IHSS Moreno Valley: office, phone, pay rate and how to apply
Riverside County lists three In-Home Supportive Services (IHSS) offices, and one of them is in Moreno Valley, at 12125 Day Street. The county does most IHSS business by phone and online, so a Moreno Valley resident usually starts with the IHSS HOME line or RiversideIHSS.org and books a visit to Day Street only when one is needed. This page covers that office, how to apply from Moreno Valley, what the Public Authority asks of new caregivers, the county wage, the buses and Dial-A-Ride service that reach Day Street, and city resources for older adults. All of it comes from county, Riverside Transit Agency, City of Moreno Valley and CDSS pages read on October 16, 2026; countywide detail sits in our Riverside County IHSS guide.

The Department of Public Social Services (DPSS) runs IHSS through its Adult Services Division, and its IHSS location list gives Hemet, Moreno Valley and Indio. For each of them the county makes the same request: call the IHSS HOME line first to schedule an appointment, at that office or another DPSS office, so that staff and resources are ready when you arrive. The county does not publish a separate phone number for the Day Street building.
The county also does not post a rule tying ZIP codes such as 92551, 92553, 92555 or 92557 to one office, so the appointment is set when you call. Many tasks never need a visit: RiversideIHSS.org, the county says, lets you apply, submit documents, check the status of existing requests and reach other services without traveling.
Medi-Cal first. IHSS depends on Medi-Cal eligibility. Moreno Valley also has a DPSS Self-Sufficiency office, at 12625 Heacock Street, Moreno Valley, CA 92553, that handles Medi-Cal along with CalFresh and CalWORKs. Appointments there are made through the DPSS customer service number, 1-877-410-8827, for weekday visits.
How to apply for IHSS from Moreno Valley
Moreno Valley residents can apply in either of two ways:
- Online at RiversideIHSS.org, which has an application in English and one in Spanish.
- By phone through the IHSS HOME Call Center, (888) 960-4477. RiversideIHSS.org says calls are answered from 7:30 in the morning to 5:30 in the evening on weekdays other than county holidays; the DPSS Public Authority page gives 8 a.m. to 5 p.m. Calling inside the shorter window is the safe choice.
Riverside County's Adult Services Division sets out three conditions. The applicant has to qualify for Medi-Cal in California. Their disability must be one likely to continue beyond a year. And a doctor or other medical professional must decide that, without IHSS, remaining at home would not be safe. After you apply, the standard state sequence follows (a home assessment, the SOC 873 health care certification and a written decision), as summarized in the county guide.
Already receiving IHSS and need a caregiver? The Public Authority's registry matches clients with caregivers who have been recruited and screened, and the client makes the final choice. The county describes the service as free; ask for it on the same HOME line.
Becoming an IHSS caregiver in Moreno Valley
Every new caregiver, whether hired by a relative or joining the registry, begins with a call to IHSS HOME on (888) 960-4477. Be ready to say which you are: an Individual Provider, meaning you already have an eligible client with an approved Notice of Action, or a Public Authority Registry Provider, meaning you have no client yet or want referrals to new ones.
The live Public Authority page lists the enrollment requirements: the enrollment packet; identity documents (a current, government-issued photo ID plus your Social Security card); fingerprints by Live Scan, using Riverside County's own form, for a state Department of Justice check; the state orientation videos in the BOUNDS portal, registration for electronic timesheets and direct deposit, and an in-person orientation that all new Riverside County providers must attend. On top of that, anyone joining the registry must pass a drug and alcohol screening; the county's Become a Caregiver page says the Public Authority covers its cost. None of the county pages we fetched name a location for that in-person orientation, so ask where and when it meets during your HOME call.
A few Moreno Valley connections from the county's 2023 IHSS and Public Authority Caregiver Handbook: W-4 forms for tax withholding go to the Public Authority at PO Box 7300, Moreno Valley, CA 92552-9901, and registry caregivers update availability through the Registry Dispatch Unit on 1-800-915-1777. Because the handbook is dated March 2023, confirm both on your HOME call.
The Public Authority offers free monthly trainings to current Riverside County IHSS caregivers, registered through Eventbrite; most sessions listed for October and November 2026 are online. Background-check tiers and timesheet rules are covered in our IHSS provider how-to.
IHSS pay rate in Moreno Valley
IHSS wages follow the client's county. For a Moreno Valley client that is Riverside County, which CDSS's statewide wage spreadsheet (its "IP Effective 10-1-2026" tab, as we found it on October 16, 2026) puts at $19.90 an hour, effective May 1, 2026. The Public Authority's own page also says Riverside County IHSS caregivers currently earn $19.90 per hour. Compared with California's 2026 minimum wage of $16.90, that is $3.00 an hour higher (our illustrative arithmetic).
A provider who also works for a client living in San Bernardino County is paid that county's rate for those hours; see the IHSS pay by county table. Overtime, the weekly limit for multiple clients, sick leave and the Walker Insurance health plan are covered in the county guide.
Getting to the Day Street IHSS office by bus or Dial-A-Ride
RTA buses. Riverside Transit Agency's published stop data (its GTFS feed, valid September 13, 2026 to January 9, 2027) shows two routes with stops on Day Street near the office:
- Route 16, UCR to Moreno Valley Mall: stops at Box Springs Road and Day Street and at Day Street and Canyon Springs Parkway.
- Route 18, Sunnymead Ranch, Moreno Valley Mall and Corporate Centre Place: stops at Day Street and Canyon Springs Parkway.
A local RTA fare is $1.75; seniors, riders with disabilities, Medicare card holders and veterans pay 75 cents, or $2.50 for a day pass. For times and the walk from your stop, RTA's Customer Information Center answers on (951) 565-5002.
Senior/Disabled Dial-A-Ride. RTA runs Dial-A-Ride in Moreno Valley. People 65 and older and people with disabilities can book local trips within one city, inside three-quarters of a mile of a local bus route, during bus service hours, by calling 1-800-795-7887. No application is needed; bring proof of age or disability on the first trip and photo ID on every trip. The city lists hours of 6 a.m. to 10 p.m. Monday to Saturday and 6 a.m. to 8 p.m. on Sunday, at $3 per passenger. Riders who need ADA Priority Dial-A-Ride, which reaches beyond one city, must apply first and have a physician or licensed professional complete a Healthcare Professional Verification Form.
MoVan. The city also lists MoVan, a single non-ADA van run by Friends of Moreno Valley Senior Center for Moreno Valley residents aged 60 and older and adults with disabilities. It takes riders curb to curb to the senior center and one way to medical appointments and shopping. Reserve 24 hours ahead on 1-833-745-8454, weekdays 8 a.m. to 3:30 p.m.; fares are donations of $1 for local trips and $2.50 for medical trips outside the city within 20 miles.

You interview, pick, agree pay at or above the minimum, and employ the caregiver yourself. Caregivers keep 100% of what they earn.
