For families and caregivers in Salinas

IHSS Salinas: the La Guardia Street office, phone, $21.04 pay and how to apply

Salinas holds the In-Home Supportive Services (IHSS) office that receives Monterey County's mailed applications, at 730 La Guardia Street in the 93905 ZIP code, and to the county's Area Agency on Aging and its regional caregiver resource center. This page is for Salinas families and caregivers who want the local specifics: where to send or drop off an application, what happens at the provider enrollment appointment, which MST bus reaches La Guardia Street and when, and which local agencies help older residents and family caregivers. The county-wide rules are in our IHSS Monterey County guide. All county details come from its live pages as they stood on October 16, 2026.

The IHSS office for Salinas: 730 La Guardia Street

The county's Aging & Adult Services page names two places where IHSS applications can be dropped off and paper copies picked up. For Salinas residents the relevant one is in the city:

Phone (IHSS, payroll, enrollment, information)831-755-4466

Fax for applications831-796-8667

The page does not assign residents to an office by city or ZIP code, so households in any of the Salinas ZIP codes on our city page (93901, 93905, 93906 and 93907) can use La Guardia Street, the phone or the fax. According to the same page, social workers answer 831-755-4466 on weekdays between 8:00 AM and 5:00 PM. The county does not post separate walk-in hours for the La Guardia office, so call before making a special trip.

Applying for IHSS from Salinas

The county accepts an IHSS application four ways: by calling 831-755-4466, by faxing the completed form to 831-796-8667, by mailing it to the La Guardia Street address, or by dropping it off there in person. The form is the state's SOC 295, which the county links in English and Spanish; printed copies are kept at both offices.

The county frames IHSS as non-medical help at home for seniors on low incomes and for disabled children and adults: housework, meals, laundry, rides to medical care, and personal care like bathing, dressing and grooming. Whether you qualify turns on income and resources. After you apply, a licensed health care professional must sign the SOC 873, and a county social worker then judges which tasks you need and for how many hours; the county guide covers those steps.

Two county handbooks help families prepare: the IHSS Consumer Handbook in English and the Manual del Consumidor in Spanish, both linked from the Aging & Adult Services page.

Becoming an IHSS provider in Salinas: the enrollment appointment

New providers start online. The county's enrollment instructions (a PDF the county published on August 28, 2026) list four steps, all to be finished within 90 days:

  1. Online system. Create a profile, view the mandatory orientation videos, e-sign the forms, then use the online calendar to book a face-to-face appointment, about half an hour long, with the county's Provider Enrollment staff. The county's Aging & Adult Services page says the appointment is at the Monterey County IHSS office; the address is confirmed when you book.
  2. The appointment. Arrive 10 minutes early to check in with lobby staff; a no-show means creating a new profile and watching the videos again. Staff check the original Social Security card and an unexpired photo ID issued by a U.S. government agency, with the same name on both; non-citizens add proof of work authorization, and minors a school work permit. Staff give you a Live Scan form, a SOC 426A if you already care for a recipient, help with the online timesheet account, and information on attending an SEIU 2015 presentation.
  3. Fingerprints. Staff supply a vendor list, but any Live Scan operator will do. The provider covers the cost, which the county says usually runs $57 to $80.
  4. Paperwork. If any required document is still missing 90 days after the appointment, enrollment is not completed.

To check progress, call 831-755-4466, choose option 3 and then option 3 again. Already an IHSS provider elsewhere in California during the past year? No re-enrollment is needed: the recipient files a SOC 426A with Monterey County IHSS payroll or adds them in the Electronic Services Portal. Paper timesheets are not handed out at the local office; county staff help providers set up an online account instead.

The Monterey County Public Authority registry for Salinas families

The Public Authority for IHSS keeps a registry that matches recipients with enrolled providers by experience and task preference, arranges training and offers mediation. An active provider joins by completing the online registry application after the "Welcome" letter that ends enrollment; providers who plan to work for one person only and do not want referrals do not need to apply. If the person you care for is not yet on IHSS, the Public Authority directs you to an information and referral social worker at 831-755-4466 instead. Once listed, providers can change their available days, hours and service areas through an online update button around the clock.

Health insurance. The same page describes coverage from Central Coast Alliance for Health, costing the provider $15.00 a month. The budget covers only a limited number of people: you must have worked 80 or more hours monthly for an IHSS recipient in three consecutive months, and when no slot is open you go on a waitlist.

IHSS pay in Salinas: $21.04 an hour

The IHSS wage follows the recipient's county. For a recipient living in Salinas or elsewhere in Monterey County, the CDSS workbook (sheet "IP Effective 10-1-2026") shows $21.04 an hour, effective July 1, 2026.

Private care in Salinas alongside IHSS

Hours the county does not authorize, such as weekend relief, nights or cover while your provider is away, are a private job you arrange and pay for, at no less than California's $16.90.

CaregiverConnect lets a Salinas family post those hours for free; caregivers read the post and apply themselves. You pick the caregiver, hire them directly and are their employer, and no commission is taken.
