How to find an in-home caregiver in Homeland

Homeland is a census-designated place in Riverside County, unincorporated and governed by the county. The Census Bureau's ACS 2020–2024 survey puts its population at 7,584, with a wide margin of error, and finds an unusually large share of older households: 968 of the community's 2,318 homes include someone 65 or older. In 454 homes an older person lives entirely alone. Somewhat unusually, men outnumber women among them, 303 to 151. If your father is one of those men, the help you are looking for may be as much about meals, laundry, a tidy kitchen and someone noticing a change in his health as it is about personal care.

Most Homeland families have a car (only 3.8% of households have none, by ACS count), and working-age residents commute a long way, averaging close to 40 minutes each way. That leaves many parents alone through the working day. About 51% of residents five and older speak Spanish at home, yet roughly three in four of them also report speaking English very well, so say in your post whether a bilingual caregiver matters to your parent. Caregivers who answer may live in Homeland or travel in from Menifee, Hemet, Perris or Romoland. The profiles above change as caregivers join or widen their travel radius.

Choosing well

Evaluating caregivers in Homeland

Start with the credentials that leave a public record. CDPH keeps a public lookup for anyone claiming CNA or home health aide certification. A caregiver listed on the Home Care Aide Registry has cleared the state's background process, and anyone already working as a Riverside County IHSS provider has completed the county's enrollment, including fingerprinting. No licensed home care organization had a 92548 address in the state's May 2025 licensing data, which means the people replying to a Homeland post are mostly self-employed caregivers. Ask each one for two references from families or facilities and phone both; hold the interview at the house so your parent can take part. A paid trial shift comes next. CaregiverConnect does not vet applicants or run background checks, so any screening is your decision and needs the applicant's written consent.

Questions families here ask at interview

  • My father lives alone in Homeland. If he did not come to the door when you got there, what steps would you take?
  • Could you take him to Menifee Global Medical Center on McCall Boulevard, or to Hemet Global, if he needs to be seen?
  • Do you drive, or would you come on RTA Route 28 along Highway 74? Which stop is closest to you?
  • Have you booked an RTA Dial-A-Ride trip for a client before, and could you travel with him?
  • Would you be willing to enroll with Riverside County IHSS if he is approved for hours?
  • How would you keep my sister and me updated, since neither of us lives in Homeland?
Schedules and cost

What in-home care costs in Homeland: hourly rates and schedules

Daily check-in visits. Where a parent is on his or her own, families often ask for a few hours most days of the week to cover a meal, medications and a look around the house. Weekday cover for commuters. Families who leave early for long drives to work often need someone from morning until early evening. Short-term help after a hospital stay. Longer days, or nights, for the first weeks home from Menifee or Hemet. Weekend relief. A Saturday or Sunday shift so the relative doing the daily caring gets a break. List the days, start time and any overnight hours in your post.

Who is the employer. When you hire a caregiver directly, you are a household employer under California's Domestic Worker Bill of Rights. The state minimum wage ($16.90 an hour from 1 January 2026; some cities set more, for example $17.75 in the City of San Diego) is the legal floor, and a personal attendant earns overtime at 1.5× after 9 hours in a day or 45 in a week. The main exceptions are IHSS recipients and an employer's own parent, spouse or child. Source: California DIR, Domestic Worker Bill of Rights FAQ.

No local wage ordinance reaches unincorporated Homeland (the Labor Center inventory has no Riverside County entry), which makes $16.90 an hour, California's rate, the legal minimum for a caregiver on your payroll. A personal attendant who works more than nine hours in a day or 45 in a week earns time and a half for the extra hours. Other markers: a $16.50 median for employed home health and personal care aides in the two-county metro (BLS, May 2025), $19.90 for Riverside County IHSS providers, and $40, the statewide agency median CareScout reports. With a $60,404 median household income (ACS) and 18.2% of Homeland's older residents counted as poor, many families here budget tightly. A parent on Medi-Cal may qualify for IHSS, which pays the caregiver your family picks for the hours the county approves.

No agency tracks private rates. A caregiver you hire directly will usually expect more than the employed-aide median and less than an agency rate; every caregiver on this site lists an hourly rate on their profile, and the hiring guide covers taxes and overtime.

CDSS sets four conditions: he lives in California, has a Medi-Cal eligibility determination, lives in his own home, and has a completed health care certification. If he meets them, Riverside County can authorize IHSS hours, and you can be his provider at $19.90 an hour. Call the IHSS HOME line, (888) 960-4477. CDSS says clinics may not charge a fee to fill out IHSS eligibility forms.
