How to find an in-home caregiver in Palermo

Palermo is an unincorporated community in Butte County, counted by the Census Bureau as a census-designated place with 5,266 residents in ACS 2020–2024. It skews older: 1,217 people are 65 or over, 77 of them 85 or older, and 263 older residents live alone. Disability is common in later life here. ACS reports 51.0% of residents 65 and over with a disability, compared with 33.3% across Butte County. When you post, be specific about the help needed, such as transfers, bathing, toileting or supervision for memory loss, so a caregiver can judge whether the job fits their experience.

Plan for transport. Almost every Palermo worker drives, ACS shows no public transit commuters, and 103 households have no vehicle. If your parent needs rides to appointments, ask for a caregiver with a car and a clean driving record, and say who pays for fuel. Spanish is the home language of 12.1% of residents five and older; if a relative is more at ease in Spanish or another language, include it in the post. Profiles nearest your ZIP code appear first in the list below, and the list grows as caregivers join.

Choosing well

Evaluating caregivers in Palermo

Ask what each applicant holds and verify it yourself. A CNA certificate can be checked with CDPH. A Butte County IHSS provider has watched the state orientation, signed the SOC 846 agreement and been cleared by a Department of Justice fingerprint check; the Public Authority notes that certain serious crimes, which it groups into Tier 1 and Tier 2, bar a person from IHSS work. Independent caregivers are rarely on the Home Care Aide Registry, which is required only for agency staff, and the state files list no licensed home care agency in Palermo. Call at least two references and ask what the person did on a difficult day. Pay for a short trial shift while a family member is present. CaregiverConnect does not check identity, criminal records or references, so those steps are yours, and any background report needs the applicant's written consent first.

  • Have you cared for someone coming home from Oroville Hospital or a post-acute center?

Schedules and cost

What in-home care costs in Palermo: hourly rates and schedules

Morning help. Two to four hours for getting up, bathing, breakfast and medicines is a common first request. Clinic days. Longer blocks when a visit in Oroville is booked, including waiting time. Bus-dependent caregivers. B-Line Route 30 passes Palermo Road only three times each way on weekdays, so match shift start and end times to the bus or offer mileage. After a hospital stay. Families often add evening or overnight cover for the first weeks.

Who is the employer. When you hire a caregiver directly, you are a household employer under California's Domestic Worker Bill of Rights. The state minimum wage ($16.90 an hour from 1 January 2026; some cities set more, for example $17.75 in the City of San Diego) is the legal floor, and a personal attendant earns overtime at 1.5× after 9 hours in a day or 45 in a week. The main exceptions are IHSS recipients and an employer's own parent, spouse or child. Source: California DIR, Domestic Worker Bill of Rights FAQ.

The UC Berkeley Labor Center's ordinance list has no entry for Palermo, which leaves the state minimum of $16.90 as the floor for a direct hire. Butte County IHSS pays its providers $17.90, aides in the Chico metro (all of Butte County) earned a $16.50 median in May 2025, and CareScout puts the California median for agency home care at $40 an hour. If you employ a personal attendant, pay 150% of the hourly rate for any time past 9 hours on a single day or 45 hours across the week. The ACS median household income in Palermo is $50,588, so long private schedules are out of reach for many families. If your relative has Medi-Cal, apply for IHSS first; the program requires a Medi-Cal eligibility determination, and approved hours can pay a caregiver your relative chooses, including a family member.

No agency tracks private rates. A caregiver you hire directly will usually expect more than the employed-aide median and less than an agency rate; every caregiver on this site lists an hourly rate on their profile, and the hiring guide covers taxes and overtime.

How do we start IHSS for a parent who lives in Palermo?

Call Butte County IHSS intake; the Public Authority site gives 530-552-6162. Your parent needs a Medi-Cal eligibility determination. If approved, they can hire a relative or friend, or ask the registry for a provider.
