Finding in-home caregiver jobs in Winterhaven

Everything near Winterhaven is in Arizona and everything that governs the work is in California. The hospital is Onvida Health at 2400 S. Avenue A in Yuma, about four road miles; the college, the job market and most shops are across the river too. But a Winterhaven address is an Imperial County address: IHSS here pays the Imperial County rate ($18.83), the California minimum wage of $16.90 applies when a family hires you directly (Arizona’s is $15.15), California overtime rules for personal attendants apply, and the county Department of Social Services is the agency that assesses IHSS hours, 58 road miles away in El Centro, with a local outpost, San Pascual Healthy Start, at 676 Baseline Road, (760) 572-0222. A caregiver who lives in Yuma and takes a Winterhaven client is working under California law for those hours.

One in four Winterhaven residents is 65 or older (24.6% in the 2020 Census, the highest share of any Imperial County community on this site), and 11% are American Indian; the community is partly on the Fort Yuma Indian Reservation, whose Quechan tribal Elder/Family Services, Senior Center and Community Health Representative programme serve tribal elders from Quechan Drive and Picacho Road. CaregiverConnect has no Winterhaven members yet on either side; the closest are in Yuma, and the postings below are gathered from 50 miles around ZIP 92283, a circle that includes Yuma and the Foothills. If you work both sides of the river, keep two rate cards and read the Yuma page for the Arizona side.

Pay

Caregiver pay in Winterhaven: how much caregivers make

Public figures first, then what they mean for private work. Statistics describe employed aides across the El Centro, CA metro (Imperial County); private rates on CaregiverConnect are agreed between each caregiver and family and are not tracked by any agency.

MeasureHourlySource and coverage
Home health and personal care aides, El Centro, CA metro (Imperial County)$16.50 median ($16.61 mean)BLS OEWS, May 2025; 8,020 jobs; concentration 4.42× national
IHSS provider wage, Imperial County$18.83CDSS; effective January 1, 2026
California minimum wage$16.90effective January 1, 2026

Who is the employer. A family that hires you directly is your employer under California's Domestic Worker Bill of Rights. The state minimum wage ($16.90 an hour from 1 January 2026; some cities set more, for example $17.75 in the City of San Diego) is the legal floor, and a personal attendant earns overtime at 1.5× after 9 hours in a day or 45 in a week. The main exceptions are IHSS recipients and an employer's own parent, spouse or child. Source: California DIR, Domestic Worker Bill of Rights FAQ.

The figures above are for the El Centro metro area because that is the statistical area Winterhaven belongs to, but the labour market a Winterhaven caregiver actually competes in is Yuma’s: 780 employed aides across the river at a $16.61 median (May 2025), against 8,020 in Imperial County. The two things that make a Winterhaven client worth more than a Yuma one are the California wage floor, $1.75 an hour above Arizona’s, and California IHSS, which Arizona does not have. Quote California rates for Winterhaven work and say which state a client lives in before you agree a figure.

How to enroll as a provider in Imperial County, with the office phone lines and orientation steps, is in the IHSS Imperial County guide. IHSS wages for every county we cover, with effective dates, are in the IHSS pay by county guide.

How the public numbers relate to private rates, and what affects them, is covered in the caregiver pay guide.

Rules

Caregiver requirements in California, applied to Winterhaven

California rules, applied from a long way off. A caregiver hired directly by a Winterhaven family for non-medical care needs no licence; the state Home Care Aide Registry is mandatory for agency aides only and optional ($35, Live Scan) for independents. IHSS providers must enrol through the Imperial County Public Authority in El Centro, which means orientation and fingerprinting there, not in Yuma. A certified nursing assistant trained in Arizona holds an Arizona certificate; California keeps its own CNA registry through CDPH, so check with CDPH before relying on an Arizona credential for California facility work. Anyone caring for an elder in California is a mandated reporter; the Imperial County 24-hour Adult Abuse Hotline is (760) 337-7878, and for tribal elders the Quechan Elder/Family Services office coordinates Adult Protective Services referrals. The California requirements guide has the full picture; Arizona’s rules are on the Yuma page.

The area

Winterhaven in numbers

The 2020 Census counted 390 people and 164 housing units in the Winterhaven CDP: 75.4% Hispanic or Latino, 11% American Indian, median age 41, and 96 residents aged 65 or over. The Colorado River is the community’s southern boundary, Yuma is on the far bank, and the part north of Interstate 8 lies on the Fort Yuma Indian Reservation. By road it is about 4 miles to Onvida Health, 47 to Holtville and 58 to El Centro, so Imperial County’s senior services (the Area Agency on Aging, the IHSS Public Authority, the job centres) are a day trip, while Yuma’s are next door.

That geography is why this page exists: Winterhaven residents are Californians served by Arizona institutions, and the tribal programmes on Quechan Drive are the only elder services physically in the community. For the Arizona side of the river, including Arizona Western College and the winter-visitor season, see Yuma; for the rest of the county, the Imperial County page.

Questions

Caregiver jobs in Winterhaven: frequently asked questions

I live in Yuma. Does a Winterhaven client count as California work?

Yes. The hours are worked in Imperial County, so the $16.90 California minimum, California overtime for personal attendants and California mandated-reporter duties apply, and the client’s IHSS case, if any, is an Imperial County case paid at $18.83.

Where do I enrol for IHSS if my client is in Winterhaven?

With the Imperial County IHSS Public Authority in El Centro, about 58 road miles; ask San Pascual Healthy Start on Baseline Road, (760) 572-0222, what can be started locally before you make the trip.

Are there caregiver postings in Winterhaven?

None from Winterhaven itself yet, and nobody has joined from the community. The 50-mile circle above is dominated by Yuma, which has its own page; set your profile to cover both and say which state each client is in.

Can I get to Winterhaven by bus?

YCAT’s Blue 5 serves Winterhaven, Andrade and the Quechan Casino, and Turquoise 10 runs between Yuma, Winterhaven and El Centro; the full fare is $2. IVT routes do not reach Winterhaven.

Does an Arizona CNA certificate work in California?

Not automatically; California runs its own CNA registry through CDPH. For private non-medical care hired directly by a family it does not matter, since no certificate is required in either state.
