fingerprints through the city's own Live Scan service. DPSS requires fingerprints to be taken at a location the state Attorney General has approved for the county. That list included seven Burbank addresses on October 16, 2026, one of them run by the city itself:
- City of Burbank Live Scan, 301 E. Olive Avenue, Burbank, CA 91502, (818) 238-5340.
- Appointments only: Tuesday 1 to 5 pm, Wednesday 9 am to 1 pm, Thursday 1 to 5 pm and Friday 9 am to 1 pm.
Bring a current photo ID; the Attorney General says expired cards are refused and that fees differ from site to site. PASC notes that the cost of fingerprinting falls on the provider. Until the whole enrollment process is complete, no IHSS pay can be issued.
The PASC Homecare Registry for Burbank
Recipients in Burbank who have no one to hire can ask the Personal Assistance Services Council (PASC) for help finding a provider; DPSS points recipients there. Providers who want to be found join PASC's registry, which is run from 3452 E. Foothill Blvd., Suite 900, Pasadena, CA 91107.
To join, a provider first has to be eligible for IHSS work, having completed the county orientation and cleared the Department of Justice check. The Registry Provider Application can be submitted on PASC's website, emailed, posted, or faxed to (818) 206-8000, or handed in at the Pasadena office between 9 am and 4 pm on weekdays, first come, first served. PASC also holds two-hour recruitment meetings in various cities through the year; the registry line is (877) 565-4477, option 2 and then 1. People with Tier 2 convictions are excluded.
IHSS pay rate for Burbank providers
Providers serving Burbank recipients are paid the Los Angeles County IHSS wage, $19.64 hourly since January 1, 2026. The DPSS provider page quotes it, and the Los Angeles line of the CDSS wage workbook dated October 1, 2026 agrees. DPSS also lists the back-up rates: $21.64 for the state Back-Up Provider System and $22.64 for the Back-Up Attendant Program. Our county-by-county IHSS pay guide puts the Los Angeles rate in context.

Private care on top of IHSS
Authorized IHSS hours are fixed, and a Burbank family often needs cover the county does not pay for, such as nights, weekends or respite for the relative already on the IHSS timesheet. That is private care, arranged and paid by the family. On CaregiverConnect a family can post the shifts for free, get replies from caregivers and hire directly as the household employer, at whatever rate they agree above the legal minimum. Caregivers pay no commission. We do not background-check users; a caregiver can choose to upload proof of a check. Some features are part of optional paid plans. Start with Burbank caregiver jobs or caregivers in Burbank; what you see there changes as families post.
