Finding in-home caregiver jobs in San Mateo

This page is about the City of San Mateo, population 104,020 at the start of 2026, not the wider county that shares its name. A lot of what a caregiver needs is already within its limits: IHSS intake and the Public Authority both operate from one building on Alameda de las Pulgas, San Mateo Medical Center is on West 39th Avenue, and the College of San Mateo trains nurses on Hillsdale Boulevard. Families with 94401, 94402 and 94403 addresses post their needs on the board above, which refreshes whenever a new posting goes live.

Much of the private work here is for older people living on their own. Of the city's 39,895 households, 4,740 are a single person aged 65 or more, and roughly half of all homes are rented (50.1%), many of them in buildings of 20 or more units. Relatives often live elsewhere or work long hours; a quarter of employed residents (24.8%) work from home, which can mean an adult child is around but not free. At home, 19,909 residents speak Spanish, 9,121 speak Chinese and 2,786 speak Tagalog. List every language you use, the parts of town you can reach, and whether you drive; 6.8% of households have no vehicle.

Pay

Caregiver pay in San Mateo: how much caregivers make

Public figures first, then what they mean for private work. Statistics describe employed aides across the San Francisco–Oakland–Fremont, CA metro (San Francisco, Alameda, Contra Costa, San Mateo and Marin counties); private rates on CaregiverConnect are agreed between each caregiver and family and are not tracked by any agency.

Who is the employer. A family that hires you directly is your employer under California's Domestic Worker Bill of Rights. The state minimum wage ($16.90 an hour from 1 January 2026; some cities set more, for example $17.75 in the City of San Diego) is the legal floor, and a personal attendant earns overtime at 1.5× after 9 hours in a day or 45 in a week. The main exceptions are IHSS recipients and an employer's own parent, spouse or child. Source: California DIR, Domestic Worker Bill of Rights FAQ.

The City of San Mateo's minimum wage is $18.60 an hour for 2026 and goes to $19.25 on January 1, 2027. Under Chapter 5.92 of the municipal code it protects every employee doing at least two hours a week of work in the city, regardless of immigration status, and yearly increases follow inflation but are capped at 3.5%. The city notes that its ordinance does not reach other towns in the county, so a shift in Foster City or Burlingame is governed by that city's rules. Wage complaints are handled by the county's labor standards office, olse@smcgov.org. BLS puts the metro-wide aide median at $17.28, below the city floor, so the regional figure understates what an employer here must pay. IHSS work in the county pays $21.70, and the CNA median across the region is $26.96.

How to enroll as a provider in San Mateo County, with the office phone lines and orientation steps, is in the IHSS San Mateo County guide. IHSS wages for every county we cover, with effective dates, are in the IHSS pay by county guide.

How the public numbers relate to private rates, and what affects them, is covered in the caregiver pay guide.

Rules

Caregiver requirements in California, applied to San Mateo

State rules apply in San Mateo without local additions. You need no license for non-medical care in a private home. For independents, a state aide registry listing is a choice; it becomes compulsory when you work for a licensed home care organization. For IHSS, the recipient hires you, then you enroll by voicemail on (833) 650-2272, attend an orientation and clear a background check; the county IHSS office is in Suite 200 at 2000 Alameda de las Pulgas. Hospitals and nursing homes want a CDPH-certified nurse assistant. The law requires you to report suspected abuse; San Mateo County's line, 844-868-0938, is staffed 24 hours a day. Statewide detail is in the caregiver requirements guide.
