Finding in-home caregiver jobs in Fillmore

Fillmore is compact: the Census Bureau measures the city at 3.3 square miles of land, and its 16,992 residents (Department of Finance, January 2026) live in about 5,173 households. Work comes from private families, from Ventura County IHSS cases (often a relative as provider), and from a handful of licensed employers in town that staff shifts on site.

When you build your profile, enter 93015 and decide how far outside town you will go. The Valley Express Fillmore Route circles the city on weekdays only, leaving the Fillmore Terminal at 533 Central Avenue every hour or so from 7:00 a.m. until its last loop at 4:00 p.m., with stops at City Hall, Downtown Fillmore, the library and Shiell's Park. A full loop takes about 27 minutes. Bus riders should list the hours they can cover, because a 6 p.m. medication visit is a different job without a car. Fillmore workers average a 33.3-minute trip to work, and 71.7% drive alone (ACS 2020–2024).

Put your languages in the first line as well. Per the ACS profile, Spanish is the home language of 47.9% of Fillmore residents five and older, and 20.3% speak Spanish with limited English. A family looking after a grandmother who is most comfortable in Spanish will read that line before anything else.

About 2,372 Fillmore residents are 65 or older (14.1%, ACS 2020–2024), and 29.8% of the city's households have at least one member that old. Nearly half of the older residents (47.7%) report a disability, so requests tend to be practical: help getting showered and dressed, meals, medication reminders, rides to a primary care clinic in town, and someone to stay with a parent during a long workday. Newcomers can start with weekday companionship and errands, a relative's IHSS case, or an entry job in one of the licensed homes below.

Pay

Caregiver pay in Fillmore: how much caregivers make

Public figures first, then what they mean for private work. Statistics describe employed aides across the Oxnard–Thousand Oaks–Ventura, CA metro (Ventura County); private rates on CaregiverConnect are agreed between each caregiver and family and are not tracked by any agency.

Who is the employer. A family that hires you directly is your employer under California's Domestic Worker Bill of Rights. The state minimum wage ($16.90 an hour from 1 January 2026; some cities set more, for example $17.75 in the City of San Diego) is the legal floor, and a personal attendant earns overtime at 1.5× after 9 hours in a day or 45 in a week. The main exceptions are IHSS recipients and an employer's own parent, spouse or child. Source: California DIR, Domestic Worker Bill of Rights FAQ.

The BLS figures cover all of Ventura County, so they describe the market Fillmore caregivers compete in rather than the city itself. In May 2025 the metro counted 15,250 aide jobs with a $16.50 median wage; nursing assistants across Ventura County earned a $22.50 median. The county's IHSS rate, $20.97 since July 1, 2026, is well above the aide median, which makes it the most useful figure to quote when you discuss pay with a private family. Fillmore has passed no wage law that the UC Berkeley Labor Center records, so households in town fall back on California's $16.90 floor.

About 2.8% of Fillmore's labor force was unemployed, on average, between August 2025 and August 2026, according to EDD estimates, compared with 4.7% for Ventura County and 5.3% for California. Monthly readings stayed between 2.3% and 3.1%. The Ventura County IHSS guide covers provider enrollment.

How to enroll as a provider in Ventura County, with the office phone lines and orientation steps, is in the IHSS Ventura County guide. IHSS wages for every county we cover, with effective dates, are in the IHSS pay by county guide.

How the public numbers relate to private rates, and what affects them, is covered in the caregiver pay guide.

Rules

Caregiver requirements in California, applied to Fillmore

State rules apply in Fillmore without local additions. Direct, non-medical work for a household calls for no license. Registry enrollment becomes compulsory once a licensed home care company puts you on its payroll, as the one licensed in Fillmore would. Nursing-home work, including at the facility on B Street, calls for a CDPH nurse assistant certificate. IHSS enrollment is handled by the county Human Services Agency, whose IHSS offices are in Ventura (805-654-3260) and Simi Valley (805-306-7935); its Fillmore Community Service Center, 828 Ventura Street, Suite 200, is a local county office. Under WIC §15630, being paid for this work obliges you to report suspected mistreatment of the person you look after; the county hotline, 805-654-3200, is staffed around the clock, and an online report also satisfies the state rule. The wider rules are in our requirements guide.
