Finding in-home caregiver jobs in El Cerrito
El Cerrito's Historical Society tells how the town grew up around William Rust's blacksmith shop and was known as Rust until it incorporated as a city in 1917, with about 1,500 residents, taking a Spanish name meaning "little hill." In ACS 2020–2024, 20.6% of residents are at least 65, and 718 residents are 85-plus. In an estimated 1,666 households, an older person lives alone.
For a caregiver, El Cerrito has a wider range of employers than its size suggests. State community care licensing data (file date May 25, 2025) puts eight licensed RCFEs, the state's term for elder care homes, in 94530, with 191 beds in all. One is large: El Cerrito Royale on Gladys Avenue, licensed for 145 residents. The other seven hold six or eight beds each, and several sit on Elm Street, among them Wagaya Assisted Living and two RN Loving Care Homes. The same file shows two licensed home care organizations, Capstone Health on San Pablo Avenue and Senior Helpers of the East Bay at El Cerrito Plaza. CDPH's October 16, 2026 list adds Shields Nursing Center, a 45-bed skilled nursing facility on Carlson Boulevard, Indira Care Home Health, a home health agency on Fairmount Avenue, and El Cerrito Dialysis, a 20-station clinic on San Pablo Avenue. There is no hospital in the city.
Write a profile that says you know the city's rules and its people. Over a third of residents aged five-plus (36.7%) are at home in a language besides English; 12.8% of residents are Chinese and 2.6% Japanese, and Spanish is spoken at home by 7.8%. The city itself prints its wage bulletin in Spanish, Japanese and both forms of Chinese. Add any dementia experience: the Recreation Department runs an Alzheimer's respite program that recruits volunteers, a good way to gain supervised hours if you are new.

Caregiver pay in El Cerrito: how much caregivers make
Public figures first, then what they mean for private work. Statistics describe employed aides across the San Francisco–Oakland–Fremont, CA metro (San Francisco, Alameda, Contra Costa, San Mateo and Marin counties); private rates on CaregiverConnect are agreed between each caregiver and family and are not tracked by any agency.
| Measure | Hourly | Source and coverage |
|---|---|---|
| Home health and personal care aides, San Francisco–Oakland–Fremont, CA metro (San Francisco, Alameda, Contra Costa, San Mateo and Marin counties) | $17.28 median | BLS OEWS, May 2025; 119,120 jobs; concentration 1.81× national |
| IHSS provider wage, Contra Costa County | $20.03 | CDSS; effective January 1, 2026 |
| California minimum wage | $16.90 | effective January 1, 2026 |
Who is the employer. A family that hires you directly is your employer under California's Domestic Worker Bill of Rights. The state minimum wage ($16.90 an hour from 1 January 2026; some cities set more, for example $17.75 in the City of San Diego) is the legal floor, and a personal attendant earns overtime at 1.5× after 9 hours in a day or 45 in a week. The main exceptions are IHSS recipients and an employer's own parent, spouse or child. Source: California DIR, Domestic Worker Bill of Rights FAQ.
El Cerrito has its own minimum wage. The UC Berkeley Labor Center lists it at $18.82 from January 1, 2026, and the city's ordinance page confirms $18.82 for 2026 and $19.36 from January 1, 2027, with the yearly increase tied to the San Francisco-area CPI. Coverage reaches part-time and full-time staff alike once a worker logs two or more hours of a week inside El Cerrito, and the ordinance defines an employer as a person who does business or keeps a business facility in El Cerrito. Agencies and care homes in the city are therefore bound by it. The city's page does not say outright whether a private household hiring you itself falls under that definition; if you are unsure, ask the city before you agree a rate, and remember that California's $16.90 is the minimum in any case.
About 4.0% of El Cerrito's labor force was unemployed, on average, between August 2025 and August 2026, according to EDD estimates, under Contra Costa County's 4.7% and well under California's 5.3%. IHSS pays $20.03 an hour for a client living in Contra Costa County, more than either minimum; enrollment is explained in our IHSS Contra Costa explainer. The BLS median of $17.28 covers five counties, so it sits below El Cerrito's own floor. The median El Cerrito household earns $127,876 (ACS), the median gross rent is $2,548, and 58.6% of homes are owner-occupied. Long days matter too: as a family's personal attendant you earn time and a half for the tenth hour onward, or past hour 45 of the week.
How to enroll as a provider in Contra Costa County, with the office phone lines and orientation steps, is in the IHSS Contra Costa County guide. IHSS wages for every county we cover, with effective dates, are in the IHSS pay by county guide.
How the public numbers relate to private rates, and what affects them, is covered in the caregiver pay guide.
Caregiver requirements in California, applied to El Cerrito
California issues no license for private, non-medical care work in an El Cerrito home. Agency jobs, such as at Capstone Health or Senior Helpers, mean the agency must get you onto California's Home Care Aide Registry first, a $35 application. For roles at Shields Nursing Center or the home health agency, ask each employer which certificate it requires. IHSS work starts with an application to Contra Costa's Public Authority, reachable at (800) 333-1081; it interviews you, contacts your references, sends you for Live Scan fingerprints and then schedules orientations, and being on its registry does not guarantee a client. Every person looking after an elder or dependent adult, with or without pay, is a mandated reporter of abuse under Welfare and Institutions Code §15630; Contra Costa APS takes those calls on 1 (800) 510-2020 from county landlines. For the statewide picture, read California caregiver requirements.
