How to find an in-home caregiver in Windsor

Windsor has a sizable older population living on its own. In the ACS 2020–2024 estimates, 17.5% of residents are 65 or older, 35.9% of households include a person of that age, and about 1,361 seniors live alone, most of them women (983). Of residents 65 and up, 27.8% report a disability. Describe the visits you have in mind: a morning check, a hot lunch, the evening medications, or a few hours on the days nobody in the family is free.

Ask for a Spanish speaker if your parent prefers it. Spanish is spoken at home by 25.6% of Windsor residents five and older, and 10.1% of residents report limited English. Mention transport too: the Route 66 Windsor Shuttle is free inside town, but most visits still depend on a car, and 4.5% of Windsor households have none. Profiles listed below are those closest to 95492, and the list grows as caregivers register.

Choosing well

Evaluating caregivers in Windsor

Check the credentials that apply. Windsor has no home care agency of its own in state licensing data, so if an applicant says an agency employs them, ask for the agency name and their Home Care Aide Registry number from CDSS; for someone you hire yourself, registration is optional. A nurse assistant should give you a CDPH certificate number. If the applicant works through Sonoma County IHSS, ask when they enrolled and whether they joined the Public Authority registry. Then call two former employers, introduce the finalist to your parent, and start with one paid trial visit while you or a sibling is there. CaregiverConnect itself does not verify or screen anyone. Background reports are something you order yourself, and only with the candidate's signed consent.

Questions families here ask at interview

  • Which part of Windsor or Santa Rosa do you live in, and could you reach Foxwood Drive by 9 on weekdays?
  • Would you go with my mother to a class or the therapeutic pool at the Windsor Senior Recreation Center?
  • Have you taken a client to dialysis, and could you wait during the treatment?
  • My father mostly speaks Spanish. Could you keep the whole visit in Spanish?
  • Are you on the Sonoma County IHSS provider list, or would you need to enroll?
  • If my mother were admitted to a Santa Rosa hospital, how would you help when she came home?
  • Late in the day my father gets restless and tries to go out. How would you handle it?
Schedules and cost

What in-home care costs in Windsor: hourly rates and schedules

Short daily visits. One or two hours for breakfast, pills and a safety check, or a second visit in the evening. Center and errand days. A ride to the Senior Recreation Center or a medical appointment, then shopping, laundry and dinner. Respite blocks. A weekend day or an overnight so the family member doing most of the care can rest, and extra hours for a few weeks after a hospital stay.

Who is the employer. When you hire a caregiver directly, you are a household employer under California's Domestic Worker Bill of Rights. The state minimum wage ($16.90 an hour from 1 January 2026; some cities set more, for example $17.75 in the City of San Diego) is the legal floor, and a personal attendant earns overtime at 1.5× after 9 hours in a day or 45 in a week. The main exceptions are IHSS recipients and an employer's own parent, spouse or child. Source: California DIR, Domestic Worker Bill of Rights FAQ.

Santa Rosa and Petaluma have local wage ordinances on UC Berkeley's Labor Center list; the Town of Windsor has none, which leaves $16.90, the state minimum, as the lowest lawful wage for a caregiver your household employs. Other numbers to compare: aides across the Santa Rosa–Petaluma metro had a $17.72 median in May 2025, IHSS in Sonoma County has paid $20.25 since March 1, 2026, and CareScout's 2025 survey reports a $40 median for agency non-medical care in California. A private hire usually costs between the IHSS rate and the agency price, more for overnight work or dementia care. Personal attendants you employ earn overtime once they pass nine hours in a day or 45 in a week. Before paying privately, ask about IHSS: Sonoma County accepts residents living in their own home who need help to stay there safely, are on or eligible for Medi-Cal, and return a health care certification form. Start through Information and Assistance at (707) 565-4636.

No agency tracks private rates. A caregiver you hire directly will usually expect more than the employed-aide median and less than an agency rate; every caregiver on this site lists an hourly rate on their profile, and the hiring guide covers taxes and overtime.
