IHSS Oakland: the Eastmont Town Center office, phone, $22.10 pay and how to apply
Oakland is the one city in Alameda County where In-Home Supportive Services (IHSS) is local in the literal sense: the county's IHSS lobby, the provider orientation room and the Public Authority for IHSS all share Eastmont Town Center at 6955 Foothill Blvd. in East Oakland. This page is for Oakland households and caregivers who want the practical detail: office hours, which suite to walk into, how to apply without leaving home, which AC Transit lines stop outside, and the city's own senior and paratransit programs. The county-wide rules are in our IHSS Alameda County guide. We checked each fact against its source on October 16, 2026.

The IHSS office serving Oakland: Eastmont Town Center
The Public Authority's IHSS contact page gives the visiting address and hours for the county program:
| Item | Details |
|---|---|
| Walk-in office | Eastmont Town Center, 6955 Foothill Blvd., 1st Floor, Suite 143, Oakland, CA 94605 |
| Office hours | Monday through Friday, 8:30 AM to 5:00 PM |
| New applications | (510) 577-1800 |
| Current recipients, social worker, enrollment packets | (510) 577-1900 |
| Provider payroll (same hours) | (510) 577-1877 |
| Mailing address for IHSS | 6955 Foothill Blvd., Ste. 300, Oakland, CA 94605 |
None of the county or Public Authority pages we read assign IHSS cases by city or ZIP code, and the Public Authority calls IHSS "a state program administered by Alameda County", so a resident of any of the Oakland ZIP codes on our city page, from 94601 to 94621, deals with this single office. The county's lobby is Suite 143; Suite 300 upstairs is a mailing address. Adult Protective Services takes mail on the 3rd floor of the same building.
The Public Authority's FAQ suggests visiting the IHSS office if you want to talk to staff in person and pick up brochures, fact sheets and forms.
Applying for IHSS from an Oakland address
The Social Services Agency's How to Apply tab offers five routes. You can apply yourself or through an authorized representative, and anyone who refers you (a third-party referral) triggers a call from the county to you or your representative to complete it.
- Phone: call (510) 577-1800 and complete the application with a live staff member.
- Email: send the signed SOC 295 to IHSSSOC295Apps@acgov.org.
- Fax: (510) 577-1803.
- Mail: to the IHSS program of Adult & Aging Services at 6955 Foothill Blvd, Ste. 300, Oakland, CA 94605.
- In person: drop the signed SOC 295 at the Adult & Aging Services Lobby, Ste. 143, same address.
After that, the steps are the same countywide: the SOC 873 form is completed by a physician, a social worker visits your home, and a Notice of Action sets your approved tasks and monthly hours. You then hire and supervise your own provider. The county guide walks through each stage and the rules for keeping services.
Provider orientation and the Public Authority, both at Eastmont
Orientation. According to the Public Authority's IHSS Programs page, every new provider attends a 1.5-hour IHSS orientation held at the IHSS offices, and sessions run daily. You watch the state-mandated video, and county staff check your original government photo ID (it must be unexpired) and your Social Security card, which must be signed. The enrollment packet that starts the process is requested by the recipient on (510) 577-1900 or at the office, and both of you sign it.
Live Scan. The fingerprint form, titled "Request for Live Scan Service", is handed out at orientation and can also be collected from the IHSS offices on weekdays. Any Live Scan vendor can take your prints, and the fee is yours to pay. The first timesheet goes out from the state payrolling center only after the forms, orientation and background check are processed, and the Public Authority warns that this can take a month or more. If nothing arrives, call payroll on (510) 577-1877 or go to the office; payroll staff also handle lost or late checks, address changes and employment verification (allow 10 business days).
The Public Authority for IHSS. Its in-person address is the same Suite 143 (mail goes to Suite 300), main phone (510) 577-3552. Recipients already on IHSS who need a list of screened providers call the registry on (510) 577-1980; providers who want to join it call (510) 577-5694. Being on the registry is optional: anyone who has passed the Department of Justice check and attended the county orientation can work as a provider, and the registry does not guarantee work.
If a provider has an unresolved pay problem, the Public Authority FAQ points them to their union, SEIU 2015, on 1-855-810-2015.
IHSS pay in Oakland: $22.10 an hour
The IHSS wage depends on the county where the recipient lives. For a recipient in Oakland or anywhere else in Alameda County, the state's county wage file (CDSS, sheet "IP Effective 10-1-2026") gives $22.10 an hour, effective July 1, 2026.
| Hourly rate | Amount | Source |
|---|---|---|
| IHSS provider wage, Alameda County | $22.10 | CDSS wage workbook |
| Oakland minimum wage from January 1, 2026 | $17.34 | City of Oakland official notice |
| California floor since January 1, 2026 | $16.90 | California DIR |
The IHSS figure is $4.76 above Oakland's minimum (our subtraction, for illustration). The city rate, set under Measure FF, covers employees who do at least two hours of work in a workweek inside Oakland, and the same notice gives Oakland employees their own paid sick leave accrual of one hour per 30 worked. That matters for private hours a family pays for itself. Questions about the city rules go to the Department of Workplace and Employment Standards, 510-238-6258. Overtime, travel time and IHSS sick leave rules are in the county guide; the county-by-county pay table lists every other county.
Getting to Eastmont by AC Transit or paratransit
The office sits beside Eastmont Transit Center. In AC Transit's GTFS schedule data (the feed the agency publishes on its Data & API Resource Center, valid through April 3, 2027), the transit center's stops and the Foothill Blvd & Eastmont Transit Center stops lie within about 60 meters of the address (our measurement from the stop coordinates and the Census geocode). The lines serving them:
- 40 Foothill - Bancroft - Bay Fair
- 45 Seminary - Sobrante Park
- 57 40th St. - MacArthur
- 73 73rd Ave. - Coliseum - Airport

East Bay Paratransit is for riders whose disability or health condition keeps them from using regular AC Transit or BART service independently. You fill in a written application and attend an in-person interview; call (510) 287-5000, option 5, to book it. If the decision takes longer than 21 days you may ride in the meantime, and eligibility lasts five years.
City of Oakland rides. Oakland Paratransit for the Elderly & Disabled (OPED) subsidizes taxi, Uber or Lyft and wheelchair van trips for residents 70 and older, or 18 to 69 if they are active East Bay Paratransit clients; there is no income test. Options include GoGo Grandparent (1-855-464-6872, ask for the "City of Oakland Partnership"; an $8.00 discount on up to 8 rides), discounted taxi scrip and van vouchers. OPED's walk-in front desk is at 200 Grand Avenue, Room 106.

Private care in Oakland on top of IHSS
Hours outside the Notice of Action, such as overnights, weekends or time off for a family member serving as the paid provider, are private work. Inside Oakland the household must pay at least the city's $17.34.
Families can post those hours on CaregiverConnect at no charge, and caregivers apply to them. You interview, hire directly and become the employer; nobody pays a commission. We do not background-check caregivers, though a caregiver can upload proof of a check they obtained. Optional premium plans are available.
